In particular, financially strained local governments have been struggling to pay civil servants as well as state-owned and private contractors.” Clearly something concerning rose to Xi’s level in September to cause the leadership to hold an out of cycle Politburo meeting about the economy. A liquidity crisis at some local governments would not be a surprise, and the risks from such a crisis to political security and social stability would probably be something to which Xi would pay attention.
