The instability in the world (and OPEC) oil process results from many factors through a long time. The problems can be summarized as that the oil exports don’t constitute a large share of N.I. only, but it also makes up most of the saving of the oil states. The oil prices affect their market through the interaction of supply and demand forces of oil. The research hypothesis states that the movement of oil prices caused shocks, crises, and economic problems. These shocks happen due to changes in oil prices need to make a prediction within the framework of economic planning in a short run period in order to avoid shocks through using computer techniques by time series models.

Feedback is the most important element of evaluation in teaching process as it provides students with a statement of their learning and advice about improving the system. The existing system for teaching evaluation being used at most of the universities and institutions, relies on an inflexible paper system that uses outdated and labor intensive technology. This paper suggests a system to reduce the workloads and time consuming of staff members who must process forms and transcribe written comments before releasing the evaluations for faculty review and generating statistical reports for their progress, also, improve the quality of students’ feedback that play the important role to enhance the instructors’ performance. This study aims at studying performance evaluation system and its impact on the performance level of academic staff at School of Administration and Economics (SAE).

This paper aims to address the followed methods of traditional and electronic learning systems in the higher education institutes and universities, and to show the impact of the use of e-learning management systems in general, especially Google Classroom e-learning management system upon the traditional education in Iraq and the Kurdistan region to solve the problems and crises in the traditional education process. Total of (111) questionnaires was distributed randomly to the research sample of students of the College of Administrations and Economics - Sulaimani University. The researchers used several statistical methods like alpha-Cronbach to verify the accuracy of the responses of the research sample, and Frequency Distributions, Percentages, Arithmetic Mean and Standard Deviations to analyze the answers of the questionnaire sections using the statistical program (SPSS-V22). The researchers concluded that there is a positive impact of Google Classroom elearning management system upon improving the traditional educational process, and recommended to encourage faculty members in higher education institutions to use e-learning management systems to enhance the educational process in general.

Nowadays Information Technology (IT) has been engaged in all spheres of life. It plays an important role in developing and processing works in all types of organizations, especially in the teaching process in institutions and universities. The purpose of this paper is to present the impact of information technology in the process of learning progress and teaching improvement in the University of Sulaimani from both lecturers and students perspective view, also to determine the common key factors which teaching process relies upon the information technology framework. In this paper, the researchers created an online questionnaire survey and took a sample number of academic staff and students in different colleges and departments of the University of Sulaimani in 2017, which were 320 questionnaires. The paper shows that information technology has become a basic need not dispense within the teaching process in universities and institutions in this era, also emphasize that various level of understanding of Information Technology serves various learning and teaching process.
