It analyzes two alternative policy solutions: 1) revising existing guidelines for auditing confidential funds with DILG and LGUs; and 2) conducting joint trainings for DILG and LGUs. Based on quantitative and qualitative analyses, revising the guidelines is more viable due to its practicality and feasibility. An implementation plan is provided that establishes a technical working group to discuss and approve revised guidelines, which will then be disseminated. Monitoring and evaluation plans with indicators are also included to track progress.
