PURPOSE:To enable to monitor of normality of a transmitter, by adding the modulating operation monitor circuit consisting of a directional coupler, demodulator, filter and detector to detect the output level of pilot signal, to the output level monitoring circuit of the transmitter. CONSTITUTION:Muliplex modulation inputting signal is coupled with the pilot signal of a pilot signal generator 5 at the coupler 5 and it is inputted to the modulation signal inputting terminal 2 of a multiplex transmitter 1. This signal is outputted from the output terminal 3 as FM or PM modulation signal, a part is branched with the directional coupler 7 and demodulated at a demodulator 8, and pilot signal only is picked up at the filter 9. Further, the presence of tone is detected at the detector 10. The output signal of the detector 10 is drawn in the modulating operation monitoring circuit 11 together with the normal and abnormal discriminating signal of the output level from the output monitoring terminal 4 at the transmitter 1, allowing to identify the normality of the output and modulation of the transmitter 1.
