Smart cities, smart ports and smart factories sectors are intensively supported by R&D and Sustainable Development Policies defined by Europe (in particular in Spain) and China, in order to achieve to be “climate-neutral regions” by 2050 -economies with net-zero greenhouse gas emissions, according to the areas of interest defined in the Horizon Europe Programme (2021-2027), the R&D Programme defined by the European Commission in order to achieve the ambitious EU sustainable objectives by 2030 and which support the development of European cooperation projects in order to foster innovative solutions, technologies for next generation of cities, ports and industry. Through this document we analyze the current European policies in that fields, and we compare our objectives with the Chinese strategy for smart cities, factories and ports.
As a result we include a capability map for smart cities, factories and ports, after the analysis of 17 companies of the cluster of energy in the Valencia Region.
The role of European clusters as innovation ecosystems, and their implication in the successful international promotion of the membership companies is key, specially in the Chinese market (a political economy where the Government plays a central role in the economy). This situation explains that private Chinese companies and institutions feel more comfortable when a public association, such as European clusters, are involved in international programs with the objective of promoting business activities between our countries.
