PURPOSE:To simplify the circuit test to realize a reduction of cost for a picture signal decoder, by using a predictor, an arrangement converter and a decoder and furthermore securing almost the same constitution of circuit between the predictor and the arrangement converter. CONSTITUTION:The compressed code C supplied from the terminal 106 is decoded by a decoder 105. The decoder 105 decodes the predicted error signals Y' that is coded by a coder (not shown in the diagram). The signal Y' receives a conversion of arrangement by an arrangement converter 104 based on the state signal S that is delivered from the predicting circuit 103 to be supplied to the circuit 103 in the form of the predicted error signal Y. The circuit 103 produces the sample value X from the signal Y and the predicted signal as well as the predicted error signal S.
