Global dialogues in a variety of fields have shown the tensions arising from the necessary contextual, post- and decolonial perspectives that question concepts hitherto maintained by the holders of epistemological power. These positions are often taken for granted and understood to be universally valid. Public theology is no exception to such tensions. The 18 years of the publication of this journal bear witness to this emerging and deepening level of contestation. While tension and conflict (not violence) are necessary and can be extremely fruitful, they do not rule out the potential global impact of contextual positions and actions; nor do they preclude productive resonance of concepts developed in contexts other than one’s own. Over the last decades, this inter-perspectival engagement has become a two- or, rather, multi-way process of giving and taking, in what some call a polylogue rather than a dialogue: there
are many agents together at the table (or equivalent ways of practising a communion of sharing). The IJPT seeks to continue fostering such global discourse and the inter- and transcontextual exchange as it receives contributions from an ever more diverse number of authors.

Lutheranism in Brazil was installed after the Imperial Constitution of independent Brazil admitted “acatholics” into the country, albeit with restrictions. These restrictions originated the first struggle for citizenship, focused on the rights of immigrants and their religious practice. After the world wars, the second struggle for citizenship implied ino longer assuming itself als “German church”, but as a Brazilian church, with all thel rights and duties arising therefrom. Following the Curitiba Manifesto (1970), in the midst of the military dictatorship, the Evangelical Church of the Lutheran Confession in Brazil (IECLB) – the largest, but not only presence of Lutheranism in Brazil, being the focus of this article – started to participate more and more in the public sphere, with manifestations and actions, especially in education and diakonia. Being both confessional and ecumenical, it seeks to live out these dimensions in the midst of religious pluralism and political polarization. The present article is based on bibliographical and documentary research, especially concerning the period from 1985-2002, with subsequent updates, and theological analyses.

What does the 'public' in 'public theology' stand for? Certainly, this is the kind of question anyone starting to enter the realm of public theological discussions, or even someone that for the first time hears of it, might make, and, of course, may try to answer. The second step would be to challenge the understanding of 'theology'. Both concepts receive relevant meanings from the articles that form part of the first issue of the International Journal of Public Theology 18th volume. And they remain relevant also for experienced theologians and activists. Thinking the public theologically is a task that requires contextual sensitivity, thick theoretical background, and global awareness. 2024 started bringing with it ongoing public issues and the expectations of public and theological answers. Amidst wars, elections, social upheavals, religious conflicts, and many other challenges, theologians are urged into action and reflection. Two movements become commonplace: trying to identify the theologies relevant to public life, and searching for theological responses to public issues. Thus, public theologians are not rarely engaged with at least one of the two, and, as is to be expected, the results are diverse, even controversial. Public theology, then, may help other areas of knowledge understanding the role religions play nowadays in various dimensions, and, still, it may instruct faith communities in respecting human rights and to be present in public matters not merely to their own benefit, considering that their voice may be heard, but it should not become mandatory or oppressive in a democratic setting.

he growing political influence of evangélico Christians in traditionally Catholic Brazil has caught the attention of social and political scientists as well as theologians. Among others, the reasons for two-thirds of the mainly Pentecostal and Neo-Pentecostal electorate voting for Jair Messias Bolsonaro include a moral agenda concerning human sexuality and the “traditional family,” namely the rejection of abortion under any circumstance and same-sex marriage. This conservative agenda is shared in other countries and churches and shows as “traditionalist” (Benjamin Teitelbaum), especially in Brazil, the USA under Trump, and Russia. At the same time, other, more social aspects of Christian diaconia in caring for the integrity of the body are left aside, although they are foreseen in those churches’ declarations of faith and ethical catechisms. The 2019–2022 government’s blatant failure to cope with the COVID-19 pandemic, the appalling rise of hunger, and the destruction of the Amazon rainforest should give rise to what I call an “evangélico sense of shame” as a consequence of the incompatibility of many of the faith convictions of that part of the electorate with Bolsonaro’s stances and actions, retrieving shame as an ethical category. To this end, I analyze biblical notions and theological reflections on shame, as well as publications of evangélico churches with a focus on the largest of its churches in Brazil, the Assemblies of God. Thus, I intend to reclaim an integral diaconia for evangélico churches.

The globalization and transformation of Christianity, the evolution of communication tools and the striving for formal theological education by groups that customarily shunned it as well as a generalized awareness for the contextuality of theological education are among the advances. Setbacks can be seen in the re-confessionalization of theological education in many parts of the world and the end of significant ecumenical initiatives as well as the continuous difficulty of guaranteeing sustainability both to models of Theological Education and to the institutions that offer them. Mindful of these trends, the present lecture seeks to provide a panoramic analysis of Theological Education in the context of an ever-growing diversity of Christianity and offer reflections and proposals on what is needed for a sustainable ecumenical and contextual Theological Education today.

The growing political influence of evangélico Christians in traditionally Catholic Brazil has caught the attention of social and political scientists as well as theologians. What are the reasons for two thirds of the mainly Pentecostal and Neo-Pentecostal electorate voting for Jair Messias Bolsonaro, the representative of an extreme right? This article explores traditional positions aligned with Bolsonaro’s morality, but also those that are contrary. The government’s blatant failure to cope with the COVID-19 pandemic has given, and indeed should give, rise to what the author calls an “evangélico
sense of shame” as a consequence of the incompatibility of many of that part of the
electorate that explicitly identified its faith convictions with Bolsonaro’s stances and actions. At the extreme end of an uncritical adherence is idolatry, visible, in the president being anointed by Edir Macedo, the supreme bishop of the Universal Church of God’s Kingdom. A genuinely theological dialogue and criticism is needed that would evaluate not only cognitive, but also affective and spiritual arguments and aspects.

Religious incidence in Brazilian public space is a widespread fact that has been gaining new visibility in pandemic times. Responsibility in liminal situations represents specific theological hermeneutics, as well as what matters for the respective religious agents. Thus, based on a bibliographical review connected to an analysis of websites, this article aims to reflect on the current Brazilian context, the challenges to doing theology in Brazil today and points to some possible responses. “Pandemic religion”, as we call it, is the synthesis of theologies and religious practices that legitimise irresponsible approaches to life, vulnerabilising the other instead of assuming care-based ethics. Firstly, we briefly describe current theological trends, followed by an analysis of the Brazilian scenario by way of three representative scenes of public religious incidence that reflect a lack of responsibility in view of the pandemic challenges caused by COVID-19. Subsequently, we look back into history for alternative responses to public health crises that required theological positioning. In a Brazilian perspective of a public theology, we finally reflect on a responsible ethics that may help respond to the current challenges, particularly for pandemic religion.

A contribution for the VII Congress of the Brazilian Association for Postgraduate Studies and Research in Theology and Religious Studies, held at the Pontifical Catholic University of Rio de Janeiro in 2019. The chapter argues that the rapprochement of Theology and Ecology is not only thematic, but it also requires a epistemological rethinking of Theology in which the cultural reference is not longer only the human being. "Common Home" is an expression used both by the UN's Sustainable Development Goals and by Pope Francis' Encyclical Laudato Sí. It also denotes an epistemological attitude that demands a counter-hegemonic, intercultural public theological hermeneutic with a potential for co-operation and solidarity as well as an ecology of daily life. Two lines of thought are especially explored: Michel de Certeau's reflections on daily life, and Vítor Westhelle's "latitudinal eschatology" that takes into account both time and space.

shows that interpersonal trust is very low in Latin America. More precisely, trust is extended only to the families to which the people belong, and not to unknown others, which would be, on the other hand, an important presupposition for a truly democratic political culture. Trust is seen as a bet, connected to a greater ethics and characterized as a gift. The hermeneutics of trust aims at comprehending the conviviality of other people based on trust, which is made clear in two examples: ecumenical fellowship and the society.

Abstract In the context of commemorating the 500 years of the Protestant Reformation, the question arises whether it would not be generous, ecumenical and, given the progress of historical and theological knowledge, adequate to rehabilitate, ecclesiastically, the reformer Martin Luther by revoking the excommunication proffered, in 1521, by Pope Leo X. Ecumenical conviviality and cooperation have grown. In 1999, the Joint declaration on the doctrine of justification was signed, stating the existence of a "consensus in basic truths". Despite this progress, the air of heresy still surrounds the Lutheran church from the excommunication of its theologian of reference. Recent research, especially Catholic, on Luther and his time has shown that fundamental aspects of his theology not only were in accordance with the Gospel, but also with good Catholic theology. The academic and ecclesiastical debate envisaged by Luther in his time never occurred. Rather, beyond political, economic and social implications, there was, then, an unresolvable clash of positions resulting in mutual excommunication-one legal, the other symbolic. On the one hand, the magisterium"s authority which did not admit to be challenged by rational argument based on Scripture; on the other, the faith-driven interpreter of Scripture who did not admit any other authority than precisely the one based on such arguments. The article argues that there are good reasons to leave this stalemate behind and promote the necessary debate that had not been realized.

Theology in Latin America has usually been identified with the Theology of Liberation. Indeed, in Latin America as elsewhere, such theology is still vigorously present. However, there are other tendencies that are to be seen, reflecting the high religious diversity and mobility in Latin America. The present article presents four selective, but representative tendencies: theology in the sign of liberation (1) as a theology of citizenship, as public theology and theology of the city; theology in the sign of interculturality and interreligious dialogue (2) as Andine theology and macroecumenical theology; theology in the sign of the Spirit (3) as Pentecostal theology, more and more inserted in this world and no longer only otherworldly, and theology in the sign of health and wealth (4), a growing and publicly dominant tendency reflecting social upward mobility or the desire for it. Theology in Latin America remains highly interesting and full of tensions.

This chapter describes, in a first move, historically and empirically the growing religious diversity in Brazil and the contemporary flows of religious mobility and their motivations. Such flows occur virtually exclusively among Christian groups and churches, although the
non-religiously affiliated group is also on the rise. Non-Christian religions are, statistically speaking, very small. In a second move, this contribution presents a set of theoretical ways of dealing with this mobility, stressing the use (or non-use) of the term „conversion“ to describe it. Brazilian sociologists tend to avoid „conversion“ and prefer more provisional
and fluid concepts, namely mobility and passage. A prominent tendency in contemporary literature on religion in Brazil is to emphasize subjectivity in such processes. Another tendency stresses the social aspect in joining a new church or church group, which can include
a proper process of individualization. A third tendency is theological, stressing the need for conversion to the poor, even if those are not necessarily to be found in groups with a deliberative discourse, but rather in Pentecostal churches, where practical consequences are
evidently at the centre. Original empirical research from interviews with persons who, in one way or the other, joined a traditionally ethnic congregation of the Evangelical Church of the Lutheran Confession in Brazil in the Brazil’s most religiously diverse capital, Rio de Janeiro, is presented in a third move. This is not a typical direction of religious mobility, and therefore has received little attention so far. But it shows how a Germanic-Brazilian Lutheranism can become a liberal alternative, a niche on the „religious market“, in a factual existence that blends well with the church’s message of freedom through justification by faith. Finally, the already lurking question comes back: is this all conversion? No, inasmuch many „conversions“ are rather „adhesions“, with a relatively low commitment. Yes, inasmuch as there are indeed conversions in which a clear biographical rupture, a clear before
and after, a radical transformation can be detected, namely in conversions from Roman Catholicism to Pentecostal churches – and these are the most frequent. This is confirmed both by subjective descriptions and models of conversion narratives circulating in those
churches. These are often liberating, but also traumatic experiences. Could they be made less traumatic through ecumenical opening and cooperation?

This article explores Bonhoeffer´s ethics of the penultimate in view of his poem “Christians and heathens” in dialogue with the Brazilian movie “God is Brazilian”, a picture of reality in Northeastern Brazil with all its ambiguities, including religious ambiguities. While religion seeks God´s help and in one way or another receives it, the real difference between Christians and heathens is that the former stand by God in God’s suffering as represented in human suffering. Bonhoeffer realized that in the penultimate there cannot be purity in real life. Latin American theologians Rubem Alves and Jon Sobrino, among others, followed the same line. For them as for Bonhoeffer, God is not a deus ex machina to fill in the gaps left by humans, but a God who is effective right in the centre and indeed the entirety of life. God is, then, present right in the midst of the ambiguities of life, in clear contrast with contemporary tendencies to shun such ambiguity.

Citizenship has become the key concept for democracy in Brazil after transition.
Often referred to, it denotes rather a conceptual field than a clear-cut definition.
Following the central insights of Liberation Theology, seeking to adapt to the current
democratic situation and the need for a focus on citizenship, this article argues for
such focus within the framework of a public theology. First, it offers a theoretical,
conceptual reflection, followed by a presentation of the contributions to citizenship
by three major and representative Brazilian churches, the Roman Catholic Church,
the Evangelical Church of the Lutheran Confession in Brazil and the Assemblies of
God. Finally, it presents, briefly, five elements of a theology of citizenship based on
central assets of Lutheran theology that are able to respond to current challenges of
Brazilian democracy and society.

Brazil is, today, the most Catholic and the most Pentecostal country in the world. Neopentecostalism with its emphasis on healing, exorcism and prosperity is not the numerically strongest, but publicly most visible way of being church, metaphorically speaking as theatre, temple and market (Leonildo Silveira Campos). The most visible and pretentious is the Universal Church of the Kingdom of God (IURD), exported from Brazil into many countries in the world, especially in Southern Africa. It is, therefore, a very interesting example of a transnational connection between Brazil and (Southern) Africa, being highly influenced by African traditions while combating them in exorcism and featuring an exclusivist discourse. I shall present the (missionary) “struggle for Africa” promoted by the IURD as well as the “fight against Africa”, in which Africa is seen as the root of all evils. After focusing sociologically on the theology of prosperity in the struggle for power and wealth, which includes the finding of a magical relationship of exchange, delivery and counter-delivery, I finally present a theological critique under the heading of a “fight against grace”. The magical manipulation of God disregards God’s sovereignty and freedom, reducing, at the same time, human freedom in holding both accountable to each other as in a contract. Furthermore, the theology of prosperity only foresees success, and offers nothing for failure, for which the believer that has not believed enough is seen as himself responsible. Eschatology is being abandoned by immediatism, which opens doors for confusing God and human beings, especially succumbing uncritically to capitalism. This is true and an item of critique even with all due understanding and respect for the longing of people, held for far too long in poverty and dependence, for finally getting their chance. The arguably strongest theological argument is the lack of grace and gratuity. Whoever is unable to achieve enough faith and to practice enough sacrifice, necessary for prosperity in such a Neopentecostal view, is, indeed, in disgrace.

In view of current challenges in the Brazilian public sphere, discussion on the presence of crucifixes in courthouses in the state of Rio Grande do Sul, as well as on the activities of evangélico congressmen, this article offers a first overview of the reflection on a public theology in Brazil. It presents four lines of thought in the emerging Brazilian discussion, starting in 2001 and getting new energy with the creation of the Global Network of Public Theology in 2007. The first tendency focuses on the academic citizenship of theology, the second seeks to recover a liberal Protestant tradition in contrast to the dominant fundamentalisms, while the third, situated in Latin American left-wing evangelicalism, promotes a dialogue with post-metaphysical and post-secular thinkers, namely Jürgen Habermas. The fourth tendency is being presented more at large, a public theology as theology of citizenship, stemming from Hugo Assmann, incorporating central elements of liberation theology and theological assets from the Lutheran tradition. Finally, the article seeks to show the pertinence and potential of a public theology in Brazil—both with boldness and humility. Underlying is the constant question, what is public theology? The article seeks to answer it, but not with a clear-cut and uniform definition. Rather, it explores opportunities, reviewing concrete challenges and current trends, and tries to argue why a public theology is relevant to and fruitful for the Brazilian context—and probably beyond it.

his first volume in the proposed series will address some preliminary issues that are typical of a 'prolegomena' in any systematic theology. It will focus on the following question: 'How does the story of who the Triune God is and what this God does relate to the story of life on Earth?' Or: 'Is the Christian story part of the earth’s story or is the earth’s story part of God’s story, from creation to consummation?' This raises many issues on the relatedness of religion and theology, the place of theology in multi-disciplinary collaboration, the notion of revelation, the possibility of knowledge of God, the interplay between convictions and narrative accounts, hermeneutics, the difference between natural theology and a theology of nature, and the role of science vis-à-vis indigenous worldviews.

This book gives a persuasive answer to the need for public theology today. Rudolf von Sinner can draw from a rich basis of scholarship and experience related to the topic of public theology. His clear awareness of the contextuality of public theology is the reason for his repeated assurance in this book that we cannot speak about "public theology" but always only of "a" public theology. At the same time it is very clear for him that there is also an "intercontextuality". One of the great strengths of this book is its embeddedness into an international discourse on public theology, with a special emphasis on the South-South exchange. It is a contribution to public theology scholarship in its best sense. I proudly welcome its publication in our series.

Brazil is a rapidly emerging country. Brazilian theology, namely the Theology of Liberation, has become well known in the 1970s and 1980s. The politically active Base Ecclesial Communities and the progressive posture of the Roman Catholic Church contrasted with a steadily growing number of evangelicals, mostly aligned with the military regime but attractive precisely to the poor. After democratic transition in the mid-1980s, the context changed considerably. Democracy, growing religious pluralism and mobility, a vibrant civil society, the political ascension of the Worker's Party and growing wealth, albeit within a continuously wide social gap, are some of the elements that show the need of a new approach to theology. It must be a theology that is both critical and constructive, resisting and cooperative, a theology that is able to give orientation to the churches, valuing and encouraging their contribution in society while avoiding attempts of imposition. The Churches and Democracy in Brazil, the fruit of years of interdisciplinary study of the Brazilian context and its main churches and theology, makes its case for an ecumenically articulated public theology. It seeks inspiration mainly in Luther and Lutheran theology, emphasizing human dignity, freedom, trust, the disposition to serve, and the ability to endure the ambiguities of reality, as well as a fresh interpretation of the doctrine of the two regiments. These are the fundamental elements of what makes human beings full members of the body politic: citizenship, their right to have rights and to be able to effectively live them, together with their corresponding duties, in a move of growing political participation conscious of their religious motivation in view of the commonweal.

This contribution comes from the context of contemporary Brazil and Latin America, where the notion of populism, against its usually polemical use, is open to plural understandings, including a positive key or, as Ernesto Laclau has it, a more descriptive notion as a political logic. Usually, on our continent, it has been more associated with the left wing of the political spectrum. At the same time, we are going through a moment of election which would be, as in many other contexts like the US and Europe, be seen as right wing populism. Presidential candidate Jair Messias Bolsonaro of the hitherto insignificant Social Liberal Party (Partido Social Liberal, PSL) is on his way to be elected by a wide margin in next Sunday’s run-off. The only hindrance to a victory in the first round was the fidelity of the Northeastern region, predominantly poor and with a majority of people of African descent, to the Worker´s Party (Partido dos Trabalhadores, PT) that ruled the country from 2003 to 2016. People are tired of insecurity, being exposed to all kinds of violence and crime, and expect a president with messianic connotations that would get all things right. Liberal in his economic policy while conservative in his values, Bolsonaro hails wide support from the powerful agrobusiness caucus as well as from arms producers and other industries, the traditional middle class as well as richer and well educated people. Never mind this army captain in the reserve has very little to show in terms of political achievements despite his seven mandates as a deputy, and has never held any executive office. However, he has called attention continously for his disrespect of women, black and indigenous people, the LGBT population and other minorities. So what is happening in Brazil? And how can we understand such wide popular support, first for the left and now for the right? Can we be critical of such positions while listening carefully to the people’s voice? It is under this question that I shall discuss the concept of populism. Theologically speaking, I suggest we have to take into account specifically the people as ochlos rather than demos or even laos, for which we have a tradition in liberation theologies in Latin America and around the world, and, of course, in biblical witness. Churches would then, in the first place, have to be agents of dialogue among the people and the forging of horizons of meaning oriented towards a common good. I shall expose this in three steps: (1) through a contextualization from two fairly recent events that point to challenges of popularity and, potentially, of populism or populisms; (2) through a discussion of the concept of populism as a political logic in Ernesto Laclau, and (3) through a theological reflection as to foundations and activities needed for a meaningful public theology in this context, focusing on the concept of “people”.

Theological Education is facing a number of advances and setbacks. The Globalization of Christianity, the evolution of communication tools and the strive for formal theological education by groups that customarily shunned it as well as a generalized awareness for the contextuality of Theological Education are among the advances. Setbacks can be seen in the re-confessionalization of Theological Education in many parts of the world and the end of formidable ecumenical initiatives as well as the continuous difficulty of guaranteeing sustainability both to models of Theological Education and to the institutions that offer them. Mindful of these trends, the present lecture seeks to provide a panoramic analysis of Theological Education in the context of an ever growing diversity of Christianity and offer reflections and proposals on what is needed for a sustainable ecumenical and contextual Theological Education today.

Two main elements pervade the argument. First, we argue that both 'populism" and 'the people' are precarious concepts that can neither easily be defined, nor easily be claimed by any representative. We hold this to be true both in political and in theological terms, empirically referring to the civil and the religious population and their construction as 'a people', respectively. Second, in view of a common disregard for the people, namely as plebs, we reaffirm the importance of participatory popular subjects as a necessary part of both the political system and Christian communities. This bibliographical and conceptual essay contextualizes and explains the precariousness of realities and concepts, then analyses the concepts of populism and 'people'. It seeks to deepen the discussion of populism by means of dialogue with Ernesto Laclau and Chantal Mouffe, and then through a theological reflection by way of o a public theology.
