WHEREAS, it is the policy of the Commission on Elections (COMELECJ to strictly
enforce Section 261- (q) of the Omnibus Election Code in relation to Sections 32 and 33 of
Republic Act No. 71661 during the Election Period for the October 13,2025 Bangsamoro
Autonomous Region in Muslim Mindanao (BARMMJ Parliamentary Elections (BPEI;
WHEREAS, on 30 July 2025, the COMELEC promulgated Resolution No. 11158
entitled " Resolution Adopting COMELEC Resolution No. L1067 proruulgated on September 25,
t "An Act Providing for Synchronized National and Local Elections and for Electoral Reforms, Authorizing
Appropriations Therefor, and for 0ther Purposes.", approved on November 26, 1991.

2024 entitled "Consolidated Resohttion on the (1) Rules and Regulations on the Prohibitions on the
Bearing, Carrying, or Transporting of Firearms and Other Deadly Weapons, lncluding Explosiaes
andlor their Components andlor Controlled Chemicals, and the Employment, Aoailment or
Engagement of the Seraices of Security Personnel or Bodyguards during the Election Period; (2)
Guidelines on the Establishment and Operation of COMELEC Checkpoints; and (3) Guidelines on
the Declaration of Election Areas of Concern and those to be Placed under COMELEC Control and
Other Security Concerns in Connection with the May 1"2,2025 N ational and Local Elections and
Bangsamoro Autonomous Region in Muslim Mindanao Parliamentary Elections" For Purposes of
the October 13,2025 BAkMM Parliamentary Elections";
WHEREAS, COMELEC Resolution No. 111492 provides that the Election Period
for the October t3,2025 BPE shall be from August '1,4,2025 to October 28,2O25;
WHEREAS, COMELEC Resolution No. 1-1158 provides that the prohibitions on the
bearing carrying, or transporting of firearms and other deadly weapons, including
explosives and/or their components and/or controlled chemicals, and the employmen!
availment or engagement of the services of security personnel or bodyguards during the
election period; the establishment and operation of COMELEC checkpoints; and the
declaration of election areas of concern and those to be placed under COMELEC control
and other security concerns in connection with the October L3, 2025 BPE shall be
implenented strictly within the Bangsamoro Autonomous Region in Muslim
Mindanao (BARMM).
WHEREAS, during the 201-9 plebiscite, the City of Isabela in the Province of Basilan
opted not to be included in the Autonomous Region in Muslin Mindanao;
WHEREAS, although the City of Isabela has listed by the Philippine Statistics
Authority under Region IX, which was affirmed by the Commission Er Barc during its
November 29, 2024 Referendum/ Consultation3, the City of Isabela is geographically
situated in Basilan Island, Province of Basilan which is part of the BARMM;
WHEREAS, to eliminate the rlsk of spill-over of election-related violence or
security issues and to ensure the orderly and peaceful conduct of the October L3, 2025
BPE, the Commission recognizes the necessity of including the City of Isabela in the
implementation of the provisions of COMELEC Resolution No. 11158 which adopted
COMELEC Resolution No. 11067;
NOW, THEREFORE, pursuant to the powers vested in it by the Constitution, the
Omnibus Election Code, Republic Act No. 7166, and, other election laws, the COMELEC
RESOLVED, as it hereby RESOLVES, to supplement COMELEC Resolution No. 11158
promulgated on July 30, 2025 for purposes ofthe October 73,2025 BPE:
1.J The prohibitions on the bearing, carrying, or transporting of firearms and other
deadly weapons, including explosives and/or their components and/or
controlled chemicals, and the employment, availment or engagement of the
seryices of security personnel or bodyguards during the election period and the
establishment and operation of COMELEC checkpoints shall likewise be
implemented within the City of Isabela, Basilan, during the election period
from August L4,2025 to October 28, 2025.

RESOLVED, FINALLY that this Resolution shall take effect immediately upon
publication in two (2) newspapers of general circulation and in the official website of the
Commission.
The Education and Information Department and the Information Technology
Department shall cause the publication and posting of this Resolution in two (2)
newspapers of general circulation and in the official website of the Commission,
respectively.
The Education and lnformation Department is likewise directed to furnish copies
hereof to the Regional Election Director, Provincial Election Supervisors, and Election
Officers of BARMM, AFP, PNP, PCG, NICA, and all other law enforcement agencies.
