The rolled tobacco sheet production process according to claim 1, wherein: the multistage rolling device comprises a frame, an upper feeding hopper, a first-stage rolling mechanism, a second-stage rolling mechanism and a driving mechanism are sequentially arranged on the frame from top to bottom, the first-stage rolling mechanism comprises an upper driving compression roller and an upper driven compression roller, a rolling gap is formed between the upper driving compression roller and the upper driven compression roller, a discharge port of the upper feeding hopper is positioned above the rolling gap between the upper driving compression roller and the upper driven compression roller, a first conveying belt is arranged below the first-stage rolling mechanism, a feeding side of the first conveying belt is positioned below the rolling gap between the upper driving compression roller and the upper driven compression roller, the second-stage rolling mechanism comprises a lower driving compression roller and a lower driven compression roller, a discharging side of the first conveying belt is positioned below the lower driving compression roller and the gap between the lower driven compression rollers, and a feeding side of the second conveying belt is positioned below the lower driving compression roller and the gap between the lower driven compression roller.
