Abstract

Access to a sub-road utility valve or switch is provided via a narrow shaft (4) which terminates in a two-part (2, 3) plastic collar and cap at street level. The collar has a first cylindrical section (3) with an inner wall having the same approximate diameter, though not perfectly circular, as the upper part sleeve insert (2). The sleeve insert may be raised and lowered to the correct height and self-locked in this position by a twist action and interference fit.
