An upper floating device 107 is provided with a flat plate 108 parallel to a strip material 101 so that a certain space section 110 is formed above the strip material 101. Atmospheric pressure gas 109 is sucked through gaps 111 at a high speed or under a high flow resistance for forming a negative static pressure area in the space section 110.
