However, the level of success varies from one country to the other due to economic, political and cultural variations. This study examines PPP in housing in Bauchi State in Nigeria using Unity Housing Estate as a case study with the view to examine its performance and to suggest possible measures for improving the effectiveness of the concept. Methods of data collection used were semi-structured interviews and direct observation. Interviews responses were tape-recorded in addition to note taking which were subsequently transcribed and validated. The model of PPP used in the area was the Design-Build-Finance arrangement in which the private party takes the responsibilities for the design, finance and construction of the housing units. The research analyses how the notion of enabling has been deployed and why it has failed to provide solutions to formal housing problems in Nigeria and other developing economies. This study takes the form of a three-step analysis; it follows the sequence of the policyimplementations. Firstly, it examined the notion of enabling in respect to the debt crisis that occurred during the 1980s and the measures taken (SAPs) by the IMF to aid Nigeria's recovery. This aspect was scrutinised and findings agreed with previous research in showing that the conditionality imposed by the IMF further crippled the economy of Nigeria thereby interfering with social services systems. In the Federal Republic of Nigeria, national housing and urban development policy decisions are m... more In the Federal Republic of Nigeria, national housing and urban development policy decisions are most often made by the federal government authorities for onward transmission to the state and local government authorities for action. In the city of Jos, this approach is evidently not working and this is aggravating housing and urban problems. It is within the context of this problem that this paper examines the responsiveness to housing and urban development policy decisions in the city of Jos. The study employs qualitative methods for the purpose of an in-depth investigation. Interviews were conducted with seven officers from the agencies responsible for the implementation of housing and urban development policies. This was combined with documentary evidence for the analysis. The findings suggest that where the federal government seems to push for policy uniformity at the state and local government levels—so that national strategies will be implemented across all three tiers of government—the autonomy of federalism pushes activity divergence in Jos, the response to national decisions was found to be lower among local government councils than at the state and federal agency levels, and the awareness of policy decisions was likewise lower among the local government councils. The study concludes that responsiveness to national policy decision is weaker in a federalised state, and it is difficult to attain a uniform operational strategy for housing and urban development in such a state. Recommendations are proffered on the basis of the study’s findings.

Financial contributions of members with Cooperatives, design and cost of three and four bedroom bungalows formed the premise of analysis. Data analysis involved drawing up cumulative savings of individuals with Cooperatives over time, determining their loan entitlement and relating it to cost of houses. Frequency distribution, tabulation technique, percentage analysis and bar charts were used for the analysis. The conditions for accessing credit from the National Housing Trust Fund (NHTF) which is in custody of the Federal Mortgage Bank of Nigeria (FMBN) and private financial institutions are examined. The average monthly incomes of public sector workers was established from two different salary structures which are currently applicable to workers in State and Federal Government establishments. Cost of four different housing units are established and presented. Data analysis involved relating the average incomes of workers against NHTF credit affordability criteria in relation to cost of housing. A targeted number of houses are guaranteed for a given locality and period, if the assumption on the number of potential house owners is positive. The paper gives precise guide on the application of mortgage finance, by showing paying capability of each potential borrower. Research from developed countries have quite demonstrated the real estate investment potentials o... more Research from developed countries have quite demonstrated the real estate investment potentials of downtowns, the driving factors, and the impact of such investment on the downtown area. Similar evidence from Nigerian cities is currently lacking in literature, and it is this gap that motivated the research. The inquiry was based on secondary source information which was combined with data obtained from surveys and interviews. In pursuance of research objective one which examined the nature of commercial real investment in the downtown of Jos, the analysis reveals that investors were exploring opportunities in adaptive reuse of buildings to economically viable options and redeveloping obsolete and unattractive buildings into new ones. The second objective scrutinises the drivers of commercial real estate investment. The drivers identified include land recycling and permissive local development control regulations. Coupled with these are the demand for residential, retail spaces, warehouses and offices, which were found to be high and with attractive rents. The last objective investigates the impact of commercial real estate investment on the downtown area, and the results suggest that the practice of mix-use development was a source of transformation. And, a further analysis reveals a gradual shift from the single storey buildings which once permeated the landscape of downtown Jos to multi-storey buildings. Though the heights of buildings, by international standards, do not qualify for tall buildings, they produce a new skyline in the downtown area.

The subsidised mortgages are limited in supply and the mechanism lacks efficiency and distributional equity. These issues are empirically examined in Jos. A survey was conducted among workers in 24 randomly selected organisations. A total of 543 questionnaires were administered and 410 were retrieved. Analysis employing Pearson's chi square indicates a low-level of participation and a lack of awareness about the NHF scheme. There are negative feelings about the arrangement, and for the entire sample, gender and employment characteristics were found to have statistically significant relationships with participation in the NHF scheme.
