Security in Poland is perceived, to a large extent, in a traditional
manner as so-called “hard security.” It concentrates on the political
and military aspects and is focused on protecting values such as survival, independence, sovereignty, territorial integrity, internal stability,
and the inviolability of borders. In the post-Cold War era, the main
goal of Polish security policy has remained intact: protection against
Russia. Moreover, in the last decade, the perception of Russia as a
threat to Poland, along with a redistribution of power in the international
system has been on the rise. This trend has been prominent in
the Polish Foreign Policy Strategy 2017–2021 adopted by the Polish
Ministry of Foreign Affairs in 2017.

One of the reasons for the low effectiveness of the European Union’s policy in the Mediterranean is the discrepancy between the EU’s international identity and the national interests of its Member States.The EU has been building its international identity on values that are proper to political idealism. In large measure, however, the EU’s declared aims have not been consistent with the national interests of its Member States. In effect, while Member States are able to adopt general guidelines for the EU foreign policy, translating such guidelines into specific actions often proves impossible.The aim of this article is to analyse the low effectiveness of the EU’s policy in the Mediterranean region in terms of the discrepancies between the idealistic concept deriving from the EU’s international identity on the one hand, and its realistic actions based on the EU’s Member States’ national interests, on the other. As the European Union’s foreign policy is shaped at the intergovernmental level, national interests tend to take the upper hand. The Mediterranean policy of five EU-Member States will be analysed – France, Spain, Italy, Germany and the United Kingdom.

Autorka koncentruje się na analizie środków i metod oddziaływania USA w procesie pokojowym, który toczył się między Izraelem a jego arabskimi sąsiadami w latach 1991-2000; rozpoczyna swój wywód od omówienia teoretycznych aspektów środków i metod oddziaływania państwa w stosunkach międzynarodowych, następnie przedstawia wysiłki USA na rzecz pokojowego zakończenia konfliktu bliskowschodniego w latach 1948-1991. Zasadniczą część monografii stanowi całościowa analiza politycznych, ekonomicznych, wojskowych oraz ideologicznych środków oddziaływania Stanów Zjednoczonych w procesie pokojowym na Bliskim Wschodzie w latach 90. oraz próba oceny efektywności ich stosowania.

This book examines how the changing post-Cold War order affected Poland’s security policy and particularly how the West’s weakening position and Russia’s revisionist policy reinforced the traditional view of security in Poland. It addresses the reasons why Poland, a middle power in Central Europe, adopted a bridging strategy in the early 1990s; how this strategy changed along with the redistribution of power in the international system; why, after the 2008 Georgian-Russian War, Poland took steps to support NATO consolidation, strengthen relations with the USA, and expand its own military capabilities; and how the Ukraine crisis affected Poland's security. This overview is an invaluable resource for students of international and European studies, security studies, political science, as well as for decision-makers, politicians, EU staff, and anyone interested in international politics in Central Europe.

Niemal dwie dekady po zainicjowaniu Partnerstwa Eurośródziemnomorskiego – jednego ze sztandarowych programów Unii Europejskiej w jej polityce zagranicznej – rozwój sytuacji w regionie śródziemnomorskim staje się coraz bardziej nieprzewidywalny. " Arabska wiosna " nie przyniosła oczekiwanych na Zachodzie rezultatów. Komplikuje się także sytuacja na obszarach sąsiednich. W efekcie donie-sienia z Bliskiego Wschodu i Afryki Północnej pojawiają się niemal codziennie na czołówkach informacji medialnych na całym świecie. Wobec tak złożonej i dynamicznie rozwijającej się sytuacji Unia Europejska, aspirująca do roli mocarstwa globalnego, winna wypracować odpowiednią strategię działania. Powstaje jednak pytanie, czy jest ona w stanie to zrobić? W książce ukazano politykę Unii Europejskiej w regionie śródziemnomorskim przez pryzmat rozbieżności między tożsamością międzynarodową Unii a interesami jej państw członkowskich, która w efekcie implikuje małą jej efektywność.
