It provides an up-to-date account of Germany’s “Ostpolitik” and how Germany has influenced EU-Russia relations since the Eastern enlargement in 2004 - partly along, partly against the interests and preferences of new member states. The volume combines a rich empirical analysis of Russia policy with a theory-based perspective on Germany’s power and influence in the EU. The findings demonstrate that despite Germany’s central role, exercising power within the EU is dependent on legitimacy and acceptance by other member states.

Vladimir Putin’s government will be tempted to test the mettle of her successor—and the EU’s willingness to engage in its Eastern neighborhood.

France’s newfound role under Macron now seems to be that of Europe’s “disrupter-in-chief”. That these two roles do not necessarily match is no surprise.

Moderation: Liana Fix, Körber-Stiftung

Since the annexation of Crimea in 2014, Germany has assumed a leadership role in transatlantic Russia policy. Yet, diverging views on Nord Stream II and sanctions policy have created a rift between both sides of the Atlantic. The demise of the INF treaty further challenges core assumptions of the European security order and poses a serious security dilemma for Germany. At the same time, the “Trump effect” has alienated the German public from its partners in the United States. Where is Berlin’s Russia policy headed between a new “Ostpolitik” and a crumbling Western order? What are the strategic implications for Germany’s role in Europe? Please join AICGS for a discussion on Germany’s new Ostpolitik and the broader implications for the U.S.-German relationship with Liana Fix and comments by Angela Stent.

So which EU leader has the winning style? Is Merkel on key? Should Macron fire the backing dancers? Stammtisch hosts Damien McGuinness and Michaela Küfner are joined this week by The Economist’s Jeremy Cliffe and the Körber Stiftung’s Liana Fix to award the coveted “douze points.”
