Moğol İmparatorluğu göçebe imparatorluklar arasında yalnızca fethettiği alan değil, idari, askeri, kültürel ve ticari alanlarda getirdiği yenilikler ile de müstesna bir yere sahiptir. Bu istisnai durum Moğol İmparatorluğuna dair tarihî... more
Moğol İmparatorluğu göçebe imparatorluklar arasında yalnızca fethettiği alan değil, idari, askeri, kültürel ve ticari alanlarda getirdiği yenilikler ile de müstesna bir yere sahiptir. Bu istisnai durum Moğol İmparatorluğuna dair tarihî kayıtlarda da kendisini göstermektedir. Göçebe İmparatorluklar içerisinde hakkında en fazla birincil kaynak bulunan imparatorluk olmasının yanı sıra en fazla dilde kaynak da Moğollar hakkındadır. Bu kaynaklar arasında özellikle İslam kaynakları ülkemizde büyük ölçüde çalışılmış ve çevrilmiştir. Ayrıca Ermenice kaynakların da hemen hepsi tercüme edilmekle kalmamış, Latince kaynaklar da batı dillerindeki tercümeleri üzerinden çalışılmış ve tercüme edilmiştir. Buna karşılık Moğol İmparatorluğunun yalnızca çıktığı yer değil aynı zamanda idari, ekonomik ve siyasi merkezi olan Doğu Asya’daki kaynakları Moğolların Gizli Tarihi haricinde hemen hemen hiç çalışılmamış ve tercüme edilmemiştir. Bunun nedenlerinden birisi bu döneme ait Çince kaynakların bir Çinli tarafından da anlaşılmasının güç olması ve bu kaynaklarının dilinin yarattığı sorunlardır. Hemen hepsi önce batı dillerine, daha sonra da Batı dillerinden ya da bazen Çinceden dilimize çevrilmiş olan Türklerle ilgili Çin kaynaklarının aksine Moğollara ait kaynaklar farklılık göstermektedir. Moğolca isimlerin Çince’den çevirisinin yanı sıra bu kaynakları çalışan kişi Moğolca, Türkçe ya da bazen Cürçence, Tibetçe, Tangutça, Kitanca ya da Farsça konuşan bir kişinin ağzından çıkanları kelime ve cümle düzenini bozmadan çevirmenin ağzından çıkan Çince sözleri tekrardan Klasik Çince’nin cümle yapısına uygun hale getiremeden kaydetmesi sonucu ortaya çıkan karmaşa ile de mücadele etmek zorunda kalır. İşte bu nedenle 210 kısımdan oluşan ve modern baskısı 15 cilt olan Moğol dönemine ait en temel kaynak olan Yuan Kroniği (元史-Yuanshi) dahi bütün olarak sadece bağımsızlığını kazandıktan sonra Moğolistan’da klasik Moğolcaya bir bütün olarak tercüme edilebilmiştir. Diğer dillere tercümeler genellikle bu 210 bölümün parçalarından ibarettir. Ülkemizde ise Moğol İmparatorluğu üzerine yapılan çalışmalarda büyük ölçüde yalnızca batı kaynakları kullanılmakta olup İmparatorluğun asıl merkezinde yazılan kaynaklar hemen hemen hiç kullanılmamaktadır. Erken Moğol tarihine ait kaynaklarda ise durum daha da kısıtlıdır. Çingis Kağanın yükselişi ve Moğol imparatorluğunun kuruluşundan önceki dönem Moğol tarihi kaynakların kısıtlılığı ve az bilinmesi nedeni ile Türk tarihinin bir parçası olarak işlenmektedir. Bu çalışmanın temel amacı Han Hanedanından başlayarak Tang Hanedanının çöküşüne kadar olan döneme ait Moğol tarihiyle ilgili Çin kaynaklarının Türk okuyuculara tanıtılmasıdır.

When one speaks of feudalism in Japan, one must always bear in mind that "Japanese" feudalism is as peculiar as "European" feudalism which exhibits different patterns in different countries at different times. The Japanese example is no exception in exhibiting different patterns and features at different regions and times. This study aims at discovering the periodic differences seen within the general framework of Japanese feudalism, especially in the domains under shogunal control by comparing the pre-Edo and Edo patterns of feudal structures. These differences in the administrative organization of the military and bureaucratic structures give Japanese feudalism a peculiar form different from Europe. Despite the seeming similarities attested by early modern European travelers to Japan and 19 th century historians, as the comparative approach demonstrates, what was called as Japanese feudalism by the early western visitors of Japan was in fact a culmination of a centuries long process. This article approaches the theoretical framework of Japanese feudalism in a comparative perspective between different periods.

Japan is perceived to be a “unique” country not only by the general public but also by academics. Therefore, for a long time the idea that every aspect of Japanese history was unique setting it apart from its continental neighbors prevailed. History of religion and intellectual currents in Japan are no exception to this point of view. While Shinto is considered to be native to Japan, Buddhism, Confucianism and other intellectual and religious currents entered Japan via Korea and Japan, and they influenced shinto as much as they influenced the intellectual history of Japan. In this respect, while Japan retains some of the characteristics unique to it just as any country has its unique characteristics, Japan was closely linked to its continental neighbors intellectually and religiously despite its geographic isolation as an island. In this regard, putting the early medieval Japanese intellectual history within a geographically broader East Asian perspective in connection with Korea and China is essential to better comprehend both the similar and unique developments of Japanese intellectual history vis-à-vis its continental neighbors.

The Khitan people, who have now disappeared for a long time, were an important group during the medieval period in East and Central Asia. Despite having established the Liao Dynasty and the Qara Khitai states, their language and script were forgotten following the Mongol conquests and they were largely assimilated by the Mongols. As a matter of fact, Yelü Chucai was perhaps the most famous Khitan of his time, and in modern times, studies on Yelü Chucai surpass those on Abaoji, the founder of the Liao dynasty. He has been presented as a great intellectual by his Chinese, Mongol and Khitan contemporaries as well as modern historians. However, this article aims to demonstrate that there was nothing extraordinary about a Khitan being on par with his Han Chinese, Persian or Central Asian counterparts intellectually by the time of Chucai, and his success was a culmination of over a century of Khitan tradition in both Khitan and Chinese. This study introduces and examines the development of the written tradition in the Khitan language and aims to demonstrate that Yelü Chucai was not an exception, but rather the norm by the time of Jinggis Qaghan, who called him "urtuq saqal". The approach to Khitan literature was divided along historical period lines rather than linguistic lines. The Khitan words and titles have been written in Latin letters, since it was not possible to write them in either Khitan scripts.

Moğol İmparatorluğu Cengiz Kağan'dan itibaren hızlı bir genişleme siyaseti sürdürmüş ve kısa süre içerisinde o güne dek görülen en büyük imparatorluk olmayı başarmıştır. Her ne kadar Moğol imparatorluğunun beşinci kağanı olan Kubilay döneminde bu genişleme yavaşlamış gibi görünse de aslında bu dönemde de Moğol askeri ve diplomatik seferleri devam etmiştir. Dünyada da Moğol imparatorluğu ile ilgili en az dikkat çeken alanlardan olan Moğol İmparatorluğunun Güneydoğu Asya siyaseti ülkemizde de hemen hiç dikkat çekmemiştir. Son dönemde Moğol İmparatorluğuna ve Moğol tarihine olan ilginin artması sevindiricidir. Ancak bu ilgi genellikle İran, Rusya ve Batı Asya sahası ile Orta Asya ile sınırlı kalıp Doğu ve Güneydoğu Asya'da Moğol İmparatorluğunun faaliyetleri ne yazık ki yeterli ilgiyi görmemiştir. Bu çalışma Moğol İmparatorluğu ve Yuan hanedanının Güneydoğu Asya'daki devletlere karşı güttüğü askeri, siyasi ve ekonomik siyaseti inceleyerek açıklamayı amaçlamaktadır.

This paper compares the Byzantine and Chinese diplomacy towards their nomadic neighbors during the Komnenos Dynasty of Byzantine Empire and the Song Dynasty of China which roughly correspond to a similar time span on the two edges of Asia. Both empires were in many ways displaying similar attitudes and ideologies concerning their age-long nomadic rivals. However, during this period the Song dynasty displayed a different approach compared to the previous dynasties and the Byzantine Empire. The diplomacy of the Song Dynasty with its Khitan, Jurchen and Tangut neighbors differed from the previous dynasties. The Komnenos dynasty on the other hand, had a more flexible diplomacy with its Turkick nomadic neighbors which allowed it to survive longer. This study compares the two differing approaches of these dynasties to their nomadic neighbors taking into account the different political and military situations they faced. The reasons for the rigidity of Song policy vis-a-vis the flexibility of Byzantine policy is compared under the light of the ideological and religious challenges faced by these two empires and their nomadic neighbors.

This study examines the laws on husbandry and livestockof the Tangut State which was not only a passing point but also an important center between Central Asia, China, Tibetan Plateau and Inner Asia during the 11th-14thcenturies, by observing the laws printed in Chinese under the title of Tianshenglaws. By observing these laws issued by Li Yuanhao who established the Tangut State, the government’s endeavor to control the killing and production of livestock and to monopolize the livestock production, consumption, and trade through these laws, the main Tangut state policies on husbandry and livestock and the effects of these policies on the tribes residing at the peripheries of the empire will be analyzed. Originally a Tibetan tribe, the Tanguts left behind many written records of laws long before the Jasakof JinghisKhan and other nomadic states and were influential on the Gansu Uighurs, Mongolian Steppe, northern regions of the Tibetan Plateau and even the QaraKhanids. In this respect, study of these laws will also shed light on the policies of the other nomadic states

Öz: Bu makale Japon istihbarat teşkilatlarının yapılanmalarını ve kuruluş ve çalışma amaçlarını tarihsel bir perspektiften ele alarak bu yapıların işlevleri ve gelişimlerini incelemeyi amaçlamaktadır. Doğu Asya'da günümüzde de yalnız ekonomik anlamda değil siyasi ve askeri alanda da güçlü ve önemli bir aktör olmayı sürdüren Japonya'nın istihbarat alanındaki faaliyetlerinin tarihsel bir perspektiften incelenmesi önemlidir. Özellikle Meiji Restorasyonu ile birlikte çağdaşlaşma hareketine giren Japon ordusu istihbarat birimleri sayesinde gerek genişlemeci politikaların desteklenmesi gerekse işgal edilen yerlerin yönetimi için istihbarat faaliyetlerini güçlendirmiş, ikinci dünya savaşının sonuna kadar da Japon istihbarat birimleri bölgesel ve küresel anlamda etkili olmuşlardır. Bu nedenle Japon istihbarat birimlerinin kısa bir tarihçesinin ve gelişim süreçlerinin anlatımı önemlidir. Bu çalışma kapsamında bu istihbarat örgütlerinin ve tarihçelerinin yanı sıra onların iç yapıları ve işlevlerine de yer verilmiştir. Abstract: This article aims to observe functions and the development of the Japanese intelligence agencies and organizations through examining their structures, and reasons for establishment from a historical perspective. In that respect, it is important to observe the intelligence activities of Japan that still maintains to be one of the most powerful actors in East Asia in terms of economical but also political and military. Especially after the Meiji Resoration, the newly modernized Japan army was strengthened and developed by the help of the intelligence organizations, both for supporting the expansionist policies and the administration of the occupied territories, and the Japanese intelligence organizations remained to be effective on a regional and global bases until the end of the World War II. The Mongol Empire was made up of different peoples and tribes. Although the founding father of the Mongol Empire was Jinggis from the Borjigin clan. However, from the earliest times onwards Temujin allied with other clans and tribes. These alliances continued throughout the empire long after the death of Jinggis Qaghan. The Onggud tribe was one of the most important tribes within the Mongol empire and their members spread throughout the Mongol Empire including the Jochid Ulus and played prominent roles within the Golden Horde. Their main power mainly derived from being a consort clan of the Borjigins much like the Uighur Xiao clan of the Liao dynasty. This presentation examines the relations between the Onggud tribe and the house of Jochi as well as the roles that the Onggud tribe played within the Golden horde as administrators, generals and diplomats. Onggud tribe was in many ways a cosmopolitan tribe being Christians and belonging to the Aq Tatars with deep rooted relations with the Shatuo Turks in North China. They not only acted as agents of interaction between the steppe and China, but also between the steppe and the west due to their Christian background. It is no wonder that Rabban Savma who was sent to Vatican as a missionary from China came from the Onggud tribe. In this respect, study of the Onggud tribe and their role within the Golden Horde and the Mongol Empire will contribute to the study of the Mongol history further.

Following the Death of Jinggis Khan, the Mongol Empire continued its unity for a period of four rulers, Ögedei and his son Güyük, Möngke and his younger brother Khublai. Khublai was the last Mongol Khan to be recognized universally as the Great Khan within the Mongol realm, but by his death, the Mongol Empire had already dissolved into smaller Khanates and the Mongol civil war that not only devastated the pax Mongolica but also ended the Mongol supremacy in Eurasia had already started. This paper focuses on the Mongol court politics during the Ögedeid rule during which the four different Jinggisid houses became irreconcilably separate political entities.
