AN ORDER ORGANIZING THE ANTI-DRUG COMMUNITY SUPPORT GROUPS (CSGs) IN
BARANGAY _______, MUNICIPALITY OF NAGUILIAN, PROVINCE OF LA UNION
WHEREAS, Section 2, Article II of the 1987 Philippine Constitution provides that the State shall
maintain peace and order, protect life, liberty, and property, and promote the general welfare essential for
the enjoyment by all the people of the blessings of democracy;
WHEREAS, Republic Act No. 9165, otherwise known as the “Comprehensive Dangerous Drugs
Act of 2002,” as amended, mandates local government units (LGUs) to actively participate in the
government’s anti-drug campaign;
WHEREAS, the Dangerous Drugs Board (DDB) and the Department of the Interior and Local
Government (DILG) issued policies enjoining LGUs to establish community-based structures to
strengthen the prevention of illegal drug use, facilitate rehabilitation, and ensure aftercare and
reintegration of persons who used drugs (PWUDs);
WHEREAS, the Barangay Anti-Drug Abuse Council (BADAC) serves as the primary
implementer of drug prevention, rehabilitation, and aftercare programs at the barangay level;
WHEREAS, the organization of Community Support Groups (CSGs) in Barangay ________ is
deemed necessary to mobilize community volunteers, promote peer-based interventions, and ensure
sustained support to PWUDs, their families, and the entire barangay towards achieving and maintaining a
drug-free community;
NOW THEREFORE, I, ______________________, Punong Barangay of_________, Naguilian,
La Union, by virtue of the powers vested in me by law, do hereby order the following:
SECTION 1. Creation of the Barangay Anti-Drug Community Support Groups (CSGs).
There shall be organized Community Support Groups (CSGs) in Barangay Aguioas composed of
volunteers from various sectors of the community who shall support the implementation of barangay-
based anti-drug programs.
SECTION 2. Composition.
The CSGs shall be composed of representatives from the following sectors:

c. ________________- Faith-based organizations
d. _______________- Parents-Teachers Associations (PTAs) President
e. _______________- Senior Citizens President
f. _______________- GLAD President

h. Other concerned community members
SECTION 3. Roles and Functions.
The CSGs shall:
1. Assist the BADAC in implementing drug prevention, education, rehabilitation, and aftercare
programs;
2. Provide peer-based support, mentoring, and community-based monitoring for PWUDs;
3. Conduct advocacy campaigns to raise community awareness on the dangers of illegal drugs;
4. Serve as partners in community-based rehabilitation and reintegration initiatives;
5. Coordinate with government agencies, NGOs, and faith-based organizations in delivering support
services;
6. Submit regular reports to the BADAC regarding accomplishments, challenges, and
recommendations.
SECTION 4. Secretariat.
The Barangay Secretary shall serve as the Secretariat of the CSGs and shall maintain records, minutes of
meetings, and consolidated reports.
SECTION 5. Funding.
Funds necessary for the operation of the CSGs shall be sourced from the Barangay’s annual budget,
donations, or assistance from partner agencies, subject to existing accounting and auditing rules and
regulations.
SECTION 6. Effectivity.
This Executive Order shall take effect immediately upon approval.
