She ... moreZeynep GUNAY is faculty at the Department of Urban and Regional Planning of Istanbul Technical University [ITU]. She holds a bachelor degree in City and Regional Planning from the Middle East Technical University [2001]. She was awarded diploma with commendation from the Institute of Housing and Urban Development Studies [IHS Rotterdam, 2003] for the completion of Inner City Development and Housing in Transitional Economies Programme with MATRA Netherlands Ministry of Foreign Affairs Fellowship. She received her first MSc degree with a specialisation on urban conservation [ITU, 2004] and her second on regeneration studies [Cardiff University, 2007]. She attained the title of PhD with her thesis on the sustainability of historic landscapes within the context of neoliberal urbanism [ITU, 2011]. She was appointed as an academic lecturer in 2011 in the very same department she had been working as a research assistant between 2001-2010; and received the title of associate professor in 2013. She serviced as a visiting lecturer in Bauhaus-Universität Weimar Institut für Europäische Urbanistik [2013], Universite Pierre Mendes France Institut D'urbanisme de Grenoble [2014] and Universitat Internacional de Catalunya [2015]. She coordinated the module of <socio-economic and cultural challenges> in Technische Universität Darmstadt [2013-2014] and <sustainable urban conservation> in Universitá degli Studi di Roma Tor Vergata [2014-2015] under the Mundus Urbano MSc in International Cooperation and Urban Development and MESCI Master in Development Economics and International Cooperation. Her major areas of interests are urban conservation and urban regeneration/renewal theories and policies. Through her scholarly works, she questions the vicious relationship between conservation vs regeneration with reference to globalisation and neoliberal planning agenda; and she explores critical heritage studies including the conceptual framework based on identity, memory, heritage industry, heritageisation, inclusive conservation and right to the heritage. Besides her undergraduate and graduate courses being taught in the Department of Urban and Regional Planning including <Comparative Studies of Urban Planning, Transformation of Urban Systems, Urban Renewal>; she services as a Master and PhD supervisor and co-supervisor in ITU, Bauhaus-Universität Weimar and University of Applied Sciences Frankfurt am Main. Through her taught courses, she also investigates diverse dynamics in the transformation of urban systems <public space, cultural industries, public realm>, with a specific interest upon urbanisation trends and threats in diverse world urban regions. She is the Erasmus Coordinator of ITU Department of Urban and Regional Planning. She has several international and national research and implementation projects including <Prizren Municipal Development Plan> under the supervision of UN-Habitat [2012] and UNESCO supported <Istanbul Historic Peninsula Conservation Project> [2003], which was awarded a Medal in in European Union Prize for Culture Heritage/Europa Nostra Awards 2004. She was also awarded with the Emerald Literati Network Outstanding Reviewer [2012] and ISoCaRP’s Gerd Albers Award [2015]. She is the member of International Council on Monuments and Sites [ICOMOS] and Bureau Member of International Society of City and Regional Planners [ISoCaRP] as the Head of Turkish National Delegation.edit

Koruma geçmişin devamlılığını sağlama amacını taşımaktadır. Ancak bu amacın eyleme dönüştürülmesi sürecinde kaçınılmaz olarak hem korumanın ve korunanın kendi normatif yapısından kaynaklanan hem de korunanın güncel ekonomi-politik gündem çerçevesinde farklı algılanma biçimlerinden kaynaklanan çatışma ortamını da beraberinde getirmektedir. Bu çatışmaların başında korumanın kalkınmaya ve değişime karşıt olduğu inancı yatmaktadır. Çatışmaların çözümü ise mirasın yaşayabilirliğinin sağlanması gereksinimi, sosyo-kültürel ihtiyaçlar ve ekonomik çıkarlar arasında dengenin sağlanması; diğer bir deyişle, korumanın eylem yerine bir süreç olarak kurumsallığını sağlayacak sürdürülebilir planlama ve yönetimin uygulanabilirliğinin sağlanması ile mümkündür. Bu kapsamda öncelikle neden koruyoruz sorusunun yanıtlanması, sonrasında ise güncel ekonomi-politik gündem çerçevesinde çatışmalara izin vermeyecek şekilde nasıl korumalıyız sorusunun tartışılması gerekmektedir. Bu bölümün amacı da planlama disiplini ile yeni tanışan öğrencilere, korumaya duyarlı planlama çalışmaları için kavramsal bir rehber oluşturmaktır. Bu kapsamda bu bölümde kentsel ölçekte koruma kavramı ve değişen kapsamı irdelenecek, koruma – kalkınma, devamlılık - değişim ilişkisi ve ikilemi çerçevesinde tarihi çevrelerin sürdürülebilirliğinin sağlanmasına yönelik olarak koruma planlaması ve yönetimi kavramsal, politik ve yönetsel boyutlarıyla tartışılacak, kentsel ölçekte koruma anlayışının kentsel planlama ile ilişkisinde gündeme gelen ekonomik, sosyal ve politik mücadele konu alanları riskleri ve fırsatları ile ortaya konacaktır.

The paper aims at presenting a critical appraisal on Turkey’s quest for urban renewal under the threat of man-made disasters, through a special consid- eration on historic urban landscapes, and particularly its world heritage sites. It deals with how policies designed to mitigate earthquake risk and provide quality of life in the transformation of historic urban landscapes turn into tools of extensive clearance of spatial, social and cultural fabric with the experiences from Istanbul. The paper hopes that the lessons learned from Istanbul’s experience provide a medium to discuss the severe challenges and their resolving instruments associated with natural revanchist disasters as well as man-made disasters, especially in developing countries and in the sites with outstanding common heritage values such as Kathmandu.

This paper presents the learning outcomes of ‘The Re-PUBLIC Workshop: Remaking the Public Space’, which took place in Istanbul as part of European Union Life Long Learning Erasmus Intensive Programme 2014. It focused on complex and diversified layers of public space within the context of the place-making logic. Istanbul’s Taksim region including the Taksim Square, Gezi Park and Istiklal Street acted as the core problem area with its disintegrated and segregated physical and cultural territorial borders. The participants were invited to develop their own understanding of public space and jointly produce their own place-making strategies on possible alternatives for the process of planning, designing and implementing change in public spaces in accordance to their scope, use and meaning. As a result, the Re-PUBLIC Workshop tested a number of innovative research and planning methods to improve teaching in planning and design studies. A major impact was expected from the cross-country approach and joint-learning. It is hoped that the experience of Re-PUBLIC will provide a critical medium of knowledge transfer in design education.

While the term "urban regeneration" has become a catchphrase in Turkey over the past two decades, the historic neighbourhoods have turned into valuable resources in line with the rise of neo-liberal urban policy and planning agenda. Especially the enactment of the Law on the Protection and the Revitalisation of Deteriorated Historical and Cultural Immovable Assets through Renovation and Regeneration (Law no. 5366) in 2005 has introduced a major challenge for the future planning histories of major cities. Hence, it has turned into a social exclusion instrument in the hands of ambitious central and local governments in the need for re-creating "global" and "competitive" cities. Among the threats of this process are socio-spatial polarisation and segregation, social exclusion, and displacement. The paper attempts to provide a brief critical commentary on the reimagining of heritage through the mnemonics of conflict. Regarding the politicisation of heritage upon a process of continuous construction and destruction, Lefkoşa/Nicosia’s divided historic urban landscape is located as a medium to discuss the reformation of collective identities and memories within a contested space and a contested society. The discussion is constructed upon an empirical cross-evaluation of the mnemonics of official and narrated memories, so as heritage.
