Zone 3- Road to Piliyandala from University of Moratuwa

Moratuwa- Piliyandala (B 295) road is a narrow road located in a populated urbanized area, off 24
km from Colombo city centre. The proposed road starts from 0.00 km at Moratuwa and ends at
Piliyandala at 4.83 km, and proposed 2.5 km section for development (from Piliyandala junction to
the bridge across Bolgoda lake) falls completely within Kesbewa Divisional Secretariat Division
(DSD) of Colombo district.

Moratuwa- Piliyandala (B 295) road will be improved as a sub-project. The existing average
carriage way of between 9.2 and 10 m width will be widened to 15.2 m, with two lane standard of
each with 3.5 m width, two hard shoulders of each 1.5 m, two soft shoulders of each 2.0 m width
and 1.2 m space for drains on both sides. All these improvements will be carried out within the
existing Right of Way (RoW) which is about 15.2 m wide.
Road to Piliyandala from University of Moratuwa is the main road to access to Pilyandala town
area. Lot of people are daily using this road to their own purposes. Also, this road is the only main
road come to University of Moratuwa from Piliyandala town.

1. If a cyclist is approaching this parked car from behind, what dangerous situation
are they suddenly confronted with?

The safety of cyclists and the general flow of traffic are seriously threatened by illegal parking on
cycling paths. cyclists are compelled to merge into the main road when vehicles block designated
cycle paths, frequently with little space or sight. This abrupt merging can be risky, particularly in
places with heavy traffic and faster-moving vehicles. Also blocked cycle lanes contribute to
accidents and injuries.

Objectives
Authorities should impose severe penalties, such as fines, on those who park illegally on cycle
paths in order to discourage careless conduct. Also make well-planned parking structures to
handle vehicles, which will lessen the demand for unauthorized parking and guarantee that
cyclists have a clear, safe path to get to work.

2. If someone using a wheelchair, or someone pushing a stroller, approaches this


parked vehicle, what dangerous situation are they suddenly confronted with?

Serious safety dangers are created when vehicles are parked on pedestrian walkways, forcing
people to cross the road and putting them in danger from oncoming traffic. Children, the elder
people and those with disabilities are particularly at risk from this. These can impede pedestrian
flow, decreases accessibility, and raises the risk of accidents.

Objectives
To prevent illegal parking on pedestrian walkways, we should design sufficient parking
facilities to accommodate vehicles. Installing physical barriers can effectively block cars from
encroaching on sidewalks. Additionally, enforcing strict penalties, such as fines, will improve
pedestrian safety.

3. With limited width and no dedicated cycle lane, what risky manoeuvres might
cyclists be forced to make when encountering vehicles on this bridge?

The absence of cycle paths over the bridge, combined with its insufficient width and capacity,
creates a hazardous situation for both cyclists and vehicles. The narrow space forces cyclists to
merge with traffic, increasing congestion and the risk of accidents.

Objectives
To ensure a safe and continuous passage for cyclists by extending cycle paths over bridges,
preventing them from merging into vehicle traffic. Additionally, improving infrastructure by
expanding the bridge’s width and capacity will help accommodate both cyclists and vehicles
safely.

4. This sub-road connects to a busy main road, yet there's no crosswalk. What
immediate dangers does this pose to pedestrians trying to cross, especially children
or elderly individuals?

There are no defined pedestrian crosswalks on sub-roads, which poses serious safety risks. People
are forced to navigate traffic in an unpredictable manner when there are no designated pedestrian
crossings, which raises the possibility of accidents and injury. The absence of crosswalks restricts
people from walking, which has a negative impact on urban mobility and public health.

Objectives
Implementing designated cross walks in sub roads to reduce accidents and provide safe crossing
points for pedestrians. Raising traffic awareness enhances safe crossing practices for pedestrians
and drivers.

5. Without effective traffic management, how does the risk of accidents, congestion,
and frustration for both drivers and pedestrians increase significantly?

The lack of an effective traffic control system leads to congestion, unsafe road conditions, and
increased accident risks for all road users. Without proper signalling, traffic flow becomes
inefficient, causing delays and endangering pedestrians, cyclists, and motorists.

Objectives
Create an effective traffic control system that raises road safety, eases traffic, and improves the
effectiveness of transportation overall. This involves putting in place appropriate signals and real-
time monitoring to guarantee efficient traffic flow, reduce accidents and make the road a safer
place for all users.

6. Without clear pavement markings, drivers can be unsure about right-of-way, turning
lanes, and other rules. How does this confusion contribute to traffic congestion and
increase the chance of accidents?

The lack of road lines and pavement markings creates confusion among road users, leading to
disorganized traffic flow and increased accident risks. Proper markings are essential for guiding
vehicles, cyclists, and pedestrians, ensuring safety, maintaining order, and preventing collisions,
especially at intersections, turns, and high-traffic areas.

Objectives
Improve traffic flow by efficiently directing cars, bikes, and pedestrians; lower accident rates by
guaranteeing improved lane discipline, visibility, and organization, especially at intersections
and high-traffic areas; and increase road safety by putting in place visible pavement markings.

7. During Poya days, when attendance at the temple is high, the lack of parking becomes
particularly problematic. How does this increased demand exacerbate the issue of
vehicles blocking pedestrian walkways and creating unsafe conditions?

The absence of parking facilities in a temple design causes traffic jams and inconveniences for
guests, resulting in unauthorized parking on surrounding roads. This contributes to traffic flow,
puts pedestrians' safety at danger, and creates accessibility problems, particularly during rush hours
and holidays.

Objectives
Create visitor-safe approved parking spaces, lessen traffic jams from unauthorized parking, and
improve accessibility for everyone, including the elders and those with disabilities. Additionally,
devotees will have a more smooth and secure experience if traffic around the temple is better
managed.
