Ciltte ve vücudun herhangi bir bölgesinde görülen enfeksiyonlarin bazilari bahsedilen mikroorganizmalarin vücudun bu bölgelerine yayilmasiyla meydana gelmektedir. Dolayisiyla cildin düzenli olarak dezenfekte edilmesi, özellikle enfeksiyon hastaliklarinin önlenmesi için alinmasi gereken öncelikli önlemdir. Cildin yapisinin bozulmasi nemlendirici etkiye sahip Iipitlerin de üretimini azaltmakta, cildin nem ihtiyaci lipitlerden de karsilanamaz hale gelmektedir. Su kaybi cildi kurutmakta, kuruyan ciltte kasinti, soyulma ve çatlaklar meydana gelmektedir. Bu sebeplerle ana bilesen olan alkolün buharlasmasinin ardindan da cildin dezenfekte edilmesi ve böylece dezenfektan kullaniminin sinirlandirilmasini saglamak amaciyla, cerrahi operasyon öncesinde hastanin cildine uygulandiginda operasyon sonrasinda ciltte enfeksiyon olusma riskini azalttigi tespit edilen katyonik yüzey aktif maddeleri içeren dezenfektanlara ihtiyaç duyulmaktadir. Katyonik yüzey aktif maddeler negatif yüklü mikroorganizma hücresinin yüzeyi ile etkilesime girerek hücre membraninin bütünlügünü bozmakta ve hücre içerisine penetre olarak hücre ölümüne sebep olmakta, böylece alkolün buharlasmasinin ardindan da ciltte bakteri, küf, mantar ve virüslerin birikmesini engellemektedir. Ancak yüzey aktif maddelerin ciltte uzun süre kalmasi ile cilt üzerinde bulunan patojenik mikroorganizmalar ile birlikte cildin florasini olusturan faydali mikroorganizmalar da aktivitesini kaybetmekte, cildin dogal yapisi bozulmaktadir. Bu durumda cildin dogal florasinin korunarak dezenfekte edilmesi için dezenfektan kullaniminin ardindan cilde, ikinci bir islem olarak cildin florasini destekleyici ilaveleri içeren bakim ürünleri uygulanmaktadir. Birden fazla ürünün kullanimi kullanicilariçin maliyetli olmakta, birden fazla islemin uygulanmasi ise zaman kaybi yaratmaktadir. Dolayisiyla pratik bir dezenfeksiyon islemi gerçeklestirilememektedir. Mevcut durumda kullanilan kisa süre etkili alkol bazli dezenfektanlarin ve antiseptiklerin kullanimi ile ortaya çikan bahsedilen olumsuzluklarin ortadan kaldirilmasi amaciyla bulus kapsaminda alkolün buharlasmasinin ardindan da belirli bir süre boyunca cilde tutunarak ciltte patojenik mikroorganizmalarin birikmesini engelleyen yüzey aktif maddelerin yani sira cildin dogal florasinda bulunan yararli mikroorganizmalar için besin kaynagi olan ve böylece faydali mikroorganizmalarin gelisimini ve aktivitesini seçici olarak arttirarak cilt florasi için ideal kosullarin yaratilmasini saglayan en az bir prebiyotik ajani içeren alkol bazli bir ürün gelistirilmistir. Gelistirilen ürün cildin nem dengesinin korunmasini, böylece tahris edilmeden dezenfekte edilmesini saglayan nemlendirici maddeleri de içerebilmektedir. For this reason, there is a need for alcohol-based antiseptics and disinfectants containing surfactants that ensure disinfection while preserving the natural flora of the skin. In order to eliminate the aforementioned negativities that arise from the use of currently used short-term effective alcohol-based disinfectants and antiseptics, an alcohol-based product has been developed within the scope of the invention, which contains at least one prebiotic agent that is a food source for beneficial microorganisms found in the natural flora of the skin and thus selectively increases the development and activity of beneficial microorganisms and creates ideal conditions for the skin flora, in addition to surfactants that prevent the accumulation of pathogenic microorganisms on the skin by adhering to the skin for a certain period of time after the evaporation of alcohol. The developed product may also contain moisturizing agents that ensure the preservation of the moisture balance of the skin and thus disinfection without irritation. Thus, in order to disinfect the skin and support its natural flora, there is no need to apply more than one hygiene and care product to the skin in more than one step, and skin cleansing and care is done with a single product that offers practical use to users, does not cause loss of time, is easy to produce, low cost and easily accessible to all segments of society, and with a single step application. Purpose of the Invention The purpose of the invention is to develop an alcohol-based product that provides disinfection of the skin by adhering to the skin and continuing its effect after the evaporation of the alcohol in its content. Another purpose of the invention is to develop an alcohol-based product that supports the skin flora by selectively increasing the development and activity of beneficial microorganisms found in the natural flora of the skin and eliminating the risk of infection on the skin. Another purpose of the invention is to develop an alcohol-based product with a content suitable for use with moisturizing agents that moisturize the skin while disinfecting it, thus eliminating the risk of experiencing symptoms such as dryness, cracking and burning on the skin. Another purpose of the invention is to develop a hand antiseptic with the features specified in the previous purposes of the invention. Description of the Invention The subject of the invention is an alcohol-based product that provides disinfection of the skin by adhering to the skin surface and continuing its effect after the evaporation of the alcohol in its content, and at the same time prevents irritation of the skin by supporting the skin flora. The alcohol-based product in question basically contains at least one type of alcohol compound, at least one type of cationic surfactant that remains on the skin surface after the evaporation of the alcohol compound and shows a disinfecting effect, and at least one type of prebiotic that supports the skin flora by ensuring the proliferation of beneficial microorganisms found in the skin flora. In a preferred application, the product in question contains at least one type of moisturizing agent that maintains the moisture balance of the skin in addition to the basic components. The product in question contains at least one type of alcohol, preferably ethyl alcohol, selected from isopropyl alcohol and ethyl alcohol, which are known to provide fast and effective disinfection, at a rate of 60-93% by weight, preferably 65-75% by weight. In order to determine the surfactant to be used in obtaining the product in question, the compositions were prepared by adding at least one type of cationic surfactant selected from benzethonium chloride, benzalkonium chloride, dodecyltrimethyl ammonium chloride, dodecyl benzyldimethyl ammonium chloride, cocobenzyldimethyl ammonium chloride or didecyldimethyl ammonium chloride compounds, which are preferably chlorhexidine gluconate or quaternary ammonium compounds, in varying amounts, preferably 60-93% by weight, preferably 65-75% by weight to at least one type of alcohol, preferably ethyl alcohol. The skin adhesion performances and effect durations of the obtained compositions after the evaporation of the alcohol were evaluated. As a result of the evaluations, the surface active agent/substances with high adhesion performance to be used in obtaining the final product were determined. It is known that benzalkonium chloride, a quaternary ammonium structured cationic surfactant, highly disinfects many types of microorganisms found on the skin and inanimate surfaces. There are benzalkonium chloride compounds with different lengths and different ratios of carbon chain distributions. The disinfecting effect of compounds containing 14 and 16 carbon chains is greater. In other words, high amounts of 14 and 16 carbon benzalkonium chloride compounds are sufficient to achieve the targeted effect even when used in low amounts in terms of the lengths of the carbon chains they contain. The effectiveness of the compound containing a 14 carbon chain is also higher than the compound containing a 16 carbon chain. In other words, the disinfecting effect varies according to the chain length, the amount of a certain length of chain and the type of microorganism affected by a certain length of chain. For this reason, in the preparation of some compositions, benzalkonium chloride compounds containing 62-75% by weight of 12-carbon carbon chain, carbon chain by weight and benzalkonium chloride compounds containing 50% by weight of 12-carbon carbon chain, 30% by weight of 14-carbon carbon chain, chain by weight were used. The effects of didecyldimethyl ammonium chloride and benzalkonium chloride on pathogenic microorganisms vary according to the type of microorganism. In other words, while benzalkonium chloride is more effective on some microorganisms, didecyl dimethyl ammonium chloride is more effective on some microorganisms. Therefore, considering that the combined use of didecyldimethyl ammonium chloride and benzalkonium chloride would expand the area of activity of the final products, compositions containing the two surfactants at different rates were prepared. Composition number 1 contains 65-75% by weight ethyl alcohol and 0.05-5% by weight, preferably 1-2% by weight chlorhexidine gluconate. Composition number 2 contains 65-75% by weight ethyl alcohol and 0.05-5% by weight, preferably 0.4-0.6% chlorhexidine gluconate. Composition 3 contains 65-75% by weight ethyl alcohol and 0.05-5% by weight, preferably 0.05-0.1% by weight benzethonium chloride. Composition 4 contains 65-75% by weight ethyl alcohol and 0.01-1% by weight, preferably 0.05-0.2% by weight didecyl dimethyl ammonium chloride. Composition 6 contains 65-75% by weight ethyl alcohol and 0.01-0.8% by weight, C16 (3%). dimethyl ammonium chloride. Composition 8 contains 65-75% by weight ethyl alcohol, 0.01-0.5% by weight didecyldimethyl ammonium chloride. When the physical properties of the prepared compositions were examined, it was observed that the stability and therefore the effectiveness of the composition containing chlorhexidine gluconate decreased when the appropriate environmental conditions were not provided. It was observed that the compositions containing benzalkonium chloride, which is known to reduce the risk of infection that may occur after surgery by making the skin structure positive when applied to the skin of patients before undergoing a surgical operation, especially the benzalkonium chloride compound containing a carbon-carbon chain, a 16-carbon carbon chain at a rate of 3% by weight, adhered to the skin and formed a layer that provided disinfection of the skin. It has been observed that the compositions obtained by using benzalkonium chloride compounds, especially those containing 62-75% 12-carbon chain, 21-30% 14-carbon chain, and 3% 16-carbon chain by weight, together with didecyl dimethyl ammonium chloride, both adhere to the skin after the evaporation of the alcohol and disinfect the skin, and have a wider area of activity. Use of benzalkonium chloride compound with different lengths and different amounts of carbon chain distributions As a result of the evaluations made, the alcohol-based product in question has been developed, which contains at least one type of alcohol compound, preferably ethyl alcohol, at a rate of 60-93% by weight, preferably 65-75% by weight, and at least one type of cationic surfactant, preferably selected from quaternary ammonium structured cationic surfactants, at a rate of 0.01-5% by weight. The skin is protected from pathogenic microorganisms for a while longer by the surfactant remaining on the skin surface after the evaporation of the alcohol. In a preferred embodiment of the alcohol-based product of the invention, it contains cationic surfactant ratio of 14 carbon chain, 3% by weight of benzalkonium chloride containing 16 carbon chain and 0.01-0.5% by weight and/or didecyl dimethyl ammonium chloride at 0.01-0.5% by weight. An alternative embodiment of the invention contains benzalkonium chloride preferably at 0.04-0.06% by weight and didecyldimethyl ammonium chloride preferably at 0.05-0.1% by weight. The alcohol-based product of the invention contains at least one type of prebiotic in order not to harm the skin flora while continuing to disinfect the skin after the evaporation of the alcohol. The alcohol-based product of the invention preferably contains at least one type of prebiotic at 0.5-2% by weight. The alcohol-based product, which is the subject of the invention, preferably contains at least one type of prebiotic selected from carbohydrate oligosaccharide type prebiotics, galactooligosaccharide type prebiotics supporting skin flora, mannan oligosaccharide type prebiotics, fructooligosaccharide type prebiotics, inulin, alpha glucan oligosaccharide, extract type prebiotics, preferably coniferous tree extract, chicory ethanolic extract, Jerusalem artichoke extract. Inulin, a type of fructose oligosaccharide, has recently been frequently used in food supplements due to its prebiotic properties. Beneficial microorganisms such as Bifidobacteria and Lactobacilli ferment inulin to form short-chain fatty acids and lactate, thus creating an acidic environment that limits the development of pathogenic microorganisms. Inulin, which reduces the colonization of pathogenic microorganisms such as Escherichia coli and Salmonella by encouraging the development of beneficial microorganisms (natural probiotics) in the digestive system, is preferred because it positively affects the development of beneficial microorganisms on the skin as well as in the digestive system. The alcohol-based product in question contains 65-75% by weight ethyl alcohol, and/or 0.01-0.5% by weight didecyl dimethyl ammonium chloride surfactants and 0.5-1% by weight inulin as a prebiotic in a preferred application. In a preferred embodiment of the alcohol-based product of the invention, it contains 65-75% by weight ethyl alcohol, and/or 0.01-0.5% by weight didecyl dimethyl ammonium chloride surfactants, and a mixture containing Jerusalem artichoke extract and chicory ethanolic extract as prebiotics at a rate of 0.5-1% by weight. The alcohol-based product of the invention contains, in a preferred embodiment, 65-75% by weight ethyl alcohol, and/or 0.01-0.5% by weight didecyl dimethyl ammonium chloride surfactants and 0.5-1% by weight coniferous wood extract as a prebiotic. The alcohol-based product of the invention contains, in a preferred embodiment, 65-75% by weight ethyl alcohol, and/or 0.01-0.5% by weight didecyl dimethyl ammonium chloride surfactants and 0.5-1% by weight alpha glucan oligosaccharide as a prebiotic. The alcohol-based product in question contains, in a preferred application, 65-75% by weight ethyl alcohol and/or 0.01-0.5% by weight didecyl dimethyl ammonium chloride surfactants and 0.5-1% by weight alpha glucan oligosaccharide and/or 0.5-1% by weight inulin as prebiotics. It has been determined that all of the above-described applications of the alcohol-based product in question are effective in the surface adhesion performances and effect durations after the evaporation of alcohol, as well as in the proliferation and increase in the activities of beneficial microorganisms in the skin flora. Products containing high levels of alcohol are effective in neutralizing microorganisms, but their frequent use leads to a decrease in the natural moisturizing factors in the stratum corneum, which forms the uppermost layer of the skin and whose main function is to maintain the skin's natural flexible and elastic structure by keeping the water content above 10%, thus decreasing the water content, causing the stratum corneum to lose its function and disrupting the skin's natural structure. In order to keep the skin moist and prevent the aforementioned negativities, the alcohol-based product in question preferably contains at least one type of moisturizing agent in addition to the basic components. The product in question preferably contains at least one type of moisturizing agent in a ratio of 0.1-5% by weight in order to disinfect the skin without disrupting its moisture balance and therefore without irritation. Moisturizing agents provide moisture to the stratum corum by drawing water from the external environment when the humidity rate in the atmosphere is higher than the moisture rate of the skin, and by drawing water from the epidermis layer of the skin when the humidity rate in the atmosphere is lower than the moisture rate of the skin. The product in question preferably contains polyhydric alcohols such as glycerin, propylene glycol, pentylene glycol, caprylyl glycol, vitamins such as retinol (vitamin A), riboflavin (vitamin BZ), niacinamide (vitamin B3), panthenol (provitamin BS), biotin, folic acid, tocopheryl acetate (vitamin E), natural moisturizing factors in the skin such as sodium lactate, urea, keratin, sodium prolydine carboxylic acid (sodium pca), hyaluronic acid, compounds such as allantoin, lanolin, sodium hyaluronate, PEG-75 lanolin, sodium gluconate, olive oil PEG-7 ester, bisabolol, aloe vera extract, stevia rebaudiana extract, cocos nucifera fruit extract, extracts such as chamomile extract, fructose, maltose, glucose, sorbitol, maltodextrin, Sugars such as trehalose and lactose, collagen, keratin, soluble wheat protein (tritisol), hydrolyzed wheat protein (vegepro), milk protein (casein), repair proteins such as elastin, protein hydrolysates, healing amino acids found in the natural structure of the skin such as arginine, aspartic acid, glycine, lysine, alanine, serine, valine, proline, hydroxy proline, threonine, isoleucine, histidine, phenylalanine, skin softeners such as ethylhexyl palmitate, isopropyl myristate, isopropyl palmitate, glyceryl caprylate, silicones such as dimethicone, vegetable oils such as jojoba oil, almond oil, avocado oil, cocoa seed oil, shea tree oil, hydrocarbon oils such as vaseline, squalene, paraffin, mineral oil, fatty acids, fatty alcohols, esters, peptides, vegetable waxes, phospholipids, sterols. The alcohol-based product of the invention contains at least one type of moisturizing agent selected from esters, peptides, vegetable waxes, phospholipids, sterols. In a preferred embodiment, the alcohol-based product of the invention contains 0.1-5% by weight, preferably 0.5% or 1% or 1.5% or 5% by weight of glycerin as a moisturizing agent. In a preferred embodiment, the alcohol-based product of the invention contains 0.1-1% by weight, preferably 0.2% or 0.5% or 1% by weight of mineral oil as a moisturizing agent. In a preferred embodiment, the alcohol-based product of the invention contains 0.5-2% by weight, preferably 1% or 2% by weight of panthenol as a moisturizing agent. The alcohol-based product of the invention, in a preferred embodiment, contains 0.1-5% by weight, preferably 0.5% or 1% or 1.5% or 5% propylene glycol as a moisturizing agent. The alcohol-based product of the invention, in a preferred embodiment, contains 0.1-1% by weight, preferably 0.5% or 1% by weight, bisabolol as a moisturizing agent. The alcohol-based product of the invention, in a preferred embodiment, contains 0.1-1% by weight, preferably 0.1% or 0.5% by weight, aloe vera extract as a moisturizing agent. The alcohol-based product of the invention, in a preferred embodiment, contains 0.1-1% by weight, preferably 0.1% or 0.5% by weight, sodium lactate as a moisturizing agent. The alcohol-based product of the invention, in a preferred embodiment, contains 0.1-1% by weight, preferably 0.1% tocopherol (vitamin E) as a moisturizing agent. The alcohol-based product of the invention, in a preferred embodiment, contains 0.5% by weight glycerin and 0.1% by weight aloe vera extract as moisturizing agents. The alcohol-based product of the invention, in a preferred embodiment, contains 0.5% by weight glycerin and 0.1% by weight tocopherol (vitamin E) as moisturizing agents. The alcohol-based product of the invention, in a preferred embodiment, contains 0.5% by weight glycerin, 0.15% by weight sodium PCA and 0.12% by weight sodium lactate as moisturizing agents. The alcohol-based product of the invention, in a preferred embodiment; It contains 60-93% by weight ethyl alcohol, preferably 65-75% by weight ethyl alcohol, 0.01-0.5% benzalkonium chloride dimethyl ammonium chloride as cationic surfactant, 0.5% by weight glycerin and/or 0.1% by weight tocopherol (vitamin E) as moisturizing agent, and 0.5-1% by weight inulin as prebiotic. When the alcohol-based product in question is applied to the skin, it prevents the accumulation of pathogenic bacteria on the skin for a certain period of time after the evaporation of the disinfectant alcohol, while selectively increasing the development and activity of beneficial microorganisms in the natural flora of the skin, creating ideal conditions for the skin flora.
