Este proyecto aborda el tema de la seguridad fronteriza entre México y Guatemala desde la perspectiva del Estado mexicano, mediante la exploración de la infraestructura de seguridad localizada en proximidad a la línea fronteriza. Con este fin se cartografiaron los puntos donde se encuentran los Centros de Atención Integral al Tránsito Fronterizo (CAITF) y se analizaron su lógica territorial y desarrollo en el tiempo. A partir de este acercamiento, se busca resaltar dos aspectos. En primer lugar, la vinculación del desarrollo de la infraestructura de seguridad con la adopción de políticas de seguridad inscritas en una lógica geopolítica hemisférica y, en segundo lugar, la preeminencia del control del flujo de personas como elemento articulador de la política de seguridad fronteriza del Estado mexicano. Contenido accesible en la liga http://www.rtmg.org/post/una-mirada-desde-la-infraestructura / This project addresses the issue of border security between Mexico and Guatemala from the perspective of the Mexican State, by exploring the security infrastructure located in proximity to the border line. To this end, the Centros de Atención Integral al Tránsito Fronterizo (CAITF) (Integral Attention Centers for Border Transit) (CAITF) are mapped and their territorial logic and development over time are analyzed. From this approach, we seek to highlight two aspects. Firstly, the link between the development of security infrastructure and the adoption of security policies inscribed in a hemispheric geopolitical logic and, secondly, the preeminence immigration control as an articulating element of the Mexican State's border security policy. This paper discusses the shaping of Mexican territory in the light of the power relations that moulded international politics in the 19th century. Drawing from Yves Lacoste’s geopolitical analysis, the work claims, first, that it is essential to look at the interconnections and interaction between different territorial scales; and, second, that we need to take a long-term historical view, if we are to grasp the process that led to the final configuration of Mexico’s borders.

Este capítulo explora las distintas percepciones de amenaza y riesgo en la frontera México‑Guatemala, desde la perspectiva de quienes tienen el deber de garantizar la seguridad en México. Específicamente, investiga las coincidencias y divergencias en las percepciones de amenaza y riesgo en la frontera sur, según lo expresan funcionarios mexicanos federales, estatales y municipales, que tienen —o tuvieron— entre sus funciones y atribuciones la de desempeñarse en algún área de la seguridad fronteriza. El argumento que propone el capítulo es que, más que una noción única y abarcadora de “seguridad fronteriza” y de sus amenazas y riesgos, para el caso de la frontera México‑Guatemala existen varias percepciones que difieren en función de la escala en la que se desempeñan los funcionarios del Estado involucrados en su resguardo.

Este capítulo discute la importancia creciente que cobró, a partir de los atentados del 11 de septiembre de 2001, la frontera sur de México para la política de seguridad de Estados Unidos. El trabajo pone de relieve cómo la reconfiguración de las amenazas geopolíticas y los intereses estratégicos de Estados Unidos en la frontera sur resultaron en políticas que, al imponerse sobre la política mexicana, moldearon la relación del Estado mexicano con su propia frontera, su población fronteriza y con Guatemala. El argumento que se propone es que el perímetro de seguridad estadounidense se ha consolidado y expandido territorialmente desde el fin de la Guerra Fría, independientemente de las amenazas que han justificado los tratados, las políticas y las estrategias de control fronterizo implementadas por México.

RESUMEN: Este artículo se propone elucidar algunas de las características de las identidades en América Latina contemporánea, tal como las revelan los resultados de la encuesta Las Américas y el Mundo 2014-2015. Recurriendo a la información disponible para Argentina, Brasil, Chile, Colombia, Ecuador, México y Perú, el trabajo presenta los hallazgos relativos a las identidades nacionales, supranacionales y locales arrojados por la encuesta y ofrece unas primeras líneas para su interpretación. Como resultado de este ejercicio, se aprecian importantes puntos de confluencia en las actitudes públicas de las sociedades de la región latinoamericana, pero también especificidades nacionales que conviene conocer y seguir estudiando, con miras a ampliar nuestro conocimiento acerca de las identidades y sus posibles relaciones con los distintos procesos de integración y regionalización en América Latina.

This research note aims to elucidate some of the characteristics of identities in contemporary Latin America, as revealed by the results of the survey The Americas and the World 2014-2015. Resorting to the available data on Argentina, Brazil, Chile, Colombia, Ecuador, Mexico and Peru, the paper presents the survey’s findings regarding supranational, national, and local identities and offers an initial approach to their interpretation. As a result of this exercise, the paper outlines important points of convergence of public attitudes in Latin American societies and points out national specificities that should be kept in mind and further studied, with a view to expanding our knowledge about collective identities and their possible relationship with the various integration and regionalization processes in Latin America.

This article investigates Ecuadorian public opinion on President Rafael Correa's foreign policy at the beginning of the 2010s. Based on the data produced by the survey Ecuador, las Américas y el mundo 2010, the paper contrasts the regime's stated foreign policy goals with public attitudes towards them and concludes that, while there is no full agreement between the regime's objectives and the public's preferences, President Correa's foreing policy enjoys wide acceptance, partly as a result of the president´s general popularity.
