In this paper, we question whether there is a catch-up effect or announcement effecting Foreign Direct Investment (FDI) from the European Union (EU) to the ten EU accession countries. We study FDI outflows for Romania, a small economy with few historical ties to Eastern Europe, and compare FDI in the transition countries in Central and Eastern Europe to FDI in other regions - most notably to transition countries in Central Asia. In our analysis we try to impose as little structure as possible on the data and allow for heterogeneity within the different regions. In an effort to improve on past studies in the same area, we use a very broad sample of countries; we present country-specific results. We will try to show that economic fundamentals explain differences in inward investment in the region. FDI and trade are mostly complementary and there is no evidence that there is crowding out between regions

Increasing the efficiency of structural funds and the rate of absorption is one of the opportunity that Romanian economy has to maximize. The article presents a general analysis on the absorption of Regional Operational Program for the financial programming period 2007-2013. This evolution is being regarded in the context of improving the efficiency of the Regional Operational Program for the present financial programming period 2014-2020, in order to use the experience accumulated and to increase the absorption rate.

Entrepreneurial orientation is becoming one of the objectives of the future development strategy for the European Union. This alternative is very important for young people especially considering the high unemployment rates of the present situation for majority of the countries. We have to consider also the population that has no alternative and sees entrepreneurship as a possibility of assuring their incomes and also as an opportunity to support the community to which they belong. In this article we try to present general characteristics of the entrepreneurs that are acting in Romania, their motivations and a general overview upon the entrepreneurs’ weight in the occupied population considered on economy’s sectors. In the second part of the article we try to present three models of entrepreneurs in different areas of activity and with different approach to the entrepreneurship characteristics.

In the educational process, effective communication is very important and but difficult to measure. The research team tried to analyse the communication process at the level of young groups of students, highlighting issues related to communication between students and communication between students and professors. This analysis was combined with the implementation of a special educational method for economic specializations, i.e. simulation of the economic activity in a company. Effective communication in the educational process depends heavily on the professor and on the method used, but the importance of communication at the group level and of encouragement for interaction between students related to their future activity also need to be considered.

The new dimensions of control in monitoring and implementing projects funded by European funds are to provide the appropriate framework and the necessary information to assess the impact of the technical assistance activity on increasing the efficiency of the European funds management and control system. The ultimate goal is to attract and use European funds in order to achieve significant results, especially for activities generating high added value. Control activity appears to be an appropriately used leverage to help attract and absorb Structural and Investment European Funds in order to generate and sustain economic growth and promote social cohesion. Control is at the same time an important mechanism to protect the financial interests of the European Union and is the tool for preventing, detecting and recovering irregularities and frauds in projects funded by European funds.

This study aims to highlight the results achieved through the implementation of
projects financed by the European Social Fund through the Operational Program for Human
Resources Development 2007-2013 at regional level. It was considered Center Region for the
presentation and analysis of data from the point of view of absorption and especially from the point
of view of the results obtained by analyzing outcome indicators reported by the recipients for 2007-
2012. Although the degree of absorption is relatively low, it was found that a large proportion of
people who participated in the project activities have gained superior skills to those achieved
before insertion into the labor market. Such results are not always immediately measurable, but
certainly have led to the increase of the flexibility and generated a labor market mobile in the
analyzed region.
