- Kırkayak Kültür, since its establishment in 2011, organizes social, cultural and art activities to help to empower of... moreKırkayak Kültür, since its establishment in 2011, organizes social, cultural and art activities to help to empower of socially and culturally disadvantaged groups at risk, and to integrate society in dialogue and solidarity to end prejudices and discrimination against these groups. Besides, Kırkayak Kültür carries out social, cultural and art activities; studies on humanitarian issues caused by political and social circumstances in Middle East in addition to existing issues as immigration, being a refugee, disadvantaged groups and cultures, also findings are presented to people nationwide and worldwide.
Kırkayak Kültür currently hosts its culture-arts and migration studies in two separate locations in Gaziantep City: “Kırkayak Kültür – Art Center” and “Kırkayak Kültür – Center for Migration and Cultural Studies”.
Kırkayak Kültür, aims to improve and extend the cooperation between the artisans, culture-arts activists and non-governmental organizations in Turkey, the Middle East and Europe. Accordingly, it cooperates artisans, non-governmental organizations, municipalities and local initiatives. Kırkayak Kültür started right based activities and studies after the refugee crisis due to conflicts in Syria. Kırkayak, especially, aims to help people of Syria and Turkey living together in harmony. Kırkayak Kültür developed various projects aiming women from Syria and Turkey to live together with equal rights and justly, and continues to develop new projects.
Kırkayak Kültür, after the refugee crisis due to conflicts in Syria, started right based activities and studies for Syrian refugees who had run away from war and conflicts. Kırkayak Kültür tries to base “Works with migrants and refugees,” which are developed from “right to asylum is a human right” upon philosophical works ranging from Kant to Derrida and content of hospitality, cosmopolitism, and the rights of others. With all the projects and activities categorized under “Works with migrant and refugees”, Kırkayak Kültür attempts to form a philosophical basis for asylum and immigration and to open the transformations of citizenship pivoted around Syrian refugees up for discussion.edit

and impacts of Turkish and Syrian women›s participation in paid work outside the home, focusing on gender and intergroup relations. This effort to understand is made from an analysis perspective that is generated at the intersection of macro policies, political and economic contexts, and social gender regimes.
Background: This study was carried out in a political and economic environment of intense political polarization and oppression, rising economic crisis and increasing poverty in Turkey. Synchronously, hate speech, discrimination, racism, and attacks against Syrian refugees are on the rise. In addition, we are in a process in which the impact of the COVID19- pandemic has deeply affected and injured all world societies.

This report aims to contribute to the literature by revealing the present state in regard to the problems faced by Dom and Abdal children in terms of accessing education within the context of the project titled “Being educated is a distant dream to us.” Dom and Abdal Children’s Education in Turkey: The Cases of Gaziantep and Şanlıurfa” carried out by Kırkayak Kültür. Furthermore, it aims to open to discussion the field meanings of “ensuring” their rights to education as in the national and international conventions and legislations, and how such meanings emerge or not emerge in practice. The purpose of the study is to reveal Dom and Abdal children’s relationship established with the school, their enrolment and attendance to school in the perspectives of the families, children and schools. Our objective consists of both seeing the meaning of education for the children and the families, and compare through the interviews with schools to see whether or not such meanings have any substance to them.

In the last 50 years, Dom communities living in Middle East had started to settle in “migration locations” at peripheral parts of cities, where they had been camping for centuries, due to shrining market of their occupations which require a nomadic lifestyle. The war, conflict, and violence continuing in the region for years displaced Dom communities. Although they had never been a party to any war, Dom communities living in Middle East were subjected to violence and forced migration due to civil wars and conflicts continuing in this region for decades. Especially the conflict environment in Syria forced Dom communities and other peripatetic communities living in this country to seek asylum in neighboring countries. Such communities seeking asylum in countries such as Lebanon, Jordan, Iraq, and Turkey have became disadvantaged within migration programs and policies in these countries compared with mainstream refugee groups and have been subjected to discrimination and exclusion due to anti-Roma attitudes. Defenseless and marginalized by both the host state and community and mainstream refugees in countries where they live, these communities experience problems related to access to services and are discriminated and excluded by society. Civil insurrections referred to as “Arab Spring”, which started in 2010, the political and social change in Middle East countries, civil war, and conflict environment have made their lives more and more difficult. Having adopted a sedentary life after their migration locations, neighborhoods, and homes where they had been living for centuries were seized, these communities are now forced back to a nomadic lifestyle.

مجتمع الدوم, هو واحد من المجتمعات المتنقلة التي تعيش في الشرق الأوسط مع الشعوب الأخرى ويطلق عليها أسماءا مختلفة مثل الغجر, النور أو الأقباط. تاريخيا فإن المجتمعات المتنقلة هي شعوب رحالة أو شبه رحالة تعمل بتزويد أدوات العمل للشعوب التي تعيش معها في مجتمعات ما قبل الثورة الصناعية وعادة يحافظون على ثقافاتهم الشفوية والموسيقية ويعملون بالطب الشعبي مثل طب الأسنان والختان وفي مجالات الترفيه مثل السيرك وترويض الخيول والألعاب البهلوانية والموسيقي والرقص والحرف التقليدية الأخرى مثل الحدادة والصفيح وصنع المجوهرات وصنع السلال وصنع الغربال وأعمال الجلود ويتلقون المواد الغذائية مقابل تلك الخدمات. خصوصا في الـ 50 عاما الأخيرة, ومع الثورة الصناعية والمصانع والورشات الكبيرة ومأسسة التصنيع أصبحت الصناعات الحرفية التقليدية للمجتمعات المتنقلة بالية. وقد طورت هذه المجتمعات إستراتيجيات جديدة للحياة وتحولت إلى مهن أخرى مثل جمع الخردة والمخلفات والعمالة الزراعية الموسمية وصبغ الأحذية وكحمالين وبائعي زهور أو كباعة متجولين لقاء أجور يومية وبشكل غير رسمي. خلال السنوات الـ 50 الأخيرة بدأ كثير من الدوم الذين يعيشون في الشرق الأوسط في الإستقرار في "مناطق الهجرة" على أطراف المدن حيث أقاموا مخيماتهم لعدة قرون وكان هذا بسبب تقلص أسواق حرفهم التي تتطلب الترحال. كانت الحروب والنزاعات والعنف التي إستمرت في المنطقة لسنوات سببا في تشريد مجتمعات الدوم. أجبرت فترة النزاعات والحروب الداخلية التي استمرت لعشرات السنين في الشرق الأوسط مجتمعات الدوم على الهجرة من أماكنهم رغم أنهم لم يكونوا طرفا في أي حرب. بشكل خاص كانت النزاعات التي تحدث في سوريا سببا في سعي مجتمعات الدوم والمجتمعات المتنقلة الأخرى للجوء إلى الدول المجاورة. تعرضت هذه المجتمعات التي لجأت إلى لبنان والأردن والعراق وتركيا لظروف غير ملائمة وفق برامج وسياسات الهجرة السائدة في تلك الدول مقارنة مع مجموعات اللاجئين الأخرى, وأصبحوا يتعرضون للإقصاء والتمييز بسبب المعاداة للغجر. وأصبحت هذه المجتمعات الضعيفة والمهمشة من قبل البلد المستضيف والمجتمع وأيضا من قبل اللاجئين الموجودين في البلد التي يعيشون فيها؛ تواجه مشاكل في الوصول إلى الخدمات, كما أصبحت تتعرض للإقصاء والتمييز من قبل المجتمع. أدت إنتفاضات الشعوب التي بدأت عام 2010 والتي أطلق عليها إسم "الربيع العربي" والتغيرات التي تأثرت بها دول الشرق الأوسط بسبب الحروب الداخلية والبيئة المتضاربة والتغيرات السياسية والإجتماعية إلى جعل حياة هؤلاء الناس أكثر صعوبة. فبعد أن تحولت هذه المجتمعات إلى حياة الإستقرار ومع الإستيلاء على أماكن هجرتهم التي إعتادوا عليها لمئات السنين وأحيائهم ومنازلهم أجبرت هذه المجتمعات على العودة إلى حياة الترحال من جديد.

Dom Toplumu, Ortadoğu coğrafyasında diğer halklarla birlikte yaşayan, Çingene, Nawar, Ghajar, Kıpti gibi jenerik isimlerle adlandırılan, peri-patetik topluluklardandır. Peri-patetik topluluklar tarihsel olarak sanayii üretimi öncesi toplumlarda, birlikte yaşadıkları halklara, iş aletleri üreten, çoğu zaman sözlü ve müzikal kültürlerinin taşıyıcısı olan, dişçilik, sünnetçilik, gibi geleneksel halk hekimliği, sirk, hayvan terbiyeciliği, cambazlık, müzisyen, dansçı gibi eğlence alanında çalışan, demircilik, kuyumculuk, kalaycılık, sepet, kalbur, deri işlemeciliği, gibi pek çok farklı alanda geleneksel zanaatları icra edip, hizmet veren ve bu hizmetlerin karşılığında besin – gıda maddeleri alan, göçebe – yarı göçebe topluluklardır. Özellikle son 50 yılda, üretim ilişkilerinin gelişimi, sanayi devrimiyle birlikte hızlanan seri üretim ve atölyeler, fabrikalar gibi üretimin kurumsallaşması Peri-patetik toplulukların geleneksel zanaatlarını büyük ölçüde geçersiz kılmıştır. Topluluklar yeni iş alanlarına yönelmiş, hurda-atık toplayıcılığı, mevsimlik tarım işçiliği, ayakkabı boyacılığı, hamallık, çiçekçilik, seyyar satıcılık gibi, gündelik işler yaparak, çoğunlukla kayıt dışı alanlarda çalışarak, yeni yaşam stratejileri geliştirmişlerdir.
