Abstract

PURPOSE: To obtain a high-efficiency and high-quality picture by varying the size of the block to the local characteristics of the gradation distribution of the picture and at the same time to reduce the picture file as well as to shorten the communication transmission time.
CONSTITUTION: Block variable control circuit 305 is provided along with block reload control circuit 317. In addition to these circuits, the following units are added: TV camera 301, A/D converter 302, picture memory 303, encoding circuit 304, buffer memory 306 and 315, MODEM 307 and 314, composite circuit 316, frame memory 318, address indication circuit 319, D/A converter 320 and monitor 321. For variation of the block division, the original picture is first divided into the blocks containing, for example, 8 × 8 sections. And one of those blocks is noticed to carry out the encoding process through separation into the gradation and resolution components. In the case of the variable 1 for division, the conversion error is too large at the picture block. Thus, the picture block is divided into four sections containing 4 × 4 picture elements.
