前記回転部材(12)が前記固定部材(11)を貫通して設けられている場合には、前記細径ケーブルが前記ケーブル保護手段で保護されながら、前記回転ハンドルが回されて前記回転部材および該ケーブル保護手段が回転されることにより、該細径ケーブルの余長分が該固定部材(11)に巻かれ、
前記回転部材(22)が前記固定部材(21)を貫通して設けられていない場合には、前記細径ケーブルが前記ケーブル保護手段で保護されながら、前記回転ハンドルが回されて前記回転部材および該ケーブル保護手段が回転させることにより、該細径ケーブルの余長分が該回転部材(22)に巻かれる、
