A machine of the kind comprising hollow mandrels about which wrappers are folded to form packets, articles being inserted into the mandrels and ejected with the packets, has a series of linked mandrels moving intermittently in a rectilinear path past packet forming, article delivering, and packet and article ejecting means. The mandrels 1 are carried on an endless chain 2 past means, not shown, for folding inner and outer wrappers, about them and closing one end of the wrappers. The wrappers are clamped to the mandrels and folded to U-form about them by plates 20 and 18 respectively mounted on a member 16 sliding on each mandrel support 6 and operated by stationary cam means 22, 23 adjacent the track supporting the chain 2. A foil may be first clamped about the mandrel as described and then folded to tubular form and one end closed by known means and an outer wrapper may be similarly applied. Charges of cigarettes are presented to the mandrels by a wheel 29 carrying pockets 30. Each pocket comprises L-shaped members 34, 35 and after it has received a batch of cigarettes from a shoot 32, a cam and lever assembly 39-43, 47 carries the members 34, 35 to more relative to one another to compress the cigarettes during movement of the pocket towards the mandrels. At the charging position, compression is released slightly and a pusher 48 forces the batch into a mandrel. An injector 52 next forces each batch and surrounding packet from the mandrel onto a platform 50 on a delivery wheel 49. Members 54 form end tucks, and a folder 55 folds down the top closure flap during motion towards a stacking shoot 57. Adjacent the shoot, the platform 50 takes up a horizontal position and a pusher 58 delivers the packet to the shoot, part 59 of which folds down the final closure flap 56.
