CREATION OF BARANGAY HEALTH WORKERS REGISTRATION AND


ACCREDITATION COMMITTEE (BHW-RAC) IN THE MUNICIPALITY OF
JOSEFINA, ZAMBOANGA DEL SUR

WHEREAS, the Barangay Health Workers Benefits and Incentive Acts of 1995 (RA 7883) is an
act which grants benefits and incentives to accredited Barangay Health Workers for voluntary health
services rendered to the community as frontliners in rendering Primary Health Services to the public;

WHEREAS, in Section 102 of the Law states that the Local Health Board shall primarily be
responsible for the registration and accreditation of Barangay Health Workers in their respective
localities;

WHEREAS, the Law also provides for the creation of BHW Registration and Accreditation
Committee (BHW-RAC) wherein the committee has the authority to review and approve very
incentive or benefit for the BHW requiring the expenditures of Local funds, recommend and
appropriation of funds and more.

Section I. COMPOSITION.

A. The Municipal Health Office – The MHO through its head, shall act as Chair of the BHW-RAC.
B. The CORE composition of BHW-RAC
a. Chairperson- Municipal Health Officer
b. Vice Chairman- MLGOO
c. NGOs – Implementing Community Health related programs
d. BHW Federated President
e. DOH Representative
f. PHO Representative

However, the LHB may expand the membership of the BHW-RAC depending on its needs for a
more efficient system of accreditation and registration.

Section II. Functions. The BHW-RAC shall:

1. Act as Secretariat to the Local Health Board on matter concerning Registration and
Accreditation of BHWs;
2. Evaluate and take necessary action and recommend appropriate action on the
BHWs application and documents;
3. Ensure that the Board decision made on BHWs’ registration and accreditation is
reflected in a bond resolution or in the minutes of the meeting;
4. Issue certificates of registration and/or accreditation to qualified BHWs;
5. Review and approve every incentive and benefits for the BHWs requiring the
expenditure of local funds to ensure only deserving BHWs get the same;
6. Recommend benefits and appropriation of funds for BHWs
7. Prepare/ update the local BHW registry and provide the province and Department
of Health an official list;
8. Monitor the provision of services by registered/accredited BHWs.
WHEREFORE, in the Local Health Board meeting assembled, the LHB of LGU Josefina, Zamboanga
del Sur, after thorough deliberation and upon the motion of Engr. Pedy Flores and seconded by Mr.
Jonathan Conejos taking cognizance to address creation of BHW-RAC in the municipality of Josefina,
as promulgated its collective decision be it:

RESOLVED, AS IT IS HEREBY RESOLVED, to declare the creation of BHW-RAC of Josefina,


Zamboanga del Sur.

UNANIMOUSLY CARRIED AND APPROVED.

I hereby certify that the foregoing resolution was duly adopted and approved by the
Municipal Local Health Board of Josefina, Zamboanga del Sur during its meeting on January 30, 2024.
