1.0 PURPOSE
This Method of Statement (MoS) defines the safe and standardized procedures for
executing preventive maintenance of the 13.8kV substation, MV & LV panels, and
Transformers in compliance with:

Manufacturer’s recommendations – Alfanar & Schneider.
NFPA 70B (Standard for Electrical Equipment Maintenance).
IEC 62271 (High-voltage switchgear & control gear)
IEC 60298 (AC metal-enclosed switchgear)
NFPA 70E (Electrical Safety in the Workplace)
QHSE requirements Note: The maximum voltage level at ADF is 13.8kV.
2.0 SCOPE
Applies to preventive and corrective maintenance of:
MV/LV Switchgears
Transformer.
LV panels
Protection relays & auxiliary systems.
3.0 DEFINITIONS
Hazard - A hazard is a source or a situation with the potential for harm in terms of human
injury or ill-health, damage to property, damage to the environment, or a combination of
these.
Incident - Incident is an occurrence, condition, or situation arising in the course of work
that resulted in or could have resulted in injuries, illnesses, damage to health, or fatalities.
Accident - Accident is an event that has unintentionally happened, that results in damage,
injury or harm.
Near-Miss - Near Miss is a potential hazard or incident in which no property was damaged
and no personal injury was sustained, but were given a slight shift in time or position,
damage or injury easily could have occurred. Near misses also may be referred to as close
calls, near accidents, or injury-free events.
Isolation - Disconnecting or making the equipment safe to work on involves the removal of
all energy sources and is known as isolation.
Ventilation - Ventilation is the process of bringing in fresh air from outside and removing
indoor air, which may: be stale. be hot and humid because of work machinery and
processes.

5.0 RESPONSIBILITIES:
Electrical Engineer - Directly supervises the cleaning operations on-site ensuring that all
safety protocols are followed. Coordinating with the team to implement the safety
protocols as designed and other personnel. Monitors progress and address any issues or
delays.
Overseeing all quality control inspections to verify compliance with MoS and RA and
ensuring that the work, materials, and equipment are ready for the next stage.
Safety Engineer/ Officer - Inspection of the area prior starting the activity. Verify
compliance with PPE, LOTO, and arc flash safety. Ensuring safety protocols followed
throughout the activity. Ensures that all personnel are wearing appropriate personal
protective equipment (PPE)s and stops work if unsafe conditions are observed and
implements corrective actions.
Technicians: Adhere to procedures, use correct PPE, and report hazards. Site Supervisor/

7.0 PROCEDURE:
Planned Preventive Maintenance (PPM) Schedule & Procedures
A strict LOTO procedure must be implemented before commencing any maintenance work.
Absence of voltage must be verified at the point of work.
Equipment Activity Procedure Detail Frequency
MV Switchgear Visual Inspection Inspect for physical damage, corrosion, contamination, and
condensation. Check pressure gauges (if SF6). Quarterly
Cleaning Vacuum internal compartments. Wipe insulators with a clean, dry, lint-free cloth.
Annually
Mechanical Check Operate breaker manually. Check interlocks (mechanical and electrical),
spring charge mechanism, and lubrication. Annually
Electrical Testing Primary. Test trip/close circuits. Annually
Connection Tightening Check and retorque all power and control connections to OEM
specified values using a calibrated torque wrench. Annually
Dry-Type Transformer Visual Inspection Check for dust accumulation, cracks, discoloration,
loose connections, and integrity of cooling fans. Annually
Electrical Testing IR Test: MV-Winding to Earth, LV-Winding to Earth, MV to LV. Annually
LV Switchgear (ACB/MCCB) Inspection & Cleaning Inspect contacts for erosion. Clean arc
chutes. Check mechanism operation and lubrication. Annually
Earthing System Visual Inspection Check for integrity and corrosion of earth pits,
conductors, and connections. Annually
7.1 Obtain work permit:
Obtain a permit to work (PTW) before starting tasks. Conducting the pre task briefings to ensure all
staff/personnel understand the scope, hazard and control
Manar in charge will have to obtain a permit to work prior to any work taking place. Ensure safety
measures are in place for all personnel. A task-specific RAMS (risk assessment and method statement)
will be performed on a daily basis to discuss all risks and hazards associated with the activities for the
day. If an employee comes late the supervisor will have to do a one-on-one with the employee regarding
the task-specific briefing before he or she starts work.
7.2 Methodology:
Isolation of Power Supply:
Receive Permit to Work from IFAS.
Fully isolate the affected cable from the source.
Confirm CVI showing zero voltage cable dead from all power sources
De-energize equipment, prove to dead condition using MV Hot Stick.
Apply earthing to all power sources and Install Portable Earthing Kits where necessary.
Follow the LOTO procedure to all power feeding sources.
Inform all relevant personnel and display warning signage.
Perform maintenance tasks:
1. Cleaning & inspection of panels (check for corrosion, overheating).
2. Tighten connections using a torque wrench (per manufacturer specs).
3. Insulation resistance test (Megger test).
Functional testing under supervision.
Restoration of power supply:
Cancel PTW.
Confirm equipment is ready for energizing.
Remove LOTO from All power sources.
Remove Earh connections from all power sources.
Switch on all power sources.
Confirm all equipment are operational.
7.3 Emergency Procedures:
All personnel must be aware of emergency shutdown procedures and locations of emergency
exits.
Know the location of first aid kits, and fire extinguishers (CO2 for electrical fires).
Establish clear communication protocols.
In case of an arc-flash event or electric shock: 1. Do not touch the victim if they are still in
contact with the energy source. 2. Activate the emergency shutdown. 3. Call for emergency
medical help immediately.
7.4 Post-Work Activities:
Inspection: Verify no damage to adjacent utilities.
Handover: Confirm power stability with operations team.
Post work Activities include checking tools, PPE and equipment before and after tasks.
Inspecting the site for damage with verifying all tools and PPE are in good condition and
properly stored.
7.5 SIGNING OFF THE WORK PERMIT:
Upon completion of the work, (the permit receiver; safety officer; supervisor and Zone manager) must ensure:
The Working Site/equipment is ready and safe for use.
All persons working under a Work Permit have been informed that the work is complete.
He notifies the Permit Issuer that the job is complete and the Working Site is safe and clean.
His/her personal lock is removed from the key safe where applicable.
He/ she signs off the Work Permit.
7.6 The Permit Issuer is responsible for:
Inspecting the work area to ensure that the job has been completed properly and that the
area/equipment is in a safe condition prior to signing the bottom of the Work Permit.
8.0 HSE REQUIREMENTS:
8.1 PPE Required:
Face Shield with appropriate arc flash protection.
Portable Earthing & Short‐Circuiting Kits.
CAT‐4 Protective Clothing with a minimum arc rating of 40 cal/cm² for medium voltage.
CAT‐2 Protective Clothing with a minimum arc rating of 8 cal/cm.² for low voltage.
Lockout and Tagout Kit (including safety HASP, safety locks, tags, and caution notes).
MV Rubber Gloves (Class‐2) and LV Rubber Gloves
20KV safety boots
Helmet with chinstrap
Hearing protection
Safety goggles
9.0 DOCUMENTATION:
All activities must be documented to ensure traceability and for historical analysis. Reports include:
Daily Operation Logs
Preventive Maintenance Checklists (signed and dated)
Equipment History Cards
Maintenance records to be filled and signed.
Test reports to be compiled and submitted to client.
Calibration certificates of instruments to be attached.
