Optimal deployment for anti-submarine operations with time-dependent strategiesIn this paper, we consider the optimal deployment of multiple assets in anti-submarine warfare (ASW) operations with time-dependent strategies. We model this as a zero-sum game that takes place over a finite time horizon. An agent, representing multiple assets, in an ASW operation, decides on the allocation of these assets (e.g., one or more frigates and helicopters) to prevent an intruder, an enemy submarine, from attacking a moving high-value unit (HVU), e.g., a tanker ship. : Ships play an important part on the scene of current conflicts. This is why they must be protected both in their home port and in other operating harbors. Also, because they are a symbol, an extension of a state's territory, they are a potential target for terrorists, fact that was demonstrated in 2000 by the action against USS Cole in Yemen, or in 1995 against the Sri Lanka Navy. An integrated harbor protection system must be prepared early on so that it permanently supplies information that will lead to reducing adverse actions effects, and increasing the global performance of the reaction force. A complex of detection technologies is needed so that the information is redundant and it ensures a false alarm rate as low as possible, and target tracking to be done accurately and automatically. From this point of view, designing such a system implies conducting studies about threat and sensor characteristics, data fusion, complex systems architecture, etc.

SAFE-PORT is a recently started project addressing the complex issue of determining the best configurations of resources for harbour and port surveillance and protection. More specifically, the main goal is to find, for any given scenario, an adequate set of configuration solutions - i.e., number and type of sensors and equipments, their locations and operating modes, the corresponding personnel and other support resources - that maximize protection over a specific area. The project includes research and development of sensors models, novel algorithms for optimization and decision support, and a computer-based decision support system (DSS) to assist decision makers in that task. It includes also the development of a simulation environment for modelling relevant aspects of the scenario (including sensors used for surveillance, platforms, threats and the environment), capable to incorporate data from field-trials, used to test and validate solutions proposed by the DSS. Test cases will consider the use of intelligent agents to model the behaviour of threats and of NATO forces in a realistic way, following experts' definitions and parameters.

This introduction to the special issue Reflections on Histories and Philosophies of Geography discusses the context and content of nineteen articles written to mark the fortieth anniversary of the History and Philosophy of Geography Research Group (HPGRG) of the Royal Geographical Society with the Institute of British Geographers (RGSIBG). The group was founded in 1981, two years after the early career researchers who set up the group, Richard T. Harrison and David N. Livingstone, published jointly their first critical interventions in support of human geography's paradigmatic shift away from positivism, based on an early form of social constructivist argumentation. We argue that the subsequent proliferation of epistemic pluralism, which is discussed in the contributions to this special issue and has characterised the activities organised by the HPGRG, exemplifies the considerable value of three historiographical practices: first, engaging with the history and philosophy of geography collectively in one research group; second, situating methodologies within the history and philosophy of geography; and third, critically interrogating the discipline's evolving geographical knowledges, professional practices, and material cultures from different authorial positionalities.
