NUTRITION PROGRAM
MANAGEMENT (NPM)
A decision-making process of identifying
potential nutrition problems and needs of a
specific population group, analyzing possible
ways of preventing and controlling
malnutrition, allocating resources based on
needs and expectations, and taking deliberate
action to address nutritional problems,
including those related to monitoring and
evaluation (NNC, 2005)

ROLE OF THE LOCAL NUTRITION CLUSTER IN
DRRM-H-NiE PLANNING
• The Philippine Plan of Action for Nutrition (PPAN) 2017-2022
sets the groundwork for the inclusion of nutrition-specific
programs in the NDRRMP.
• NiE is one of the eight nutrition-specific programs indicated in
the PPAN 2017-2022, of which a component is capacity building
for mainstreaming nutrition protection in emergencies.
ROLE OF THE LOCAL NUTRITION CLUSTER IN
DRRM-H-NiE PLANNING

Key Messages
1. The DRMM-H-NiE is composed of 4 phases: Planning,
Implementation of DRRM-H-NiE Plan, Monitoring and
Evaluation, and Re-planning.
2. The 4 phases of DRMM-H-NiE are integrated from the NPM Cycle
and the DRMM-H Planning Cycle, grounded on the Humanitarian
Programme Cycle.
3. The Local Nutrition Cluster plays the lead role in the Local DRRM-
H-NiE Plan.
Session 3.2
Preparing for the
DRRM-H-NiE Plan
STEPS IN DRRM-H-NiE PLANNING:
3.2.1 Preparing to Plan
Nutrition in Emergencies Risk Reduction and
Management (DRRM-H-NiE) planning is a
decision-making process based on an analysis of
the initial and comprehensive assessment of
nutritional status and socio-economic, cultural,
and other demographic factors predictive of the
nutrition situation in a community.
STEPS IN DRRM-H-NiE PLANNING:
3.2.1 Preparing to Plan
• Three-year DRRM-H-NiE plan is updated on a
yearly basis
• Formulated by the Nutrition Cluster through the
leadership of the Local Chief Executive (LCE)
STEPS IN DRRM-H-NiE PLANNING:
3.2.1 Preparing to Plan
• The Local Nutrition Committee, functioning
as the Local Nutrition Cluster, develops
plans, policies, programs, standards, and
guidelines specifically for the prevention and
mitigation of nutrition and nutrition-related
emergencies.
• NAO coordinates the planning, implementation,
and monitoring and evaluation of activities

• inform the nutrition cluster on
Gap analysis existing hazards, vulnerabilities,
IM Tools risks, and capacities
NINA • improve the flow of critical
information in planning for

STEPS IN DRRM-H-NiE PLANNING:
3.2.2 Data Gathering and Analysis
• Thorough analysis of available information facilitates in:
- Identifying targets;
- Prioritizing the type of support and assistance needed;
- Designing interventions to be implemented; and
- Deciding the monitoring and evaluation scheme to be used.
STEPS IN DRRM-H-NiE PLANNING:
3.2.2 Data Gathering and Analysis
• Data gathering and analysis involves:
• Collecting baseline data through the most recent OPT results
and nutrition committee reports
• Conducting a situational analysis by using the Nutrition Initial
Needs Assessment (NINA) tool within 24 to 72 hours after
onset of the disaster.
STEPS IN DRRM-H-NiE PLANNING:
3.2.2 Data Gathering and Analysis
• NINA tool
• two-page, paper-based form
• provides a standard nutrition assessment for post-emergency and
disaster at the barangay, municipality, city, and provincial levels
• It aims to:
• determine impact of emergency and disaster
• determine appropriate nutrition response for the affected population

STEPS IN DRRM-H-NiE PLANNING:
3.2.3 Developing/Updating the
DRRM-H-NiE Plan
• Actual development of strategies and activities to address the hazards,
vulnerabilities, and risks identified in the previous step
• Done in accordance with the procedures provided for by the NDRRMC and
shall observe local government provisions.
• It guides planners to determine areas of focus in terms of disaster risk
reduction management.
STEPS IN DRRM-H-NiE PLANNING:
3.2.3 Developing/Updating the
DRRM-H-NiE Plan
• This step requires the development of plans based on the four thematic
areas:
1. Prevention and mitigation
2. Preparedness,
3. Response, and
4. Recovery and rehabilitation.
• Strategies shall focus on the Health Cluster, specifically, the NUTRITION
CLUSTER
STEPS IN DRRM-H-NiE PLANNING:
3.2.3 Developing/Updating the
DRRM-H-NiE Plan
• A GOAL is a general statement
• Objectives are specific, measurable, achievable, realistic, and time bound
(SMART) statements of targeted outcomes
• Classified as:
1. General or outcome objective
2. Specific or output objective
3. Activity or input objective
STEPS IN DRRM-H-NiE PLANNING:
3.2.3 Developing/Updating the DRRM-H-NiE Plan

• A work plan or an operational plan is a tool used in defining how nutrition
programs or projects or activities are to be implemented.
- An effective IM system is useful in DRRM-H-NiE Plan formulation by
making references available
- Knowing the nutrition situation under normal conditions will help
anticipate improvement or worsening of the situation.

3.2.3 Developing/Updating the
DRRM-H-NiE Plan
• The DRRM-H Operational Plan Matrix
✓ Can be adapted as template to facilitate integration with budgeted
plans
✓ Activities must be prioritized in order to craft the operational plan for
the year.
✓ Ensures the implementation of the set strategies for each of the
thematic areas.

interventions according to the component services of the quad
cluster.
• Nutrition services include nutritional assessment, infant and

STEPS IN DRRM-H-NiE PLANNING:
3.2.3 Developing/Updating the
DRRM-H-NiE Plan
• Since the NDRRM plan covers a three-year period, it should be
reviewed regularly and updated annually to address actual
needs.
• Changes in thematic areas, activities, items needed, and staffing
may implicate adjustments in the budget that need to be
requested and approved for appropriation.
STEPS IN DRRM-H-NiE PLANNING:
