Be it known that I, WILL IAM R. CLOUGH, of Cambridge, in the county of Middlesex, and State of Massa.-

chusetts, have invented certain new and useful Improvements in Bill-Files; and I do hereby declare that the following is a'full and exact description thereof, reference being had to the accompanying drawings, and to the letters of reference marked thereon. Y

.The nature of my invention consists in making a new bill-le, by connecting the cover or cap to the base by two links, the upper ends of the links being connected to the cap-piece by pivots, while the lower ends are free to slide in slots made'in the basel, the whole so constructed that when the lower ends of thelinks are drawn towards each other, the cap will be raised; if pushed apart, the cap will be lowered.

My invention also consists in the mode of fastening the lower ends of these links in any desired position;

To 'enable others skilled in the art to make and use my invention, I will proceed to describe-itsconstruction and use.

A B represents the base, made of wood, or any suitable material,- and being provided with horizontal slots, i

C is the cap or top piece, into which the upper ends K K' of the links are fixed or pivoted.

N N', g. 2, are saddle-pieces, which move with the cross-bars E" D" of the links. These saddles are bevelled, as shown,v in iig. 2, so that, if desirable, they may act as wedges between the links E" D" and the under side of the base B, thus serving to hold the links in any desired position. y

If the lower ends of the links'are carried to the extreme ends of the base, A B, the cap C will bc nnadc to assume the position indicated. by the dotted lines at C', fig. 2.

The design and exactarrangernent of parts may be varied, if desired.

IVhat I claim as my invention, and desire to secure by`Letters Patent, is-

1. Combining, with the cap C, the two links E E' and D D with the base, A B, arranged and operating substantially as described, and for the purpose set forth. A

2. Combining, with the links E E' andD D', the saddles N N', arranged and operating substantially as described, and for. the purpose sot forth.
