    La crise de la représentation politique engendre une légitimité toujours plus chancelante de l’Union ainsi qu’une délégitimation forte des décisions des sommets du G8. Mais cela semble paradoxalement renforcer la détermination des divers gouvernants à imposer leurs vues sur la sécurité et l’ordre mondial. C’est sur ce paradoxe que l’accent a été mis dans ces deux numéros comportant des analyses juridiques, politistes ainsi que des points de vue d’acteurs. We are, from Tampere to Sevilla, witnessing a spiral crisis of political representation which development has been marked by the hopes of NGOs at Tampere and the disillusions of Laeken and Sevilla, not to mention the anger of the aftermath of Genoa.     In contrast to many studies that link the weakening of human rights to the post-September 11 th counter-terrorism policies, this paper seeks to attribute it to the gradual disappearance of the person as subject of rights in contemporary legal systems. It argues that this vanishing legal personhood is not the side-effect, but the natural outcome of the prevalence of the risk-focused mindset in both the crime control and the human rights realm since the late 1970s. To present this argument, it describes briefly the key features of the risk-focused mindset in order to show how they jeopardise or even negate personhood, and how they correlate with certain deep changes in the legal frame of the protection of human rights in a democracy. This work was prepared as part of the EU-Canada project-The Changing Landscape of Justice and Home Affairs Cooperation in the European Union and EU-Canada Relationsfunded by the European Commission, Directorate-General for External Relations, Relations with the US and Canada. This project assesses the relations between the European Union (EU) and Canada in the area of Justice and Home Affairs (JHA). It aims at facilitating a better understanding of the concepts, nature, implications and future prospects related to the Europeanisation of JHA in the EU, as well as its role and dilemmas in the context of EU-Canada relations.

Certains attribuent aux etrangers, notamment aux Albanais, tout acte criminel dont les auteurs sont inconnus , et incitent les citoyens et les autorites a reagir en consequence. La reference a un âge d'or, situe avant l'immigration clandestine, provoque une mobilisation des defenseurs des immigres, dont le discours evoque un autre âge d'or; ou la societe grecque etait accueillante. Mais l'integration des immigres ne se fera ni en leur erigeant des obstacles, ni en refusant d'admettre l'existence de tels obstacles.
