This paper explores multiple and variegated environmental subjectivities through the case study of ecotourism development in Jeungdo, South Korea. Drawing on Foucault’s work on governmentalities, recent studies on “multiple governmentalities” explore the complex and situated operation of power in contemporary environ- mental governance. However, limited attention so far has been paid to how multiple governmentalities are experienced by those who are governed. By bringing multiple governmentalities and recent discussions of environmental subjects together, this paper reconfigures environmental subjectivity as multiplicity, from which a variety of subject positions beyond the plan of the governing authorities can emerge. It first examines how local residents of Jeungdo shape their environmental behaviours through multiple governmentalities of ecotourism. It pays particular attention to the ways in which local residents conform, contest, and manipulate governmental programmes, while making references to the site-specific context related to the experience of the developmental state. It then discusses the coexistence and interplay of various, contradictory, and surprising positions of environmental subjects – which I call “multiple environmental subjects” – in relation to the capacity of local residents in the operation of environmental governmentalities. This paper argues that environmental subjectivity is a variegated process in which local residents negotiate governmental programmes in various and creative ways.

Animals have recently become an important part of South Korean social and politi- cal life. The number of pets has rapidly increased, while the government has in- troduced a series of animal welfare and biosecurity policies. However, unlike “the animal turn” of the society, the Korean geographical scholarship has so far remained uninterested in human-animal relations. Such silence on animals provides a stark con- trast to Anglophone geographies within which animal geography has established itself as a sub-discipline of human geography. As a way of addressing the animal gap in Korean human geography, this paper discusses key concepts and seminal work of animal geographies. It first outlines the disciplinary development of animal geog- raphies during the past two decades. It then reviews key approaches to human-animal relations: animals as social construction and production; relational approaches; and more-than-human biopolitics. Then it considers four selected themes in recent studies of animal geographies, paying particular reference to South Korean animal controversies. These themes are related to methods, ethics, political economy and animals’ geographies.
반려동물 사육인구 천 만 명을 넘어서면서, 최근 한국사회에서 동물에 대한 대중적·정책적 관심이 빠른 속도로 높아지고 있다. 그러나 국내 인문지리학 연구에 서 동물은 아직까지 본격적인 연구 대상으로 다뤄지지 못하고 있다. 이 같은 동물 에 대한 ‘침묵’은 동물지리학이 인문지리학의 한 분야로 자리 잡은 영미 지리학계 의 상황과 대조된다. 지난 20여 년간 동물지리학자들은 비인간 동물의 행위성 (agency)과 인간-동물의 감응적(affective) 상호작용을 탐색함으로써 동물지리학을 인 간 너머 지리학(more-than-human geography)의 이론적·경험적 프론티어로 발전시켜 왔다. 특히 이들은 인간과 구별되는 동물의 차이를 존중하고, 이를 번성(flourishing) 케 할 것을 요구하는 혁신적 인간-동물 관계를 모색해 왔다. 이는 인간과 동물의 유사성에 주목하고 동물 학대의 종식을 목표로 하는 현실 동물 해방 운동의 입장 과 구분된다. 이 논문은 한국 인문지리학 연구의 지평을 인간-동물 관계로 확장하 기 위한 탐색적 연구로, 영미 동물지리학의 연구 동향을 소개하고, 국내 동물지리 학 연구가 개입할 수 있는 지점들을 검토해 보고자 한다. 먼저, 1990년대 중반 영 미 인문지리학에서 출현한 ‘새로운’ 동물지리학의 발전 과정과 특징을 살펴본다. 이어 영미 동물지리학에서 발전시켜 온 주요 이론적 접근법(사회적 생산·구성주의 적 접근, 관계적 접근, 생명정치적 접근)을 대표 연구 성과와 함께 소개한다. 마지 막으로, 최근 영미 동물지리학 연구의 주요 쟁점 네 가지를 소개하고, 국내 동물지 리학 연구가 개입하고 발전시킬 수 있는 지점들을 살펴본다.

Whale-watching tourism is widely regarded as a manifestation of the transition from whale hunting to whale protection. However, in Jangsaengpo, South Korea, watching whales and eating whale-meat occur side by side for tourism purposes. Here, the concurrence of the two seemingly conflicting practices is legitimated through the by-catch which enables eating without killing by using 'accidentally' caught whales for meat. Bringing together ontological discussions of multinaturalism and the topological analysis of space, this paper examines the ways in which spatial relations are performed to produce multiple whale ontologies within Jangsaengpo's whale tourism. It specifically unfolds diverse geographical connections (from Japan to the US), and their interactions, which enact whales in Jangsaengpo as a multiplicity – what I call 'the whale multiple'. This paper first traces Jangsaengpo's historical and contemporary whale-related geographical connections through which an array of actors and entities are enrolled into, and transformed, within the assemblage of whale tourism. It then considers the spatial politics exercised through the by-catch, which configures a concurrence of conflicting whale ontologies. The paper discusses the political implications of the whale multiple which suggests strategic living with different ontological worlds as a way of moving beyond the killing–protecting antagonism. By illustrating the spatial production and configuration of ontological multiplicity, this paper engages with the spatial dimension of the multinatural theorisation of nature.

In South Korea, ecotourism is now considered as a useful policy instrument that can deliver both conservation and development. However, critical approaches to ecotourism have yet been scarce in South Korean social science scholarship. This paper aims to address this gap by offering green governemtnality as a way to examine environmental politics of ecotourism in South Korea. Drawing on Foucault’s innovative understandings of power and government, Foucauldian social scientists have theorized environmental practices such as ecotourism as ‘a form of governing’―i.e. governmentality―, which shapes particular ways of thinking about and relating to nature. This paper is in a three-fold. It first traces the genealogy of ecotourism development in South Korea, identifying its unorthodox characteristics such as the national scale and the leadership of the state. It then reviews key social science approaches to ecotourism and considers their utilities to study the unorthodox aspects of South Korean ecotourism. Focusing on green governmentality, the paper examines its key concepts, analytical tools and axis with a view of offering an analytical template to deploy this approach in the analysis of the South Korean cases. From the green governmentality perspective, ecotourism in South Korea can be viewed as a form of green governmentality of the post-developmental state as well as ‘actually existing neoliberalism’. In this regard, this paper argues that green governmentality has methodological utility for path-dependent analyses of South Korean ecotourism.
지난 20여년 간 생태관광은 한국 사회에서 환경 보전과 경제적 발전을 동시에 달성할 수 있는 효과적인 정책적 도구로 부상했다. 그러나 생태관광에 대한 국내 사회과학계의 논의는 아직까지 생태관광 전략 수립과 평가에 한정돼 있는 실정이다. 생태관광의 개념과 실천에 대한 비판적 사회과학연구가 필요하다는 인식에서 출발, 필자는 본 논문에서 녹색통치성(green governmentality) 논의를 활용해 한국 생태관광의 정치적 전략과 성격을 고찰하기 위한 탐색적 연구를 실시한다. 녹색통치성 논의는 푸코의 통치성 이론을 환경 분야로 확장해, 생태관광과 같은 환경 관리 장치를 특정한 ‘환경 주체(environmental subjects)’를 생산하기 위한 생명정치적 통치로 이해한다. 논문은 크게 세 부분으로 이뤄져 있다. 먼저, 한국 생태관광의 발생 과정을 추적하고, 서구―제3세계의 일반적 모델과 구별되는 한국 생태관광의 정치적, 지리적 특징을 살펴본다. 이어, 생태관광에 대한 주요 사회과학적 접근법 (이해 당사자 이론, 정치생태학적 논의, 녹색통치성 논의)을 차례로 검토한다. 마지막으로, 녹색통치성 논의의 활용에 초점을 맞춰, 이론적 토대가 되는 푸코의 권력과 통치성 개념을 살펴보고, 한국 생태관광의 통치성 분석에 활용할 수 있는 다양한 분석의 차원(aspect)과 축(axis)을 탐색한다. 본 논문에서 필자는 한국 생태관광의 발생과 작동 방식을 발전주의 국가에서 후기 발전주의 국가로의 이행이라는 한국 사회의 경로의존적 맥락에서 이해할 것을 제안하고, 이같은 분석을 위한 녹색통치성 논의의 유용성을 강조한다.
