Vișinel Costel C BALAN
(n. 1987), 2022-2023- Vicepresedinte al Autorității Nationale pentru Protecția Drepturilor Copilului și Adoptie, 2017 - 2020 expert în domeniul protecției drepturilor copilului la biroul parlamentar, circumscripția 42, la senatorul Vlad Alexandrescu.
Doctorand la Școala Națională de Științe Politice și Administrative din București, sub coordonarea prof. univ. dr. Vintilă Mihăilescu, cu proiectul tezei: Tranziția ieșirii din îngrijire a tinerilor ce sunt și au fost în grija statului în ultimii 10 ani. În perioada 2017 - 2018, consilier în domeniul adopțiilor la biroul parlamentar, circumscripția 29, la deputatul Iulian Bulai.
Din 2013 până în 2017, președintele organizației Vocea Copiilor Abandonați. În 2016 am fondat Consiliul Tinerilor Instituționalizați, cu peste 16 structuri teritoriale la nivel național.

În această carte veți descoperi cinci povești de viață ale unor persoane care au demonstrat că deși au crescut în case de copii, au reușit. Șansele care li se dau în mod normal celor care cresc în orfelinate sunt extrem de mici, însă tocmai de aceea e important să spunem mai departe că în ciuda serviciilor precare, ba chiar abuzive pe care le oferă statul și a stigmei pe care o duc mare parte din viață acești copii, există soluții.
