Libyen geriet im Jahr 2017 in vielerlei Hinsicht in den Fokus europäischer Regierungen. Der Bürgerkrieg flammte in Teilen des Landes wieder auf, die unter dem Schutzschirm der UN ausverhandelte Einheitsregierung ist immer noch weit davon entfernt akzeptiert zu werden und zwischen Ost und West verhärten sich die Fronten, vor allem durch die Kämpfe im Zentrum und Süden. Außerdem erreichten in den ersten sechs Monaten des Jahres knapp 90% aller Migranten Europa über die zentrale Mittelmeerroute.

In 2017 Libya found itself at the centre of great attention within European governments. A plethora of issues have plagued the country: the civil war has flared up again in parts of the country; the UN-negotiated Government of National Accord is still far from being acknowledged; and the divisions between the power blocs in the east and west have widened, especially due to the fighting in the centre and south of Libya. Furthermore, nearly 90% of all migrants have reached Europe through the central Mediterranean route in the first six months of this year.

In einem von Frankreich initiierten Friedensgespräch einigten sich der Präsident des Präsidialrats (PC), Fayez al-Sarradsch, und Khalifa Haftar, Chef der Libyan National Army (LNA) auf einen 10-Punkte Plan. Das Eintreffen zweier italienischer Marineschiffe in Tripolis zur Unterstützung der libyschen Küstenwache sorgte für heftige Kritik seitens diverser Milizen. Haftar drohte nicht-kommerzielle italienische Schiffe anzugreifen...

25.07: Libya’s two main rival leaders, the president of the Presidential Council (PC), Fayiz al-Sarradsch and the head of the Libyan National Army (LNA), Khalifa Haftar, have agreed on a 10-point plan at a meeting in Paris.

03.08: The arrival of two Italian naval vessels in the Tripoli to support the Libyan coast guard has been heavily criticised by the House of Representatives (HoR) and various militias. Haftar has threatened to confront non-commercial Italian navals ships. Meanwhile, the EU extended the naval mission Sophia and the border assistance mission EUBAM until the end of 2018. Mid August Haftar proposed to halt the migrant flow through
Libya if the EU grants the eastern-based government 20 billion USD. ...

08.09: Der UN-Sondergesandte für Libyen, Ghassan Salamé, kündigte die Rückkehr von UNSMIL nach Tripolis an und verneinte frühere Aussagen, dass Blauhelme in Libyen stationiert würden.
• 13.09: Die Außenminister der Arabischen Liga verlangten die Freigabe libyscher Gelder im Ausland zur Stärkung des Presidential Council (PC). Premier Sarradsch stellte bei der UN-Vollversammlung dieselbe Forderung. ....

• 08.09: The UN special envoy to Libya, Ghassan Salamé, announced the return of UNSMIL to Tripoli and negated former statements that blue helmets will be deployed to Libya.
• 13.09: The exterior minister of the Arab League asked the UN to unfreeze libyan assets abroad and make them available to the Presidential Council (PC). Serraj called for the same thing at the UN general assembly.

- 23.10: Die zweite Verhandlungsrunde zur Abänderung des Libyan Political Agreements (LPA) endete ohne konkrete Ergebnisse. Dennoch äußerte sich UN-Sondergesandter Salamé optimistisch über einen Beschluss bis zum Ablauf des LPA am 17.12.

- 23.10: Ägypten führte erneut Luftschläge gegen vermutete Waffenkonvois im Grenzgebiet durch. Präsident Sisi behauptete, dass durch die Zerschlagung des IS-Kalifates in Syrien und Irak vermehrt IS-Kämpfer uber libyschen Boden nach Ägypten fliehen. ...

• 23.10: The second round of negotiations to amend the Libyan Political Agreement (LPA) ended without concrete results. Nonetheless, UN special envoy Salamé expressed hope that an amended agreement would be adopted before the expiration of the LPA on 17th December.
• 23.10: Egypt once again conducted airstrikes against alleged weapons convoys. President Sisi claimed that due to the defeat of IS in Syria and Iraq, an increased amount of IS combatants are fleeing to Egypt through libyan territory. The US regional command AFRICOM does not see any evidence supporting such a claim. ...

Der Libanon bemüht sich seit seiner Grenzziehung
durch die ehemalige Kolonialmacht Frankreich
nach dem ersten Weltkrieg eine nationale Identität
zu definieren. Die konfessionell sehr heterogene
Zusammensetzung der Bevölkerung, bestehend
aus Christen, sunnitischen und schiitischen
Muslimen sowie anderen Minderheiten, führte
stets zu konkurrierenden Visionen über die Zukunft
des Landes. Um sektiererische Konflikte zu vermeiden
wurde ein politisches System etabliert, welches
die Vergabe der höchsten Staatsämter sowie
der Mandate im Parlament entlang konfessioneller
Linien (auf Grundlage der einzigen Volkszählung
von 1932) vorsieht.

Das Jahr 2017 leitete einen Wendepunkt in der siebenjährigen Geschichte des syrischen Bürgerkriegs ein: Die Terrormiliz Islamischer Staat (IS) wurde territorial durch die Ruckeroberung seiner Hochburgen geschlagen, die Opposition, welche den Sturz Assads verfolgt, ist massiv geschwächt und intensive politische Verhandlungen zwischen Assads Unterstützern - Russland und Iran – und jenen der Opposition - Turkei, USA und Jordanien (u.a.) - führten zum Einfrieren der Konfliktlinien.

The year 2017 marked a turning point in the seven-year history of the Syrian civil war: the terrorist militia Islamic State (ISIS) was territorially defeated by the loss of its strongholds, the opposition that tries to overthrow Assad is massively weakened and intense political negotiations between Assad's supporters - Russia and Iran - and those of the opposition - Turkey, USA and Jordan (among others) - have frozen the lines of conflict.

Der Irak scheint auf den ersten Blick das Jahr 2017 mit zahlreichen Erfolgen zu beenden: Der Sieg über die Terrororganisation Islamischer Staat (IS), eine selbstbewusste irakische Armee, mächtige pro-iranische Milizen sowie eine Zentralregierung in Bagdad, die durch ihre Machtdemonstration gegenüber Kurdistan in Folge des Unabhängigkeitsreferendums gestärkt erscheint. Tatsächlich bringt der Wegfall des gemeinsamen Feindes IS andere, bisher verdrängte Konflikte, in den Vordergrund, die im Wahljahr 2018 an Brisanz gewinnen könnten. 2017 ist auch ein Comeback der Golfstaaten, allen voran Saudi-Arabien, in einen Irak, der 14 Jahre lang immer stärker vom Erzrivalen Iran politisch und militärisch beeinflusst wurde.

At first glance, Iraq appears to have gained considerable sucesses in 2017: the victory over the terrorist organization Islamic State (ISIS), a self-assured Iraqi army, powerful pro-Iranian militias, and a central government in Baghdad, which demonstrated its power over Kurdistan in Iraq, and further boosted following the independence referendum.
In fact, the disappearance of the common enemy ISIS brings to the foreground other conflicts that have been suppressed so far, which may resurface in the 2018 election year.
2017 is also a comeback year of the Gulf States, led by Saudi Arabia, to Iraq, which has been influenced politically and militarily by Saudi Arabia’s rival Iran for 14 years.

Die Dynamiken in der Region

Die MENA Region (Middle East and North Africa) ist von einer höchst instabilen sicherheitspolitischen und wirtschaftlichen Situation gekennzeichnet. Von besonderer Bedeutung ist die Machtdiffusion der Regionalmächte – allen voran Iran und Saudi-Arabien – zu den zahlreichen nichtstaatlichen Akteuren. Die Spirale der sektiererischen Gewalt führt zur wachsenden Radikalisierung und entlädt sich in allen Staaten mit gemischter sunnitisch-schiitischer Bevölkerung. Syrien, Jemen, Irak und Libanon sind der Austragungsort von Stellvertreterkonfrontationen zwischen Iran und seinen verbundeten pro-iranischen Milizen einerseits und Saudi-Arabien, seinen lokalen verbündeten sunnitischen Gruppierungen und weiteren Golfstaaten andererseits. Die Fragmentierung in der Region wird durch das gestiegene militärische und diplomatische Engagement
Russlands und einer möglichen unberechenbaren Antwort darauf von Seiten der Trump Administration weiter verschärft.

Dem nicht genug sind 2017 neue Spannungen innerhalb der Regionalmächte hinzugekommen: Die Rivalitäten zwischen Saudi-Arabien, den Vereinigten Arabischen Emiraten (VAE) einerseits und Katar andererseits, welche sich durch Sanktionen und in einem Propagandakrieg manifestierten, verschärften die Kluft im Golfkooperationsrat. Die Türkei und der Iran stehen sich aufgrund der jeweils entgegengesetzten Interessen in Syrien und Irak misstrauisch gegenüber. ...

The Syrian conflict took a new twist with the Turkish intervention in the Kurdish enclave of Afrin. The announcement by the US to establish an indefinite military presence in northeastern Syria and continue to support the Kurdish allies YPG despite the collapse of ISIS triggered fierce tensions between the two NATO states USA and Turkey. The US has not stood in the way of Turkey's Afrin intervention, yet a confrontation with the Kurdish forces in Manbij and east of the Euphrates seems to be a ‘red line’.
Russia did also not stand in the way of Turkey’s offensive in Afrin in return for Turkey facilitating concessions on behalf of the opposition in the rebel held province of Idlib. The offensive against the Kurds in Syria strongly works in favor of Assad’s regime and Russia. While the offensive in Afrin attracted the attention, the regime offensive in Idlib has continued, with the
number of IDPs rising up to more than 100,000, according to the UN. The de-escalation zones, negotiated in Astana in 2017 failed to a large extent.
The political breakthrough in the Syrian crisis orchestrated by Russia at the Sochi conference did not end in a settlement. The main opposition groups
boycotted the talks. The announcement of UN Special Envoy De Mistura to continue work on the establishment of a constitutional committee in Geneva, as agreed in Sochi, provides a glimmer of hope.

After the collapse of ISIS as a territorial actor in Iraq in mid-December 2017, the handling of the Shiitedominated Popular Mobilization Forces (PMF) changed. Grand Ayatollah Sistani had asked the PMF to lay down their arms and go under state control. This call was attended by the largest militias within the PMF and they announced their joint participation in
the parliamentary elections on 12th May. Since the confirmation of the election by the Supreme Court in Baghdad, the country's leaders are
negotiating strategic alliances. In mid-January, Prime Minister Haidar al-Abadi announced that his Da'wa party would not participate in the upcoming elections, while Abadi and his rival, Deputy Prime Minister Maliki, will each attend a separate list. The Sunni parliamentarians tried to postpone the election in order to not be marginalized by the dominant
Shiite factions in the elections. In addition to the election preparations, Baghdad is looking to enhance its relations with the Kurdistan Regional Government (KRG), which was dealt a blow in the aftermath of the Kurdish independence referendum. The sanctions imposed by Baghdad were gradually lifted as a result of Kurdish protests and Turkish negotiations. Despite election mood in the country, the fight against the last terrorist cells of the ISIS remains a dominant topic.

Der Syrienkonflikt nahm mit der türkischen Intervention in der kurdischen Enklave Afrin eine neue Wendung. Die Ankündigung der USA, eine zeitlich
unbegrenzte militärische Präsenz im Nordosten Syriens zu etablieren und trotz der Zerschlagung des IS den kurdischen Verbündeten YPG weiterhin zu unterstützen löste heftige Spannungen zwischen den beiden NATO-Staaten USA und Türkei aus. Die USA segnete grundsätzlich die Afrin-Intervention der Türkei ab, wobei eine Konfrontation mit den kurdischen
Kräften in Manbij und östlich des Euphrat die rote Linie darstellt. Auch Russland stellte sich den türkischen Plänen nicht in den Weg und erhofft sich sowohl Zugeständnisse der Türkei – als Schutzmacht der Opposition – in der von Rebellen gehaltenen Provinz Idlib, als auch bei Friedensverhandlungen.
Während die Kämpfe in Afrin die mediale Aufmerksamkeit auf sich zogen, geht die Regimeoffensive in der Provinz Idlib ungehindert weiter. Die im Jahr 2017 verhandelten Deeskalationsabkommen sind weitgehend gescheitert. Die von Russland als politischer Durchbruch in der Syrienkrise beworbene Sochi-Konferenz Ende Jänner brachte letztlich nicht den erhofften Durchbruch. Die wichtigsten oppositionellen Gruppen boykottierten die Gespräche. Einzig die Ankündigung des UN-Sondergesandten De Mistura, die in Sochi vereinbarte Einrichtung eines Verfassungskomittees in Genf weiter auszuarbeiten, birgt eine gewisse Hoffnung.

Nach dem Zusammenbruch des IS als Territorialmacht im Irak Mitte Dezember 2017, änderte sich der Umgang mit den schiitisch-dominierten Popular Mobilization Forces (PMF). Großayatollah Sistani hatte die PMF aufgefordert, ihre Waffen wegzulegen und sich unter staatliche Kontrolle zu begeben. Diesem Aufruf folgten die größten Milizen innerhalb der PMF und gaben bekannt, sich gemeinsam an den Parlamentswahlen am 12. Mai zu beteiligen. Seit der Bestätigung des Wahltermins durch den obersten Gerichtshof in Bagdad verhandeln die führenden Politiker des Landes über strategische Allianzen. Mitte Jänner gab Premierminister Haidar al-Abadi
bekannt, dass seine Da’wa- Partei nicht an den kommenden Wahlen teilnehmen wird, dafür treten Abadi und sein Rivale Vizepremier Maliki jeweils mit einer getrennten Liste an. Die sunnitischen Abgeordneten versuchten die Wahl zu verschieben, um bei den Wahlen nicht gänzlich von den dominierenden schiitischen Fraktionen marginalisiert zu werden. Neben den Wahlvorbereitungen versucht Bagdad das Verhältnis zur Kurdischen Regionalregierung (KRG), das im Zuge des kurdischen
Unabhängigkeitsreferendums stark angeschlagen wurde, zu verbessern. Die von Bagdad auferlegten Sanktionen gegen die kurdische Autonomieregion konnten in Folge von kurdischen Protesten und unter türkischer Vermittlung schrittweise aufgehoben werden. Trotz Wahlkampfstimmung im Land bleibt der Kampf gegen die letzten Terrorzellen des IS das dominante Thema.

Haftar’s announcement not to accept the LPA and its institutions any more after the 17th of December caused international condemnation. The broad support for the LPA and the UN road map for Libya shows that the majority of actors are in favor of stabilisation in Libya.
With the election registration ending on February 15th close to 2,5 million Libyans of the 3 - 3,5 million eligible voters were registered for elections. Voices demanding holding the constitutional referendum before holding elections are getting louder.
Two twin bomb attacks on two mosques in Benghazi lead to the sudden rise of civilian casualties in January this year. Although the last militant holdout in the city was cleared by the end of December the security situation worsened in recent weeks due to rising criminal activities and conflicts within the ranks of the Haftar’s Libyan National Army (LNA).
While the International Organization for Migration (IOM) organized the return of more than 18.000 migrants to their countries of origin in 2018, occasionally a small number of boats are still departingfrom the shores of  Libya causing dozens of casualties every month.
