The aim of this report is to help forge more effective partnerships between and within the environmental justice movement and the philanthropic community. In particular, the report should serve as an important educational tool for current and potential funders by: (1) providing information regarding the importance and accomplishments of the environmental justice movement over the last ten years, including those of the strategic networks; (2) demonstrating the gross underfunding the movement by the philanthropic community in general, and the Environmental Grantmakers Association membership in particular, in relation to other segments of the environmental movement; (3) providing recommendations as to which grantmaking practices would be most appropriate given the structure and needs of the movement, (4) discussing the importance of diversity and inclusive practices in foundation settings for improving environmental grantmaking practices and for overcoming the funding barriers currentl...

The environmental justice literature convincingly shows that poor people and minorities live in more polluted neighborhoods than do other groups. These findings have sparked a broad activist movement, numerous local lawsuits, and several federal policy reforms. Despite the importance of environmental justice, the topic has received little attention from economists. And yet, economists have much to contribute, as several explanations for the correlation between pollution and marginalized citizens rely on market mechanisms. Understanding the role of these mechanisms is crucial to designing policy remedies, for each lends itself to a different interpretation to the locus of injustices. Moreover, the different mechanisms have varied implications for the efficacy of policy responses-and who gains and loses from them. In the first book-length examination of environmental justice from the perspective of economics, a cast of top contributors evaluates why underprivileged citizens are overexposed to toxic environments and what policy can do to help. While the text engages economic methods, it is written for an interdisciplinary audience.

But not all citizens bear the “externalized” social and ecological costs of American business equally. The working poor and discriminated ethnic groups suffer much more than others by this unsustainable forms of production. A growing movement for Environmental Justice combines social and ecological claims. But it will have to attack not only the distribution of the pollution and the danger but also the capitalist form of its production.
