A method for producing an aqueous extract in which tobacco waste mixed with water is subjected in a preferably closed container to a mechanical treatment in the form of blows, pressure or shock impulses of a high repetition frequency, is characterized in that the weight proportions tobacco : water are from 3 : 1 to 3 : 7, and in that the treatment is continued until substantially water soluble lumps are formed, the water soluble parts of which are subsequently dissolved in water and separated from at least the principal part of the tobacco material which is insoluble in water. Liquids which principally comprise water may replace the water. The extract may be extruded and dried to form sheets, either alone or after adding tobacco dust. The extract may also be applied to tobacco leaves or other tobacco product to reinforce the product, or it may be sprayed on to tobacco which is being disintegrated to prevent dust formation.
