Abstract

PURPOSE:To increase the accuracy of forecasting and to remarkably reduce the amount of transmitting information, by providing a forecasting device by a picture element and selecting an output of the forecasting device most suited to a group to which a picture element to be forecast belongs. CONSTITUTION:An input picture element XO from a terminal 1 is inputted to forecasting devices 21-23 and a status discriminator 25. The devices 21-23 output forecasting values X01-X03 belonging to the picture element XO from picture elements near the picture element XO. The device 25 discriminates a picture element group to which the picture element XO belongs. As a result of the discrimination, when a forecasting device is selected, the output result XOi of the forecasting device 2i is inputted to a forecasting converter 30 via a changeover switch 26. The converter 30 subtracts the forecasting value XOi from, e.g., the signal XO to output a differential signal YO. This signal YO is inputted to an encoder 40. The encoder 40 encodes the signal YO with the encoding method corresponding to the status discriminating signal outputted from the discriminating device 25 and outputs the signal to a line 5.
