Dabei geht es ihm nicht darum, eine moralische Bewertung von Gleichheit und Ungleichheit vorzunehmen, sondern nur darum, aufzuzeigen, dass der entscheidende Unterschied zwischen links und rechts dem Unterschied zwischen Egalitarismus und Nicht-Egalitaris-mus entspricht. Der Linken geht es, so Bobbio, immer um das Streben, die Ungleichen etwas gleicher zu machen, während die Rechte eher bereit ist, gewisse, als natürlich angenommene Un-gleichheiten zu akzeptieren (Bobbio 76−78). Dabei finden diese natürlichen Ungleichheiten ihre Entsprechung in der Idee der sozialen Ungleichheiten, sodass Bobbio als eine der aufsehen-erregendsten Errungenschaften der Linken im 20. Jahrhundert die Durchsetzung der sozialen Menschenrechte sieht. Die An-erkennung des Rechts auf Ausbildung, des Rechts auf Arbeit und des Rechts auf Gesundheit zielt darauf ab, die Ungleichheit zwischen denen, die haben, und denen, die nicht haben, zu verringern oder eine immer größer wer-dende Zahl von Individuen in die Lage zu versetzen, weniger ungleich in Bezug auf solche Individuen zu sein, die durch Geburt und gesellschaftlichen Rang eine glücklichere Aus-gangsbasis haben. Das Regime des Generals Pinochet in Chile gilt noch heute als Sinnbild für die grausamen Militärdiktaturen in Lateinamerika. Durch die zahlreichen Menschenrechtsverletzungen hat der Diktator der chilenischen Demokratie ein schwieriges Erbe hinterlassen. Die chilenische Vergangenheitspolitik sorgte aufgrund der beispielhaften Wahrheitskommissionen und der Verhaftung Pinochets in London international für großes Aufsehen. Aus der detaillierten Analyse der chilenischen Entwicklung lassen sich auch Lektionen für die europäische Diskussion um Vergangenheitspolitik und Diktaturüberwindung gewinnen.
Stephan Ruderer analysiert aus zeithistorischer Perspektive den Umgang mit der Vergangenheit im demokratischen Chile und liefert eine detaillierte Interpretation der chilenischen Vergangenheitspolitik und ihrer Wechselwirkungen mit dem Demokratisierungsprozess. Gegenstand der Untersuchung sind dabei alle relevanten Maßnahmen auf den Gebieten der Wahrheitsfindung, der transitional justice, der Entschädigungsleistungen, der symbolischen Maßnahmen und des öffentlichen Diskurses.
This article compares the politics of memory and the past in Chile after the Pinochet dictatorship with Federal Germany after the II Word War. After a brief review of the most important measures taken by the governments in both countries to deal with the traumatic past, we underline some elements which were determining for the outcome and perception of the politics of memory and the past in both countries. Factors such as the years passing after the dictatorship, the international context, the conditions of the transitions processes and the public discourse seems be very important to have in mind before pronouncing a judgement about the politics of memory and the past.

la Acción Católica (AC) en 1931 en Chile y Argentina. En
ambos países se fundó la AC con metas e ideas parecidas,
sin embargo, la historiografía llega a un juicio distinto sobre
el rol jugado por esta organización en la década de los ’30,
una época de gran importancia para la historia de la Iglesia
en ambos países. Por esta razón, se analizarán los discursos
católicos sobre la AC con el fin de no solamente ampliar la
visión y el entendimiento sobre la organización, sino también
indagar en los posibles espacios discursivos que se hayan
creado durante su fundación. Pretendemos mostrar que los
discursos católicos que secundaron la fundación de la AC
contuvieron, a pesar de muchas similitudes, ciertos matices
y diferencias, que se volvieron importantes para el futuro
desarrollo de ambas Iglesias. Estos discursos abrieron
distintos “horizontes de expectativas” que pueden explicar,
en parte y no como único factor, ciertas actitudes y tendencias
diferentes de dos Iglesias vecinas y, en mucho, muy parecidas.
Para el análisis nos basamos en fuentes escritas como La
Revista Católica y el Boletín de la Acción Católica para Chile,
y la Revista Eclesiástica del Arzobispado de Buenos Aires, El
Boletín Oficial de la Acción Católica, el Anuario Católico y el
Boletín del Asesor de la Acción Católica para Argentina.
Thus, our research intends to provide an explanation for both the different expressions of progressive Catholicism, which developed in the two countries in the 1960s and 1970s, as well as the different majority reactions on the part of the Catholic Church during the last military dictatorships in Chile and Argentina. We do not seek to impose a single explanation with this idea, but rather to highlight certain aspects of Catholicism in Argentina and Chile that help to explain the Church's attitude to politics in both countries and which can be seen more clearly in a comparative analysis. In line with Reinhart Koselleck, we argue that the debates on Maritain opened different "expectation horizons" that outlined the possibilities of thinking the political expressions of conservative and progressive Catholicisms in both countries. As medium-term structural factors, these "expectation horizons" help to understand the Catholic Church's reactions to the last military dictatorships in Chile and Argentina.

Actually, the historiography has overcome this point of view. Various important historical works has shown that the so called caudillos were not at all arbitrarily decision-takers, but had to negotiate their influence and had a real interest in institution building and rules setting for the young republics.
Following the actual historical debates, the proposed paper will focus on two of the most influential province governors of the 1820s and 1830s in the Rio de la Plata, Estanislao López of Santa Fe (1818-1838) and Juan Manuel de Rosas of Buenos Aires (1829-1832,1835-1852). The analyse will concentrate on a main element of dictatorship rule, which is the decision taking process, normally conceived as tyrannical, violent and arbitrarily and taken by a single person, the dictator. The paper will try to shed light on a much less discussed aspect of this narrative, i.e. the auto-narratives of the provincial governors themselves. It will show how López and Rosas and their apologists described the way they took decisions and discuss the discourse of legitimization they constructed.
In doing so, the paper will show, at the one hand, that the provincial governors were much more concerned about formal rules than normally supposed and, at the other hand, that they, even in their defense against the accusations of being a tyrannical dictator, created the image of an absolute ruler, conceived as a genius or a good father in the bosom of the family. This image, even though intended to be positive, never the less contributed, so the main thesis of the paper, to the long-lasting reputation of argentine caudillos as dictators. At the Rio de la Plata region in the post-independence era both sides of the roman paradigm of dictatorship were to be found, but a new look at the caudillos’ discourse, with the decision taking process at its center, can give new insights to their way of ruling and to the reasons why the concept of dictatorships was used to describe them for such a long time.
sobre corrupción en la época de la construcción del Estado en Argentina y Uruguay.
Teniendo en cuenta el rol central que juega la acusación de corrupción en los
debates políticos actuales, se analizará la época de ca. 1860-1920 bajo el prisma de
una historia de la corrupción, para, de esta manera, determinar ciclos históricos de la
corrupción y el impacto de la comunicación sobre corrupción. De tal manera, el
proyecto permite interpretar el surgimiento de nuevos temas, demandas y actores
políticos relacionándolos con la discusión pública sobre corrupción. Además se
puede analizar la transformación en la percepción de prácticas y actores como
corruptos, y así, llegar a conclusiones sobre los valores políticos y sociales que
regían las sociedades argentinas y uruguayas. Además, el análisis de los debates
sobre corrupción también arroja resultados acerca de la relacion entre corrupción y
las formas de Estado (democracia, dictadura) y sobre los procesos de formación de
instituciones y leyes en reacción a escándalos de corrupción.
Fundamento del análisis tiene que ser una concepción anti-esencialista de
corrupción, lo que significa, tratar de entender “corrupción” en su contexto histórico y
no proyectar los criterios morales actuales a la interpretación de fenómenos
históricos.
