The Watcher is a city-dweller from a micro-continuity of the Generation 1 continuity family.

The Watcher is the leader of the city-dwellers, essentially identical to the others save for his metal collar.

The Watcher is the city-dwellers' public face, making great pomp of his role observing humanity for millennia, and their goal of non-interference.

Fiction

Battle Beneath the Ice

Observing the outside world, The Watcher and the other city-dwellers hit upon a plan to study the ways of war so they could eventually conquer the planet. They shot down a plane and retrieved the survivors, whom The Watcher welcomed to the underground city and spun a story about the city-dwellers being peaceful. He gave them a demonstration of the city-dwellers' viewing technology, which he later informed Hot Rod extended to observation of the surface of Cybertron.

The Watcher discovered that Nyder, one of the survivors, shared his vision of a conquered world and was willing to cooperate in exchange for some measure of power. As there was a useful battle between the Aerialbots and Combaticons occurring right outside the city, The Watcher and the other city-dwellers began recording the combat data into their robot brains. Unfortunately the other survivors had gotten wind of the plan and substituted recordings of the Gus Gopher Show. His personality transformed into Gus Gopher, The Watcher tweaked Nyder's nose and told him to "zone out". Battle Beneath the Ice
