Il sistema delle amministrazioni pubbliche è interessato da un insieme di metamorfosi che ne stanno evolvendo i confini e integrando le funzioni. Reti, partnership pubblico-privato, alleanze, collaborazioni interistituzionali, sono dinamiche sempre più rilevanti nel dibattito accademico e nelle prassi amministrative. Questo “sconfinamento”, se da una parte è invocato quale leva utile ad alleggerire e qualificare la spesa pubblica e i “costi della politica”, dall’altro genera ansietà rispetto alla garanzia del conseguimento degli obiettivi ritenuti di interesse pubblico. Il libro rappresenta lo sforzo coordinato - di ricercatori italiani e stranieri - di fare il punto sui processi di creazione e di sviluppo dei network in settori di pubblico interesse quali cultura, socio-assistenziale, enti locali e sanità. È anche una carrellata di casi e di metodi con cui - in maniera pluridisciplinare - si dà una lettura del cambiamento in atto e delle sfide manageriali che esso pone. The book investigates public management and public governance innovations introduced in Italy in the past three decades. Empirical evidence on the content and strategies of reform is provided and the Italian specificities are highlighted. Public sector innovation in Italy has not benefited from a sustained political support and the wide-ranging agenda of reforms has suffered an “implementation gap”, characterizing legalistic countries. A particularly strong dynamism and vivacity of innovation has been registered in local services, healthcare and social assistance, education and cultural heritage management. In these sectors, the regional and local governments have developed relevant capacities of network management. A differentiated approach to innovation - in terms of speed and degree of change - in the different geographical areas and levels of government can be observed. It can be fully understood only by taking into consideration the administrative culture and history of our country.

The research aims at developing an interpretative framework of the evolution of contracting out in public administrations in the past decades. It includes a review of the main theoretical approaches and an empirical analysis of three country case studies (United Kingdom, United States and Canada) afterwards compared to Italy.
Some clear patterns of evolution refer to the expansion of the services outsourced (blue collar support services, professional services ancillary to the core mission and core government functions); the identification of the services/activities to be contracted out (devolved to each public administration, discarding a top-down approach); the relationship between government and private sector providers (evolving from a zero-sum game to long-term partnerships); the decision-making criteria (the make or buy comparison has been widened including other important alternatives such as public/public partnerships and cost reduction is accompanied by the consideration of other dimensions such as quality and the public value created).

Local governments in developed countries are increasingly adopting strategies in order to improve public governance and better perform their tasks. Generally speaking, strategies are moving towards more cooperative practices between the centre and sub-national governments, between departments at central level and horizontally at the local and regional level.
Analysis in this chapter is focused at the meso level and contemplates intermunicipal cooperation and mergers as innovative forms of territorial governance. These two strategies interest many Oecd, developing and transition countries, which have varying attitudes towards cooperation and mergers.
Closer cooperation among municipalities is expected to contribute to an improvement in the cost efficiency of local public services and of the coherence and impact of public policies, by emphasizing functional rather than administrative demarcations. The drivers behind these forms of territorial governance are similar in different countries and relate to growing demands and declining local tax bases and central financial support, insufficient size for carrying out the tasks devolved form the central level, growing interdependencies and the existence of new policy problems that span territorial boundaries.
The findings highlight that some degree of dependency of this choice on the type of administrative traditions (and the role played by the upper level of government), the structure of the state (and the degree of decentralisation), the urban, rural or mixed nature and the size of the municipalities exists. Finally, the research generates four hypotheses which could be tested employing different research strategies regarding the comparative cases methodology.

In den entwickelten Ländern modifizieren immer mehr kommunale Gebietskörperschaften ihre Strategien, um die Qualität der Public Governance zu verbessern und vor allem ihre Aufgaben besser erfüllen zu können. Dabei entwickeln sich die Strategien im Allgemeinen hin zu stärker kooperativen Praktiken sowohl zwischen dem Zentrum und den subnationalen Regierungseinheiten als auch horizontal zwischen den nationalen Ministerien und den auf Verwaltungseinheiten auf der lokalen und regionalen Ebene. 
Die Analyse in diesem Kapitel wendet sich der Mesoebene zu und betrachtet interkommunale Kooperationen und Fusionen als innovative Formen von territorialer Governance. Beide organisatorischen Strategien werden  nicht nur in OECD-Ländern, sondern auch in Entwicklungs- und Transformationsländern verfolgt. Einzig die Haltungen zu Kooperationen und Fusionen unterscheiden sich.
Eine engere Kooperation zwischen Kommunen soll dazu beitragen, die Kosteffizienz der lokal erbrachten öffentlichen Dienstleistungen zu verbessern, die Kohärenz der Einzelmaßnahmen zu erhöhen und ihre Wirkungen zu optimieren, indem funktionale Erfordernisse stärker als traditionelle administrative Einteilungen berücksichtigt werden. Die Antriebskräfte hinter diesen Organisationsreformen ähneln sich in den meisten Ländern. Zentral sind vor allem steigende Anforderungen und sinkende kommunale Steuereinnahmen, eine Fläche, die nicht ausreicht, um die von der zentralen Ebene zugewiesenen Aufgaben zu erfüllen, wachsende Abhängigkeiten und das Aufkommen neuer politischen Probleme, die territoriale Grenzen überschreiten.
Unsere Ergebnisse zeigen, dass eine solche Entscheidung in einem bestimmten Umfang von der spezifischen Verwaltungstradition (und der Rolle, die die nächst höhere Regierungsebene spielt), von der Struktur des Staates (und dem Ausmaß der Dezentralisierung) und von der urbanen, ländlichen oder gemischten Art der Kommune abhängt. Schließlich können aus unserer Forschung vier Hypothesen abgeleitet werden, die mit Hilfe verschiedener Forschungsstrategien aus dem Bereich der vergleichenden Forschung getestet werden können.

The paper presents a statistical analysis exploring public admini-stration education in Italian universities. It highlights the main speci-ficities of PA education in Italy with reference to the disciplinary character, the geographical distribution, the type and level of PA pro-grams, etc. and aims at describing how universities are adjusting cur-ricula in relation to public sector modernization, by comparing the main faculties (economics and management sciences, law, political sciences, sociology, engineering, sciences of communication, social sciences) of all Italian universities.

Quali sono i fattori e gli strumenti che potrebbero agevolare l'inserimento lavorativo di soggetti socialmente svantaggiati, in particolare migranti? A questa domanda risponde la ricerca svolta da Programma Retis in collaborazione con l'Università degli Studi di Roma Tor Vergata e SocialMetrica Performance e con il contributo di stakeholder istituzionali ed economici del territorio.

Lo studio "Il sistema delle opportunità imprenditoriali ed occupazionali per soggetti socialmente svantaggiati a Roma" ha analizzato gli ostacoli e le opportunità che determinano le caratteristiche dei processi d'integrazione socio-lavorativa dei migranti e, allo stesso tempo, elaborato alcuni strumenti che potrebbero agevolare l'inserimento lavorativo dei soggetti più vulnerabili della nostra comunità. È stato realizzato in due fasi: una prima che ha riguardato l'analisi della letteratura e degli studi nazionali e internazionali sul tema e una seconda svolta attraverso interviste a testimoni privilegiati e stakeholder istituzionali e del mondo economico e produttivo romano.

In sintesi, la ricerca ha rilevato alcuni degli ostacoli che impediscono l'integrazione lavorativa dei migranti: inadeguate competenze linguistiche, difficoltà di riconoscimento dei titoli di studio, livelli di formazione/qualifica non sempre corrispondenti alle esigenze del mercato, scarse e frammentarie conoscenze sui procedimenti burocratici e sulle opportunità per le imprese ad assumere immigrati, mancanza di raccordo tra esigenze delle imprese e formazione professionale, inadeguato controllo del lavoro nero, mancanza di cultura e strumenti aziendali idonei a gestire le opportunità derivanti dalla diversità di lingua, di cultura e di tradizione. Tra le opportunità, invece, emerge l'estrema flessibilità dei migranti e la loro disponibilità a professioni di scarso interesse per gli autoctoni. E ancora il multilinguismo, la forte motivazione, l'intraprendenza e la capacità di problem solving.

A partire da queste considerazioni, i ricercatori hanno elaborato alcuni strumenti che potrebbero essere attivati sul territorio comunale. Tra le proposte più interessanti, la creazione di un sistema di knowledge management per consulenze legali, fiscali, gestionali e socio-culturali, un database matching domanda-offerta dedicato ai migranti, il libretto formativo con tutte le informazioni, i dati e gli attestati riguardanti le esperienze educative e lavorative svolte da ogni persona e il premio per la diversità finalizzato a incentivare nelle imprese le politiche per la diversità con particolare riferimento all'inserimento lavorativo, all'equità occupazionale e ai servizi di conciliazione.

Co-production nowadays ranks high in global development strategies of international and philanthropic organizations. Although long-standing experiences in developing countries can provide a relevant contribution to the co-production theory, it is necessary to verify what contextual and conceptual conditions might alter the existing theoretical models. This article makes a theoretical contribution by modelling propositions that can withstand logical and empirical scrutiny. The literature is reviewed to identify key co-production concepts, their interrelationships, and the underlying assumptions. A longitudinal case study is analyzed to expand the existing theoretical propositions. Policy implications for scaling-up programmes are drawn.

This calls for good-quality comparative information to be provided at the international level to enable robust benchmarking between countries and to provide a good empirical base for decision making. Research approaches studying networks usually focus on the aggregate level. A lesser amount of studies give preference to the organization joining a network; i.e. the drivers backing the decision and the impact of networking on its subsystems, which in turn affects the permanence of the organization in the network and, thus, the stability and effective functioning of the network itself. The article argues that each approach, focusing upon a particular level of analysis, fails to account other, not less relevant, aspects. It presents a theoretical framework, which may prove to be useful as the launchpad for the interdisciplinary investigation of networks.

The paper presents a statistical analysis exploring public administration education in Italian universities. It aims at verifying if the administrative law approach to university-based public administration teaching is still prevalent in Italy – as stated by the literature, as well as the extent of development of other disciplinary orientations. The research also highlights the main specificities of public administration education in Italy with reference to the disciplinary character, the geographical distribution, the type and level of PA programs, etc. It aims at describing how universities are adjusting curricula in relation to public sector modernization, by comparing the main faculties (economics and management sciences, law, political sciences, sociology, engineering, sciences of communication, social sciences) of all Italian universities.
Information from 204 faculties of 72 universities was gathered. 2.198 education programs at different levels were registered and classified.
Overall evidence suggests that the legal cluster, including but not limited to administrative law, is not the prevalent approach in teaching public administration in Italy. The public cluster - mainly political sciences and public economy approach - is instead widespread in Italian universities. Furthermore, there is a strong, yet more recent, development of the managerial approach.

Papers are encouraged on long term financial sustainability and cutback management as emerging critical issues faced by Public Sector Organisations. Serious questions surround the ongoing viability of States, Universities and Local Governments both in terms of financial sustainability, financial as well non-financial performance.
Papers will be selected for publication in one Special Issue of Public Money & Management. The goal of the conference and special issues is to advance the knowledge on a world-wide phenomenon to all public organisations’ stakeholders (academic researchers, practitioners, state and local government organizations, international organisations - such as EC, IMF, WB and OECD - and rating agencies, media and the public, among others) due to its significant implications on the political, social, and economics state of affairs.

The literature on general interest networks has considerably grown in the past decade and a half, although practitioners have sprinted ahead of academic research. The paper contributes to this stream of research with the aim of improving our understanding on how a network is created, how it functions and develops over time, what exogenous and endogenous factors influence its performances.

This paper presents a case study that proved useful in answering these research questions. A general description of the network, its organizational structure, governing and leadership mechanisms and performances achieved is provided. The research continues with two papers, to be presented at the IRSPM annual conference in April 2011, in which theoretical and operational implications will be drawn. The first one focuses on the most relevant performance dimensions and the way which these are influenced by exogenous and endogenous factors. The research findings are synthesised in an interpretative multidimensional model of network performance, which is innovative as compared to the existing theory on network performance in several regards and has relevant implications for future research. The second analyzes the very interesting combination of the organizational structure and leadership style of the network.

The case study – a network active in the fight of malaria in the northern Ethiopian region of Tigray – is particularly appropriate for the research aims as there is high complexity of both the problem it tackles – malaria in a developing country – and of the characteristics of the network established to deal with it. The network includes a highly diversified pool of actors (public, private and nonprofit, operating globally and locally, located in Europe and Africa).

In five years activity, this network achieved exceptional results, contributing to save lives and improve the health of hundreds of thousands of people. With a limited investment of less than US$570.000, the network served 130.000 people in their villages in north Ethiopia, leading a 40% reduction in malaria deaths in the intervention district compared with the control district, with malaria case load for health facilities reduced of one fourth and the innovative diagnostic tool saving US$1,41 per patient examined (WHO, 2009).

The research covers a five-years timeframe during which the partners – Novartis Italia, the Italian Ministry of Health, the World Health Organization, the Tigray Health Bureau, the San Gallicano Dermatological Institute and the Italian Hospital of Makallè – worked together in two areas: the network management activities, which are the focus of this paper, and the in-field clinical and project management activities. It is worth noting that the performance of the network, analysed in-depth, is the result of the commitment and enthusiasm of the partners in both areas as well as of the continuous coordination between these two.

In the past two decades of public administration reform, the “governance” term has gained ground both in the academic debate and in the political and managerial rhetoric, often at the expense of the “government” term or as a fightback from New Public Management ideas.
The key of success arises from its conceptual vagueness and interpretative flexibility. However, these assets may well be its Achilles’ heel, since a growing use of the term is perceived to go hand-to-hand with a loss of conceptual accuracy. A theoretical reference is often missed which, beyond the conceptual clarification, provides a context for the development of methodological approaches for governance research.
This research addresses the above mentioned call for a shared definition of public governance, and its building blocks, able for the term to become a reference point in the theory and practice of public administration. It recognizes the existence of linguistic barriers exacerbated by different cultural and scientific paths, which have developed around the governance term. These have complicated the consolidation of common methodological approaches in governance research. Nonetheless, the hypothesis adopted in this paper is that common ground as well as main differences, which exist between different geographical research clusters, allow assembling a public governance model. The aim is to make a theoretical contribution, extending public governance theory, and to explore operational implications.
The first step of the research involved an exploratory review of the international literature aimed at highlighting the different aspects of public governance covered, in terms of empirical or theoretical research and in terms of disciplines involved. The synoptic literature review followed covering both substantive and methodological material. The paper includes both a descriptive and an evaluative part of the review.
Different public governance research clusters have been compared: Anglo-Saxon, Dutch, German, Scandinavian and Italian literature. Important differences, either with reference to the contents or related to the research approaches in use, are found to exist between and within these clusters. Nonetheless, some common elements are included in the “public governance” concept. The findings have important implications, both operational and for future research.

This article provides an overview of corruption and state capture in Albanian public administration and describes the solutions adopted to fight corruption by the government since 1998. Conflict of interest is a new aspect of concern in the policy agendas. OECD countries have recently adopted guidelines for managing the phenomenon, which will be then transferred to eastern European countries. Corruption is rarely treated as a management problem, in part because for obvious reasons as data are scarce and in part because the literature is thin and tentative, with few theoretical frameworks. Also rare is analysis of how corruption has been or might be reduced. The state of research on corruption is such that there is little inductive theory or statistical evidence about the kinds of policies that work under particular conditions.

This article investigates the contribution of public administration (PA) reforms to sustainable development, with particular reference to countries in transition. The case study of Albania is analysed with a specific focus on the scope, contents and sequence of reforms as well as on the role of international institutions. The link between PA and development, an important area of academic research and of acknowledged importance in developing countries’ experience, has not achieved an equal attention in transition countries until the middle 1990s. The Albanian transition confirms the imperative of this relationship and clearly demonstrates how development achieved without paying attention to public administration and management can be easily reversible and hardly sustainable. Open issues include building consensus on a general prioritisation of PA reform agendas in transition countries and identifying more effective approaches for evaluating reform projects. Further enquiry on the first point can help avoid incoherent reform initiatives, also exacerbated by the multitude of donors financing reforms in these countries, while a better evaluation could address the declining flows of foreign aid and benefit from an increasing results-oriented approach, in recipient countries, as well as in international institutions.

Governance has attracted to a large extent the attention of international institutions gathering either developing or industrialised countries. Definitions of the term in these fora seem rather wide and generic (often represented by several principles), the aim being that of finding an appropriate and shared definition for all member countries with quite differing administrative cultures and traditions. For this reason, the efforts of operationalising the concept and subsequently measuring it entail much more interest for researchers. The article analyses the case study of the Global Fund to fight AIDS, tuberculosis and malaria, which is characterized by two peculiar features already observed in recent public management reforms: use of public-private partnerships and performance-oriented budgeting and management. The aim is to overcome the limitations of the traditional top-down intervention of international institutions. The two mechanisms allow, on the one hand, the definition of shared objectives and interventions, on the other hand, more efficient fund-raising, thanks to the measurement and communication of results and the link between results and budgeting. These two approaches are not risk-free as it is pointed out by the literature analyzed in the first part of the article. The second part of the article analyses the choices of Global Fund in comparison to the theoretical framework developed by the literature, which highlights strengths, weaknesses and key success factors of these approaches.

The article deals with the role of the public administration inside the networks with which public governance is often identified. Two different positions can be found in the literature. The first considers strategic steering and coordination of networks as a function that can be endorsed by every actor inside it. According to the second point of view, only public administration has the legitimacy necessary to steer and coordinate networks. The empirical analysis of two case studies, the health networks in the Swiss Canton of Vaud and in the Italian Region of Marche highlights that the two positions have important common points as well as the main preconditions and means of strategic steering.

The aspects related to the management and governance of PPPs remain a gap in the current literature. Both a management deficit and an evaluation deficit have been underlined. To date, there has been much written in terms of technical guidance on PPPs, but this has largely been at a conceptual level to sell the idea prospectively, rather than at an analytical and using past empirical level to learn.
This MECOSAN special issue builds on the state-of-art of the literature and practice of PPPs. It offers a platform to explore the topic, share ideas, raise questions and identify some priority areas needing attention as part of a renewed research agenda for the future. Our ambition with this themed issue, therefore, is to contribute to a more clear understanding of PPPs in academic research. At the heart of such purpose there is a research approach that closely reflects the actual practice. This, we believe, the authors of the articles in this issue have amply accomplished.

Public administration (PA) teaching is one of the key elements that enable the successful development of the human side of PA and represents an important channel through which universities contribute to everyday public sector practice and reforms. Nonetheless, decisions made about educational provision are based predominantly on common sense rather than robust evidence. The paper aims at reviewing the “state of play” of PA doctoral education in Italy and at investigating the distinctive characteristics of the different disciplinary approaches. The main source of empirical evidence are interviews to the coordinators of PhD programs conducted from January to March 2010, with the aim of highlighting specificities, strengths and weaknesses of each approach in the light of the challenges faced by PA.

A two-way relation links austerity to strategy, although the two literatures have not influenced each other much. On one hand, global economic and financial crises are expected to influence strategic planning practices of public managers struggling to ensure that while their organizations shrink they remain functional and effective. On the other, the type of strategic planning adopted is expected to influence the effectiveness of the crisis management strategy. Both links have been explored; however, theoretical research is not in agreement, while empirical research has focused on budget behaviours and has so far produced inconclusive results. We pose the following research questions: What are the effects of austerity on strategic planning practices? Does the type of strategic planning matter for crisis management? We analyse strategic behaviours of the largest fifteen Italian cities during the crisis and their effects. Decision-making behaviour is grouped under five different models: formal strategic planning, logical incrementalism, a combination of formal strategic planning and logical incrementalism (blended approach), disjointed incrementalism and inertia.

The public sector performance movement has intensified during the past three decades, increasing formalized planning, control and reporting across all OECD countries. Notwithstanding the extant literature on performance management, empirical evidence on how and why performance information is used in day-to-day practice is still rare. Such research is relevant not only to advance theory but also to inform decision makers in designing the conditions that effectively contribute to performance and accountability improvements. We aim to contribute to a better understanding of the effects and determinants of use by considering the characteristics of performance management systems, the characteristics of users and context features. We selected two central government case studies from Italy, a country that has adopted several reforms on performance management since the early 1990s. In order to gain insights from both supply and demand side, for each ministry we interviewed people responsible for the design and functioning of the performance management system and top managers that are supposed to use performance information when taking decisions. Results show the prevalence of passive rather than purposeful use. Motivations and obstacles to the use of performance information are identified, drawing relevant practical and policy implications.

These can be very helpful in generating sustainable funds through cost recovery. In the recent past, through an active collaboration between the Punjab Irrigation Department (PID) / Punjab Irrigation and Drainage Authority (PIDA) and the International Water Management Institute (IWMI), and active participation of the end-users of the Hakra 4-R Distributary, a successful demonstration has been made in the Southern Punjab, Pakistan. Based on the initial field data collection and analysis (by International Water Management Institute – IWMI), a number of management interventions were introduced through active collaboration and participation of the multi-stakeholders in the Hakra 4-R Distributary.
