En los últimos años desde diversas disciplinas de las ciencias sociales se ha señalado la necesidad de revisar la forma en la que concebimos la relación sociedad-naturaleza, remarcando que no es posible interpretar de manera disociada las relaciones sociales, por un lado, y la naturaleza, por el otro. Más bien, es posible advertir, como lo hace Latour (2007), que ambos elementos se codeterminan en una relación híbrida –que no es ni social ni natural-, conformando así una suerte de segunda naturaleza (Lefebvre, 1991).

Hacia una configuración diferenciada de los riesgos y peligros en América Latina. Lineamientos generales para su observación en contextos locales2015 •
El artículo pretende tensionar y delinear teóricamente los riesgos y peligros que produce y reproduce la sociedad moderna desde una observación constructivista que abogue por una forma diferenciada en su tematización, problematización e intervención. Pretendemos poner un tema relevante en la agenda de investigación para América Latina en torno a la construcción y valoración de los riesgos en una sociedad caracterizada por su alta complejidad, incertidumbre y contingencia y que ha visto marcada su producción científica desde visiones positivistas y homogeneizantes. Este trabajo pretende aportar teóricamente a la falta de trabajos en América Latina y, en un nivel práctico, visibilizar su relevancia al momento de elaborar políticas públicas tendientes a orientar de una forma contextualizada y pertinente que permitan minimizar riesgos y peligros.

Sustainable development is intrinsically linked to the population growth and the relation of habitability ‐ urban space; it has as its main objective the preservation of the environment and the proper management of natural resources. For this reason, the region of Latin America represents one of the areas where Sustainable Development can increase its relevance and tackle important challenges, as it presents one of the highest rates of urbanization of the world. During the last decades, Latin American communities have incorporated programs with the idea of promote sustainable urban development and safeguard heritage. But until now, it is still presenting problems unsolved, such as pollution, environmental degradation and detriment of social factors. Much of this situation is because the proposals do not promote solutions that achieve viable approaches for the real needs; therefore, these programs do not cover or solve all the requirements of society. To contribute in the search of solutions and detonate a good sustainable development in Latin America, it was created this article, which acts as a guide to encourage the reflection on the lifestyle of these communities and also promotes a pragmatic view through an understanding of the needs, deficiencies and problems that are currently produced in these communities. Presenting as an example the analysis of the city of Santiago de Queretaro, Mexico, where it can be visualized easier the problems exposed.

The armed conflict between Russia and Ukraine (2022) generated concern among States and the international community, not only because of the dangers that the territorial invasion of one State against another represents, but also for the tragic humanitarian consequences, mostly over the civilian population (displacements, war crimes, and others). An essential aspect constitutes the fact that a State accomplishes a double role related to the provision of security, first towards the country (national security), and secondly to its own citizens (public security). Therefore, security is considered a legal obligation of States and a constitutional right that all citizens have. Despite this, in the case of Latin America, currently the main risks to security do not come from the threat of an armed aggression from one State against the territory of its neighbor, but from the gradual loss of control of public space by the growing presence of non-state actors, both national and transnational, that have the intention and capacity to use acts of violence inside the State. These armed actors could be individuals, groups, organizations, and corporations that utilize force or violence to pursue the achievement of illegal interests. When a State does not control the behavior of non-state actors, for different reasons, it has put on risk not only civil security, but said situation could also constitute a threat or danger to the own governability and stability of other surrounding countries, particularly in the Latin American region. In this sense, a variation of a Security and violence matrix will appear, in which non-state actors have achieved the consolidation of the privatization of violence. Facing this, the State response has been limited. Due to a gradual loss of public space control, nowadays different Latin American governments face the risk of privatization of security, along with growing public insecurity, in detriment of national security and mainly of its citizens.
