Rituals of territorial belonging as established practices of inclusion improve dynam- ics of belo... more Rituals of territorial belonging as established practices of inclusion improve dynam- ics of belonging and coexistence. They are particularly significant in the city where people need rituals to trust each other. But what happens when rituals disappear? The Covid-19 pandemic is an experiment on a societal level on the role of rituals. We will analyze three canceled or strongly modified traditional events in Geneva, Zurich, and Turin. We conclude that these cancellations of rituals in urban public spaces generated a lack of territorial belonging and produced mistrust and anger, but at the same time pushed people to develop new dynamics to fill this void. Frustra- tion over the cancellation was transformed into agency. This sense of emptiness was filled through the multiplication of personal and social rituals, through the rediscov- ery of the city’s territory alone or with their groups of affiliation, and through new digital rituals linked to the urban ritual.

Supporting festivities in the urban realm are possibilities cities have to reduce risks of exclus... more Supporting festivities in the urban realm are possibilities cities have to reduce risks of exclusion and to stabilise narratives of belonging while reducing uncertainty. They are convivial forms creating territorial belonging and inclusion, beyond differences. The paper focuses on urban rituals of inclusion in Montréal, Genève and Turin as practices that foster inclusion and belonging to the city, coping with turnover of inhabitants and the change of urban spaces. In our post-migratory and mobile societies, where uncertainty bears both risks and challenges, rituals fostering a common ground, a sensus communis, as they require participation, but not necessarily a formalised affiliation.

Our policy-relevant findings indicate that in post-migration societies, rituals are crucial in fostering belonging, especially when they are based on an open narrative, organized by or with civil-society organizations and based on elements that permit the emotional involvement of the participants. We confront this emic perspective with an etic one, using variables derived from our investigation of public policies and rituals to analyse our obser- vations and public representations of the events

Think tanks are becoming ever more relevant policy actors in much of the world, even if their organisational diversity renders their contours difficult to define. Originally circumscribed to the Anglo-American sphere, think tanks are now ubiquitous in places as far between as Brussels, Beijing, Nairobi and Santiago. In the process, they have become significant actors in informing and framing public policy debates, as well as being part of elite networks inside a polity. As a consequence, many sociologists and political scientists argue that think tanks can help the legitimation of particular policy agendas – sometimes aligned with their funders – thus helping to blur the distinction between interests and knowledge.
Hence, over the past decades, policy institutes have become significant agents to research, as their murky character – hovering over the edges of academia, the media, economic interests and politics – allows them to use a diverse array of credentials, styles of public performance, intellectual tools and strategies in their efforts to attain political relevance. Moreover, their effectiveness – even for those seen as little more than lobbies – depends on seeming credible and respectable across audiences. This makes these organisations sociologically fascinating, as they make manifest the complex connection between political and economic institutions and the intellectual sphere.
We accept submissions that confront these issues and the tensions underpinning think tanks from both theoretical and empirical standpoints, exploring their role in modern political systems and, more broadly, the part played by professional expertise and advocacy organisations in modern policymaking.

voir de transformation qui font de la créativité un irremplaçable hub d’innovation pour les villes qu’on retrouve au fil des contributions de ce volume. Ainsi considérée, la créativité qui vient « d’en bas », qui est quotidienne et partici- pative devient un élément novateur et transfor- mateur dans des contextes traditionnellement tenus d’exclusive pertinence des politiques publiques. Il faut la soutenir, sans peur, même si son pouvoir est révolutionnaire.
La question migratoire est par essence complexe, multiforme, faisant intervenir des logiques économiques, démographiques, des jeux de pouvoir et des détermi- nants psychologiques... On peut la qualifier, pour reprendre la terminologie de Marcel Mauss, de « fait social total ». Le Centre de compétences Dusan Sidjanski en études européennes a choisi d’unir ses forces à l’Institut de recherches socio- logiques de l’Université de Genève pour l’aborder sous un angle particulier, celui de l’accueil : l’accueil des personnes arrivées en Europe par les moyens les plus divers, ayant des documents en règle ou dépourvues de papiers, autant de situa- tions délicates qui réclament un traitement approprié. Il nous a semblé que les États-nations, leurs frontières, leurs administrations, leurs procédures, n’étaient pas l’échelon le plus apte à dégager des solutions adaptées et pertinentes. En revanche, les villes d’accueil des migrants, en relation avec l’Union européenne, nous sont apparues comme des laboratoires déjà riches d’expériences utiles sur lesquelles il importait de se pencher. Tel est donc l’angle d’approche qui a été le nôtre. L’introduction et la conclusion de ce livre le détaille mieux que nous ne pourrions le faire dans ce court avant-propos.
Ayant reçu un soutien de la Fondation Latsis à qui vont tous nos remerciements, nous avons procédé en deux temps : d’abord l’organisation d’une grande Confé- rence publique sur le thème des villes et des migrations à l’Université de Genève le 20 mai 2022 avec des témoignages du Maire d’Athènes, Kostas Bakoyannis, du Commissaire européen aux migrations, Margaritis Schinas, et du Ministre can- tonal genevois en charge de la cohésion sociale, Thierry Apothéloz ; puis d’un colloque académique qui s’est tenu lui aussi à l’Université de Genève le 22 juin 2022.
On trouvera dans ce livre les communications qui ont été présentées lors de ces deux événements qui ont été organisés par Alexandra Iremciuc, Patricia van Gene-Saillet et Julia Accardo à qui nous souhaitons exprimer toute notre grati- tude.

The initiative of Canadian engineer Michael Kebbee (quickly followed by others similar) starting from a strictly personal context - his own illness - opened up a space focused on two aspects which later proved to be fundamental: on the one hand, the possibility for all concerned to express the emotions related to death according to their own personal experiences and needs, thanks to a relatively simple and accessible technology; on the other hand, through this same technology, the possibility to communicate and share their own grief and mourning with a community of people in the same condition. Much has changed since then. First of all, digital technology. If we were to retrace a brief history of digital death, we would include in this expression the different forms in which attention to death could manifest itself through digital technology ...

Durant le semestre de printemps 2022, les participant-es de la clinique d’analyse sociale ont réalisé une étude de contexte dans l’agglomération genevoise qui n’échappe pas à cet urbanisme masculinisant et excluant. Cette étude se base sur douze entretiens auprès de personnes expertes et dix entretiens auprès de personnes usagères de l’espace urbain. Les recommandations furent ensuite testées auprès de sept personnes observatrices spécialisées, issues des milieux des études genre, de l’urbanisme, de l’administration et des politiques publiques.
À travers un travail collaboratif autour des avis récoltés mais aussi de l’analyse documentaire, de visites d’expositions, de réflexions et discussions, le groupe a développé une liste de treize recommandations qui visent à favoriser l’inclusion et le respect des modes de vie pluriels. Elles élargissent les actions déjà menées par les autorités de la Ville et du Canton en tenant compte d’autres facteurs de discriminations, pour une ville ouverte à toutes et tous.
