- Eduardo Escalante is an archaeologist and cultural heritage manager specialized in the development of strategies for ... moreEduardo Escalante is an archaeologist and cultural heritage manager specialized in the development of strategies for the management of archaeological sites (urban and non urban), management plans for archaeological and heritage sites, and archaeological sites interpretation. He was born in Yucatán, and he lives in Mexico City.
He received the degree of Bachelor in Archaeology (Hons) from the Autonomous University of Yucatán in 2010, and the degree of Master in Arts with honours in Management of Archaeological Sites from the Institue of Archaeology, University College London (2012-2013). He had recieved grants to fulfill his studies: the PIMES-2008 scholarship for studies in the University of Seville in 2008, PRIORI-2009, and the UCL-Santander grant, UCL-Mexico fellowship grant and the CONACyT (Mexico's National Council of Science and Technology) schollarship for his MA studies. He also recieved a governmental grant from JICA (Japan International Cooperation Agency) and participated in the international training course "Tourism Development through Appropriate Management of World Heritage Sites" in Kyoto, Japan (2016).
He has taken several workshops and trainging courses about anthropological and digital photography, cultural journalism, taphonomy, management plans integration, and public studies in museums and sites. He has collaborated with national and international organizations and institutions such as Urban Development Department of Merida’s Municipality (2009-2010), the National Institute of Anthropology and History in Yucatán (2007, 2010, 2011), Davidson and Millsaps Colleges (2008), INAH’s Archaeological Rescue Department (2011-2012), Greater London Archaeology Advisory Service of English Heritage (2012), and two field work seasons (Bukhara in 2013 and Samarkand in 2015) on the Transnational Project “World Heritage Management: the Silk Roads Penjikent-Samarkand-Poykent Corridor” with UNESCO Uzbekistan, office in Tashkent. Recently he participated in a field season in 2019 as World Heritage consultant in Turkestan, Kazakhstan with the International Institute for Central Asian Studies and UNESCO. Among his academic interests are Public Archaeology approaches to archaeological heritage and museums. He has collaborated with the Cultural Center of Spain in Mexico as a curator of the visual exhibition "El patrimonio arqueológico de la Ciudad de México" (2015) and recent collaboration (2019) as curator of the site museum of Mixcoac, and archaeological site in Mexico City.
Eduardo Escalante has participated in several national and international conferences on cultural heritage, archaeological heritage, world heritage, cultural management and museums. He represented the National Institute of Anthropology and History in the International Symposium of the ICOMOS Scientific Committee of Heritage Documentation (CIPA) in Ottawa and the International Taihe Forum for the Protection of World Ancient Civilizations, in the Palace Museum, Beijing, both in 2017.
Currently he works as the Director of the Anthropology and History Museum of the State of Mexico, after six years as the head of department of the Archaeological Zones Management Planning Department since 2014, in the Sites Operation Department of the National Institute of Anthropology and History. He is part time professor at the Department of Architecture and Urbanism in the Universidad Iberoamericana and member of the Academic Committee of the Network on Digital Technologies for Promotion of Cultural Heritage (TDPC-CONACyT).edit

World Heritage Volunteers es un programa de Educación para el Patrimonio Mundial de la UNESCO, que en 2008 se puso en marcha como Iniciativa de Voluntarios del Patrimonio Mundial (WHV), en colaboración con el ComitéCoordinador del Servicio Voluntario Internacional (CCSVS), para movilizar e involucrar a los jóvenes y las organizaciones juveniles en la preservación del Patrimonio Mundial (http://whc.unesco.org/en/whvolunteers).
En la Zona Arqueológica de Teotihuacán del Instituto Nacional de Antropología e Historia de México se ha tenido la experiencia de participar desde finales de 2012 y principios de 2013 de manera indirecta y en 2015, 2016 y 2017 (tres años) de manera directa como proyecto naciente en el sitio. El proyecto fue denominado Young Guardians of Teotihuacan, experiencia que ha involucrado a 16 voluntarios internacionales de 8 países y a 47 voluntarios nacionales de escuelas cercanas al sitio arqueológico como son bachilleratos tecnológicos y universidades como la del Estado de México y el estado de Hidalgo con énfasis en la Licenciatura en Turismo, para monitorear a 107 niños y adolescentes que se incorporan cada año a esta experiencia.
El proyecto ha evaluado la participación de los becarios y el impacto que ha marcado en las concepciones que se tenían del sitio a través de dos líneas de acción, como son los becarios y los participantes, ambos Guardianes de Teotihuacán. En este trabajo se presenta el resultado cuantitativo y cualitativo de las experiencias obtenidas durante estos cuatro años.

The historic cities of Uzbekistan are an irreplaceable legacy of the Silk Roads. Currently, Uzbekistan counts with four UNESCO World Heritage Properties, with hundreds of historic monuments and traditional historic houses. However, lack of documentation, systematic monitoring and a digital database, of the historic buildings and dwellings within the historic centers, are threatening the World Heritage properties and delaying the development of a proper management mechanism for the preservation of the heritage and an interwoven city urban development. Unlike the monuments, the traditional historic houses are being demolished without any enforced legal protection, leaving no documentation to understand the city history and its urban fabric as well of way of life, traditions and customs over the past centuries. To fill out this gap, from 2008 to 2015, the Principal Department for Preservation and Utilization of Cultural Objects of the Ministry of Culture and Sports of Uzbekistan with support from the UNESCO Office in Tashkent, and in collaboration with several international and local universities and institutions, carried out a survey of the Historic Centre of Bukhara, Itchan Kala and Samarkand Crossroad of Cultures. The collaborative work along these years have helped to consolidate a methodology and to integrate a GIS database that is currently contributing to the understanding of the outstanding heritage values of these cities as well as to develop preservation and management strategies with a solid base of heritage documentation.

Durante los últimos años el Instituto Nacional de Antropología e Historia (INAH) ha impulsado y fortalecido la planeación para el manejo y gestión de sitios patrimoniales como una política orientada a potenciar la salvaguarda de los bienes y valores culturales que son expresión de la diversidad cultural de nuestro país. Para la Coordinación Nacional de Arqueología (CNA) es imperativo revisar el alcance e impacto de estas políticas y apuntar su fortalecimiento desde la perspectiva de la disciplina y práctica arqueológica, la participación de los sectores académicos, administrativos, jurídicos, sindicales y en general de toda la institución.
Así, bajo estos principios institucionales, la Dirección de Operación de Sitios (DOS) representa la continuidad de estos procesos de planeación, operación e implementación de lineamientos para la evaluación y condiciones de infraestructura y señalización en zonas arqueológicas con visita pública. Estas acciones se realizan desde una perspectiva integral, en búsqueda y modelos del manejo del patrimonio arqueológico.
Así, bajo estos principios institucionales, la Dirección de Operación de Sitios (DOS) representa la continuidad de estos procesos de planeación, operación e implementación de lineamientos para la evaluación y condiciones de infraestructura y señalización en zonas arqueológicas con visita pública. El trabajo especializado en la Dirección de Operación de Sitios (DOS) ha permitido en los últimos años, obtener un mayor alcance en asuntos de índole internacional, tanto para la cooperación como para la construcción de capacidades. Este último rubro ha sido una actividad relevante para la Coordinación Nacional de Arqueología (CNA) en años recientes, lo que ha permitido que profesionales especializados en el manejo de sitios patrimoniales adquieran los conocimientos necesarios, mediante programas académicos e intercambios institucionales en el extranjero, y aplicar lo aprendido en las labores pertinentes.
En el presente texto se sintetizan la participación (tanto técnica-práctica como académica) y cooperación internacional de quien suscribe durante agosto y septiembre de 2016 en Japón como personal activo de la DOS, y con el respaldo y la confianza de la CNA.

Estos documentos los institucionalizó la DOS a partir del año 2000; sin embargo, los antecedentes de su elaboración para zonas arqueológicas en México arrancan en 1994 con el plan de manejo de Sierra de San Francisco. Con base en la experiencia acumulada del proceso de elaboración y ejecución de estos documentos, la DOS a contribuido al cumplimiento de las responsabilidades institucionales de manejo y operación de zonas arqueológicas abiertas a la visita pública administrando la elaboración de estos documentos. Sin embargo, es importante señalar que los procesos cambiantes, de acuerdo con la transformación del contexto administrativo-institucional bajo el cual estos documentos se han elaborado, han sido determinantes para la definición de estrategias homogéneas y de carácter riguroso en la elaboración y reconocimiento normativo de los planes de manejo en cuestión.

In this article we point out the general strategies for the management of archaeological heritage in Mexico through the Sites Operation Department of the National Institute of Anthropology and History (INAH). This department is responsible for the development of strategies for the management and operation of the archaeological sites opened to the public in the country (187 archaeological sites in total), as well as for the consultancy on the matters of the management of cultural resources in general. One of the main strategies within the department is the institutional legislation for the cultural resources management activities, and for the research, preservation and communication of cultural heritage, from where all the activities are oriented. These actions can be considered as a general normative background for the archaeological heritage preservation and management in Mexico. A few insights to the particular case of Yucatan are given as an example of the implementation of the institutional strategies in a regional level.
