Autopatrolled users are trusted to make edits on Wikidata without being checked by their peers. This permission automatically marks all of their edits as "patrolled". This flag is assigned by administrators to those who have proven, through contributions to Wikidata, that their edits do not need patrolling.
These users also have the ability to mark edits of other users (who are not either administrators or autopatrolled users themselves) as "patrolled".
Adding this right gives a user the same rights as if they were autoconfirmed, so granting them both flags is not necessary.
