Abstract

PURPOSE: To make it possible to obtain a TV signal of high quality with a few residual images for an animation, by combinationally using a pickup tube with fixed resolution characteristics and that with excellent residual-image characteristics.
CONSTITUTION: High-quality TV pickup tube 1 extracts the luminance component of a picture, the output of standard TV pickup tube group 2 is supplied to color signal converter circuit 3 and luminance signal converter circuit 4, and the output signal of pickup tube 1 is stored temporarily in frame memory 5 and read out after one frame; and then, dynamic-part decision circuit 6 compares input and output levels of memory 5, and then outputs switching pulses of a picture which has a difference in the luminance signal level at the same position between two continuous frames. By using those pulses, circuit 7 changes over the output signals of memory 5 for a still-picture part and the output signals of circuit 4 for a dynamic picture part, and encoder 8 forms a composite color TV signal from the outputs of circuits 4 and 3.
