The dynamics of globalization and its multidimensional nature in the past few years are predicted to create a global community called 'borderless society' in 2025. This condition, characterized by digitalization in every aspect and various global trends will ultimately require an agile and adaptive policy to deal with it. In Indonesia, such policy-making process has actually been initiated through the initiation of Open Government Indonesia (OGI) which promotes openness, transparency and government responsiveness. This initiative has resulted in several important achievements in terms of openness of the government, and continued efforts are being made to strengthen it through various sustainable Action Plans. The condition of borderless society will in turn affect the sustainability of strengthening open government in Indonesia. This study aims to analyze the development of open government practices in Indonesia, and to identify the challenges and opportunities that the Indonesian government has in strengthening open government in the era of borderless society. By using qualitative description research methods, this study shows that the conditions of borderless society and open government influence each other. Borderless society will also create not only a challenge for strengthening open government primarily related to the readiness and role of the government, but also opportunities related to the level of trust and citizen driven.
