    Sukuk Negara is one of the sharia-based financing instruments issued by the government to meet the budget deficit. This study aims to identify priority issues in the development of Sukuk Negara to enhance the role of Sukuk Negara in supporting government infrastructure financing. From the results of data management using the Analytic Network Process (ANP) method, it is known that several priority problems include the issuance of Sukuk Negara financing limited to central government projects, the lack of quality and quantity of Islamic finance human resources compared to conventional finance, and the low interest in public investment in Islamic financial instruments. The priority of the solution is the need to make regulations that allow Sukuk Negara to finance PPP project financing schemes, increase innovation and quality of sukuk products so that they are able to achieve the set targets, and foster public investment interest.     The implementation of a deficit budget policy encourages the government to innovate sources of financing. Among these innovations is the issuance of Sukuk Negara. The role of the Sukuk Negara to be encouraged in order to make a greater contribution to development.     As an effect of the economic crisis in 1997-1998, the Government of Indonesia has issued 650.000 billion rupiah of government bonds to restructure banks. These bonds called recapitalization bonds. Problems surface when the maturity date of bonds is in 2004 to 2009. That will burden the state budget (APBN). To overcome that problem, the Government of Indonesia implements the Debt Switching Policy in 2002 and 2003.     Sukuk Negara has become a part of budget financing instruments since 2008. After implementation of this financing instrument for eight years, the total issuance of Sukuk Negara was Rp565 trilion as of November 2016. With the increase of Sukuk Negara issuance, it is necessary to evaluate whether this issuance policy has been implemented accordance with the purpose of issuance as mandated by the law of Islamic Bonds (SBSN), and what will be the impact of Sukuk Negara issuance to the Indonesian economy. This research uses a descriptive qualitative methodology. The research revealed that the issuance of SBSN was in accordance with its purpose, which were to finance the budget deficit and to finance the development of government projects.
