EXECUTIVE ORDER NO. 10
Series of 2023

AN EXECUTIVE ORDER REORGANIZING DESIGNATING A BARANGAY REHABILITATION REFFERAL DESK


DUTY OFFICER

WHEREAS, DILG Memorandum Circular No.2017-151 Sec. (A) (7) of DBB Regulation No. 03 Series of 2017
provides for the establishment of Rehabilitation Referral Desk in every barangay to endorse dependents
the duly authorized representatives of DDB pursuant to Article VIII of RA 9165 and pertinent issuance of
the Board;

WHEREAS, this Circular is issued to monitor compliance of barangays with the above mentioned DDB
Regulations and to ensure the inclusion of the following mandates in the BADAC Plan of Action, such as
the following;
1. Establishment of Referral Rehabilitation Desk;
2. Designation of Duty Officer;
3. Organization of House Clusters; and
4. Designation of Cluster Leader

NOW THEREFORE, I ROGELIO I. SAGUSAY, Punong Barangay of Barangay Minoyho, San Juan, Southern
Leyte, by virtue of the powers vested upon me by law, do hereby designate a Barangay Rehabilitation
Referral Desk Duty Officer.

Section 1. Composition.
The Barangay Rehabilitation Referral Desk Duty Officer is composed of the following;
1. ____________________________ - SANGGUNIANG BARANGAY MEMBER

Section 2. Functions.
The Barangay shall have the following functions:
1. Man, the Rehabilitation Referral Desk;
2. Conduct an interview to solicit personal information from the surrender;
3. Immediately inform the Punong Barangay in case the surrender is included in the Target List,
Wanted List and Watch List Personalities of law enforcement agencies, such as but not limited to
PDEA, PNP, an NBI; or has any pending criminal case;
4. Refer or endorse drug dependent to the City Anti-Drug Abuse Council (CADAC) for screening
using the Alcohol, Smoking and Substance Involvement Screening Test (ASSIST);
5. Log and maintain a record book containing all personal information of surrenders.
6. Ensure confidentiality of all information of surrenders;
7. Monitor progress of surrenders; and
8. Perform other duties and functions as may be deemed necessary.

Section 3. Effectivity.
This Executive Order shall take effect immediately.

Done this 18th day of December 2023 at Barangay Minoyho, San Juan, Southern Leyte,
Phillipines.
