Information and communication technologies are known to be instrumental in the enhancement of healthcare management capabilities in developing countries. Turkey - a developing country - has undergone a major healthcare transformation marked by the redesign of primary care delivery and the implementation of a nation-wide Electronic Health Records (EHR) system. In this research, presenting Turkey's case, we investigate the consequences of EHR implementation in developing countries. We argue that to better understand the consequences, we need to link macro-level healthcare goals with micro-level system usage behaviors that actualize the macro-level goals or alternatively result in unintended negative health outcomes. We posit that this linkage is achieved through the meso-level structures, namely the EHR and the organizational context, in which it is embedded. Enabling teamwork and increasing individual and organizational productivity, e-mail is crucial for communication at the workplace. Revisiting the theory of reasoned action and technology acceptance model, this research presents a novel perspective on employee perceptions impacting post-adoption usage of e-mail. Using a Pew survey, the study analyzes the impact of perceptions on attitude and usage behavior, differentiated by individual characteristics, such as gender and education. The findings suggest that hypothesized perceptions are significantly associated with attitude and both perceptions and attitude vary by education and partially by gender. However, neither gender nor education impacts the usage of work-related e-mail.

A two-phased qualitative study was conducted to explore the facilitators of non-local (i.e. domestic or international) partnerships formed by small- and medium-sized firms (SME). Rooted in trust, proximity and dynamic capabilities lenses, the study focused on behaviors of SMEs performing in dynamic, competitive and highly interlinked industry, the information technology (IT) industry, in a service provision context. Along with the conceptualization of IT service partnerships, propositions were derived and a research framework was presented. At the first phase, exploratory interviews were conducted with 21 IT SMEs operating in Chicago. Information on demographics, partnership definitions, types and motivations, partnership portfolios and experiences was collected from senior managers via semi-structured interviews. We argue that to better understand a macro-level transformation, we need to look beneath the statistics and analyze the changes in micro-level care delivery practices through implementation of meso-level structures and systems; hence, we center our research on system use. Drawing on information systems, information and communication technologies for development, and health informatics literature, and adopting the affordances concept as the theoretical lens, our study sheds light on when and how system use enables or constrains family medicine practitioners’ care delivery practices. Our findings highlight the importance of goal alignment between the Ministry of Health, materialized through the meso-level system design, and the clinicians. When the goals are aligned, system usage behaviors and healthcare delivery routines converge and system affordances are actualized. On the contrary, goal misalignment leads to divergent system usage behaviors, and in some cases goal abandonment.
