The formula applies to the running costs of public institutions of higher education, and it was negotiated between the institutions and the Ministry of Education. Additionally, the institutions negotiate funding for investments (new buildings and equipment) with the Ministry based on their proposed development plans. The funding formula has been adapted over the years with a visible change from an initial allocation equity paradigm to an allocation efficiency paradigm. The main objective of our research is to understand how the different allocation mechanisms have affected institutional strategies and the behaviour of academics, as well as what are eventual non-intended effects of the funding mechanisms. ABSTRACT This article analyses the impacts of the Portuguese quality assurance system on academic... more ABSTRACT This article analyses the impacts of the Portuguese quality assurance system on academic cultures, using the Cultural Theory proposed by Douglas (1970, 1982) and developed by Thompson, Ellis and Wildavsky (1990) as an explanatory framework for Portuguese academics' preference formation in relation to quality assessment. The Portuguese higher education system has been undergoing a change of paradigm by moving from traditional collegial system to a legal framework influenced by New Public Management. The former institutional context, where academic collegiality was the basis of democratic decision, promoted the egalitarian way of life, where the group dimension is stronger. However, recent legislation has promoted two different logics. On the one hand it has decreased the influence of the group dimension by favouring individualistic values and beliefs. On the other, it has reinforced the grid dimension through greater centralisation of power and separation of roles of universities and polytechnics, thus promoting the hierarchic way of life. The new legislation framework has produced changes that have strongly modified traditional governance structures and mechanisms and are likely to affect academics' perceptions of quality assurance processes and impacts as much as they influence the development of beliefs and values.

Tendo por base o contributo de vários autores, nomeadamente através da análise das práticas existentes em termos de medição do desempenho em IES espanholas e das características ideais desejadas para os processos de avaliação, pelos responsáveis dos órgãos coordenadores dos Institutos Superior Politécnicos Portugueses, públicos e privados, este livro identifica as questões chave que se colocam sobre as causas, os fins e os meios da avaliação de desempenho organizacional. O livro apresenta uma proposta de modelo de avaliação de desempenho para as Instituições de Ensino Superior Politécnico (IESP), que organiza, em cinco dimensões, um conjunto de indicadores. O modelo deve ser assumido como uma ferramenta de apoio à gestão de desempenho que, num primeiro momento, ajuda a tipificar o perfil de ação predominante da IESP e, num segundo momento, a orientar o caminho estratégico a seguir. É um instrumento que ajuda à afirmação da identidade própria de cada IES politécnica e à diversidade de perfis de missão no sistema como um todo.
